STATEMENT OF WORK (SOW)

FOR

AIRCRAFT BATTLE DAMAGE REPAIR

(ABDR) PROGRAM HANDYSCAN 3D

SCANNER WITH REVERSE ENGINEERING

SOFTWARE KIT/SET

1.0 INTRODUCTION/BACKGROUND:

Aircraft issues occur all over the world and to be able to get an aircraft back to flight status, there exists the requirement to be able to deploy for depot level-type maintenance and Aircraft Battle Damage Repair where needed. This need is to also have the necessary tools available and deployable to be able to assess the need and type of repair. The effort is to support and be able to make those repairs globally when needed.

2.0 DESCRIPTION OF SUPPLIES

The purpose of this Statement of Work (SOW) is to procure and provide four (4) HandyScan 3D Scanner kit/set, to include a workstation and storage case for the 3D Scanner, computer interface capable of supporting the software for the 3D scanner and any other accessories required. This makes this a portable workstation for deployment. This Workstation/Storage Case/Kit and all accessories contained inside shall be known for the rest of this SOW as the 3D Scanner Kit/Set. Also included in this effort is the procurement of four (4) workstations with computer interface devices and 16-meter cable.

3.0 SPECIFIC WORK REQUIREMENTS:

The Contractor shall provide a workstation/storage case/kit capable of protecting and providing easy access to all components. See attached Addendum 1 - Salient Characteristics for HandySCAN Black Elite 3D Scanner specifications.

3.1 Workstation/Storage Specifications: The case should be able to used in all type of terrain, easily portable and provide protection and safe storage for all components of the above 3D Scanner.

This Workstation/Storage case must be is one (1) unit. The kit/set shall consist of the following items:

3.1.1 HandySCAN Black Elite 3D Scanner

3.1.2 Workstation to support the HandySCAN Black Elite 3D Scanner

3.1.3 Computer Interface for HandySCAN Black Elite 3D Scanner

3.1.4 16-Meter cable for Computer Interface and the HandySCAN Black Elite 3D Scanner

3.2 Accessories/Software: The Contractor shall provide the software that will have compatibility with Mastercam 2021 or next version available. Software must be compatible the HandySCAN Black Elite 3D Scanner and be able to interpret the 3D Scan data collected from the 3D Scanner. The software must be able to be used on a stand-alone computer. This software must NOT be cloud-dependent for operations.

3.3 Other Documents: The contractor shall provide any specification sheets, operation guides, manufacturing and instruction manual, any procedures and care guides for the Workstation/Storage case and all equipment contained in side (i.e., 3D Scanner, computer interface, etc.). And any other data required to operate and maintain the 3D Scanner to include a delivery schedule.

3.3.1 Technical Data: The Contractor shall provide as much data as available (specification sheets, operation guides, owner’s manual, manufacturing and qualification test data, any procedure and care guides) that is commercially available.

3.4 Computer Interface Devices Specifications: The Contractor shall procure and provide a total of eight (8) Computer Interface devices, each must meet the following as shown on the Salient Characteristics for HandySCAN Black Elite 3D Scanner specifications for the computer interfaces.

(See attached Salient Characteristics documents).

3.5 Kit Quality: The Contractor shall ensure kits are free of any defects and if necessary, provide replacement if a defect is detected for the Workstation/Storage case and/or the 3D Scanner accessories for a minimum of one (1) year from date of Kit/Set acceptance.

3.6 Post Award Conference: A post award conference with Government personnel shall be conducted within ten (10) Business days post-award to confirm the SOW requirements and expectations; discuss project plan and schedule, and exchange engineering data and address any issues or constraints. Briefing Charts to be in Contractor format and Delivery schedule to be submitted in Government approved Contractor format. Both the Post Award Briefing charts and Delivery schedule to be submitted for review at least three (3) business days prior to Post Award meeting. This will be conducted by telecom.

4.0 DELIVERABLES

Contractor shall provide the data requested and in compliance with all requirements of the SOW.

4.1 Data Delivery: The Contractor shall provide the following Data requirements per Table 4.1 below:

5.0 DELIVERY DATE

The Contractor shall deliver the Cases/Kits as described above in Table 4-2 3D Scanner Kit/Set Delivery.

6.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIALS/ FACILITIES

No Government furnished equipment shall be provided or required.

7.0 PACKAGE/PRESERVATION: BEST COMMERCIAL SHIPPING INFORMATION

All equipment shall be preserved, packaged and packed for shipment in accordance with best commercial practices to prevent any mechanical and/or physical damage. Packaging shall be marked with all the proper information.

7.1 Hardware Markings: If applicable, the Contractor shall ensure machine-readable metallic Item Unique Identification (IUID) plaques/ markings required under this contract are permanently placed on the items delivered under this contract per MIL-STD-130. (A001/DI-MGMT-81804A).

The contractor shall develop and provide an Item Unique Identification (IUID) Marking Plan (A002/DI-MGMT-81803), if the cost is $5000 or less per unit, IUID markings will not be required.

7.1.1 Item Unique Identification (IUID): If an IUID is required, then the Government will consider commercial markings on each Item as shown in the Item Unique Identification (IUID) Marking Plan submitted above. Commercial markings are considered acceptable is approved.

7.2 Shipping Address: The shipping of each lot shall to be to Wright Patterson AFB, OHIO.

The specific address and Point of Contact (POC) shall be identified in each Contract Line-Item Number (CLIN) or SubCLIN in the contract.
