Statement of Work Summary
This Statement of Work (SOW) PR#_6007-NF02 outlines the U.S. Coast Guard's requirements for repair and overhaul services of aircraft components. The contractor must be an Original Equipment Manufacturer (OEM), OEM Authorized Repair Center, or Federal Aviation Administration (FAA) Certified 145 Repair Center acceptable to the Coast Guard. The contractor shall comply with OEM specifications, Component Maintenance Manuals (CMMs), drawings, Service Bulletins, Overhaul and Repair Instructions (ORI), and performance requirements. The contractor must be ISO 9000 compliant or maintain a quality system acceptable to the Coast Guard. The SOW specifies three levels of repair: Inspect/Repair as necessary (inspection, failure analysis, defective part replacement, and testing); Overhaul (complete teardown, inspection, cleaning, 100% replacement of consumables and degraded components); and inspection-based corrosion evaluation and replacement requirements. The contractor may request Beyond Economical Repair (BER) designation only through the Contracting Officer's approval.
The contractor must deliver a Teardown and Inspection Report (TIR) within five calendar days of component inspection, identifying part numbers, nomenclature, labor hours, parts costs, and repair charges. Components must be cleaned per CMMs and guidelines to remove hazardous materials including hexavalent chromium, cadmium, and lead. The required turnaround time is ninety (90) days after receipt of material, with earlier delivery preferred without additional charges. All parts must be airworthy and suitable for USCG aircraft installation, requiring FAA 8130-3 Certificates of Conformance with maintenance release documentation. Packaging and preservation shall comply with CMM standards, with Electrostatic Discharge Sensitive (ESDS) components following ANSI/ESD standards. Final inspection and acceptance will be performed by Aviation Logistics Center quality assurance personnel for quantity, condition, and compliance with contract requirements.
