About this file
This justification and approval document authorizes the Naval Surface Warfare Center Corona Division to award a sole source contract to Fluke Electronics Corporation for the procurement of a depot level gas flow system. The Naval Air Systems Command Metrology and Calibration Program requires one gas flow system with an option for two additional units to support intermediate calibration activities, training facilities, and calibration laboratories. The total estimated value is $679,999.80 to be funded from aircraft procurement funds. A sources sought notice solicited potential offers from December 17-24, 2020, which resulted in one response that did not meet technical requirements. The justification cites 10 U.S.C. 2304(c)(1) for this non-competitive award as Fluke is the only responsible source that can meet agency needs. The contract to Fluke was subsequently awarded on August 21, 2021 for $392,166.84 under solicitation N6426721P0063 by the Department of the Navy Naval Sea Systems Command.

CORONA, CA 92878-5000
JUSTIFICATION AND APPROVAL
IN REPLY REFER TO
J&A No. 50,213 Ser 02/1250
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity
The Naval Sea Systems Command, Naval Surface Warfare Center, Corona Division (Corona Division), Contracts Department, Code 0221.
2. Description of the Action Being Approved
This Justification and Approval (J&A) authorizes the award of a Firm-Fixed-Price, Contract on a sole source basis for the procurement of Depot Level Gas Flow System part number (P/N) SYS-MOLBOX1+-DEPOT/AN to Fluke Electronics Corporation (Fluke).
This J&A shall be effective from the date of approval to the end of the contract term. The procedures in FAR subpart 13.5 will be utilized for this procurement in accordance with 41 U.S.C.
1901.
3. Description of Supplies/Services
The Naval Air Systems Command (NAVAIR) Metrology and Calibration (METCAL) Program has a requirement for one (1) Gas Flow System with an option for an additional quantity two (2), P/N SYS- MOLBOX1+-DEPOT/AN to support Naval Aviation Fleet Intermediate Calibration Activities, Fleet Training Activities, and Navy Calibration Laboratories.
The total estimated value of this acquisition is $679,999.80 and will be funded with Aircraft Procurement, Navy (APN) funds. The table below depicts the type of funding as well as the estimated amount per fiscal year.
Appropriation FY21 Total
APN $679,999.80 $679,999.80
The Governments minimum needs have been verified by the certifying technical and requirements personnel.

4. Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 2304(c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority
NAVAIR METCAL currently utilizes the Fluke P/N SYS-MOLBOX1+- DEPOT/AN system in over 4000 annual calibration workload hours in support of intermediate-level calibration laboratories ashore and afloat. The Depot Gas Flow system procurement is a modernization project that significantly improves the gas flow measurement capability at the Depot level as far as range and accuracy.
Current Depot capability is limited to 0 to 2000 SLPM with an uncertainty of +/- 0.75% indicated value. The new capability will be from 0 to approximately 8000 SLPM with an uncertainty of 0.2% indicated value. The Depot Gas Flow System will make high accuracy gas flow measurement at the Depot level comparable to the capability at the Navy Primary Standards Laboratory and will increase the overall range capability. This will eliminate current logistics issues created by long turn-around times and high support costs, and will bring the required calibration support closer to the end use support sites.
This system will allow the Depot level labs to meet the TUR and PFA requirements of OPNAVINST 3960.16B for support equipment.
The Depot level labs do not currently have the capability to meet these requirements with the standards currently deployed.
Modernization and deployment of the Depot Gas Flow system is required based on the current workload and anticipated workload caused by procurement of a new Fleet level gas flow standard that will be used to support the Aircraft Pressurized Cabin Leakage Tester. The current gas flow support in place at NPSL is not capable of providing adequate support, currently has excessively long lead times, and will decrease Navy Fleet readiness when the new Fleet level gas flow standard is deployed.
Currently, NAVAIR METCAL has 3 Instrument Calibration Procedures (ICP) written for the Fluke Gas Flow System. Since NAVAIR METCAL is procuring upgrades to the existing Gas Flow System, current ICPs will be revised rather than re-written. The estimated cost to revise the current ICPs is $15,000 ($5,000 Per ICP X 3 ICPs).
The estimated cost to re-write ICPs for a unit other than the Fluke system would cost up to $63,855.00 ($21,285 per ICP X 3 ICPs). Thus, the difference between revising the current ICPs and having to re-write the ICPs if an alternative system were procured is $48,855.00($63,855 cost to re-write the ICPs less the $15,000 cost to revise the ICPs).
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
A Sources Sought Notice (SSN) was posted on the Beta.Sam website, indicating the Government’s intent to sole source this requirement to Fluke. The posting was issued on 17 December 2020 and closed on 24 December 2020. One capability statement was received from Columbia Research Laboratories Inc.
The customer advised that Columbia Research does not currently have a core competency related to gas flow measurement and they do not have anything that indicates they have established basic gas flow measurement capability, even at the lowest measurement level. Based on the available information, there is a substantial risk of compatibility issues related to the gas flow measurement standard if this alternate solution would be utilized. In particular there would be concerns regarding the ability to meet the range and accuracy requirements, and the ability to successfully install and deploy the system at the end use depot locations per the NAVAIR METCAL requirements.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated costs to the Government for the items covered by this J&A will be fair and reasonable. Significant (or similar) quantities of this requirement have been purchased from this offeror in the past and cost/pricing information was received on those past procurements. This information should be sufficient to support the fair and reasonable cost determination of this procurement.
8. Actions to Remove Barriers to Future Competition
For the reasons set forth in Paragraph 5, Corona Division, Contracts Department, Code 02 has no plans at this time to compete future contracts for the types of items covered by this document. If another potential source emerges, Code 02 will assess whether competition for future requirements is feasible.
