About this file
This is a NASA Shared Services Center Brand Name Justification document for the acquisition of a Hexagon S Scan Coordinated Measurement Machine (CMM) from Hexagon AB. The estimated period of performance or lead-time for delivery is 4-6 weeks ARO (as required or ordered).
NASA's Mission Assurance Branch seeks to procure this specific CMM system to replace an existing unit that is more than 30 years old and has reached the end of its service life due to obsolete hardware and unavailable replacement parts. The Hexagon system will be used by the Quality Assurance and Inspection team to perform precise dimensional inspections of manufactured parts, assemblies, tooling, and research hardware. The justification emphasizes that NASA has relied on Hexagon products and software for over 30 years and is fully invested in their measurement ecosystem, including an active maintenance agreement providing equipment calibration, software updates, and technical support. The requested system provides the required measurement volume, accuracy, repeatability, advanced scanning capabilities, automated inspection routines, and digital reporting necessary to inspect complex geometries and critical features while supporting current and future inspection requirements. The document details that selecting an alternative vendor would result in increased labor costs, extended inspection times, reduced measurement accuracy, workflow disruptions, retraining requirements, and compatibility issues with existing equipment and software. The justification was signed by a Quality Assurance Spec (Aerospace) from the Mission Assurance Branch on 7/1/2026.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☐I recommend that NASA, NASA Shared Services Center negotiate with vendor name only for Supply or Service to be procured. The total estimated cost of this effort is $dollar amount and the estimated period of performance or lead-time for delivery is date.
OR
Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Hexagon AB for Hexagon S Scan Coordinated Measurement Machine. The estimated period of performance or lead-time for delivery is 4-6 weeks ARO .
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The requested Coordinate Measuring Machine (CMM) will be delivered to the Mission Assurance Branch for use by the Quality Assurance and Inspection team to perform precise dimensional inspections of manufactured parts, assemblies, tooling, and research hardware, replacing an existing CMM that is more than 30 years old and has reached the end of its service life due to obsolete hardware and unavailable replacement parts. The new system provides the required measurement volume, accuracy, repeatability, advanced scanning capabilities, automated inspection routines, and digital reporting necessary to inspect complex geometries, large components, and critical features while supporting current and future inspection requirements. We have relied on Hexagon products and software for more than 30 years and are fully invested in their measurement ecosystem, with an active maintenance agreement that provides equipment calibration, software updates, and technical support. Remaining with Hexagon ensures compatibility with our existing equipment and software, avoids workflow disruptions and retraining, and maintains the consistency, reliability, and support required to efficiently perform the workload currently handled by the obsolete CMM.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
If a different product is selected that does not meet the required specifications, inspections may require multiple setups, additional equipment, or increased manual measurements. This would increase labor costs, extend inspection times, and potentially reduce measurement accuracy and repeatability. Because the current CMM is more than 30 years old and can no longer be serviced due to obsolete components, failure to acquire a suitable replacement could result in equipment downtime, inspection delays, increased outsourcing costs, and impacts to project schedules, hardware acceptance, and mission support activities. A CMM that meets all required specifications for measurement range, accuracy, scanning capability, automation, and reporting is necessary to support our inspection needs. The requested system provides the capability to inspect a wide variety of components using a single platform while reducing setup time and improving measurement consistency. It also serves as the replacement for an obsolete
Page 2 V2.0 3-15-2017 inspection system that is no longer supportable by the manufacturer, ensuring continuity of critical measurement and quality assurance operations. We have relied on Hexagon products and software for more than 30 years and are fully invested in their measurement ecosystem, with an active maintenance agreement that provides equipment calibration, software updates, and technical support. Selecting another manufacturer would require significant retraining, disrupt established workflows, and create compatibility issues with existing equipment and software, whereas remaining with Hexagon ensures continuity of operations, maintains the reliability and support we have depended on for decades, and provides a seamless replacement for the obsolete inspection system.
