About this file

This is a Brand Name Justification form from NASA Shared Services Center recommending procurement of Bentley AutoPIPE Perpetual License & Bentley AutoPIPE SELECT Subs specifically from Bentley Systems, Incorporated, with a period of performance from 02/17/2025 to 02/16/2026.

The justification explains that NASA Langley Research Center requires this specific software for pipe stress analysis at the High Temperature Wind Tunnel (Building 1265). The document cites two main reasons for the brand name requirement: 1) the software is currently used at LaRC and meets necessary requirements for software calculations, and 2) maintaining compatibility is essential for communicating with other project users and accessing historical calculation files. The justification notes that using a different brand would require additional time and funding for training and integration, and would create compatibility issues with existing systems. The form is signed by a Technical User with the title AST, Experimental Facility Dev from the Aerosciences Operations Section on 2/10/2025.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for . The total estimated cost of this effort is Dollar Amount and the estimated period of performance or lead-time for delivery is Date.

OR

Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Bentley Systems, Incorporated for Bentley AutoPIPE Perpetual License & Bentley AutoPIPE SELECT Subs. The period of performance or lead-time for delivery is 02/17/2025 – 02/16/2026.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

NASA Langley Research Center requires the purchase of the Bentley AutoPIPE Perpetual License & Bentley AutoPIPE SELECT Subs which will be used at B1265 for pipe stress analysis for the High Temperature Wind Tunnel. This specific software from Bentley Systems is needed since it is currently used at LaRC and meets the necessary requirements needed in the results its software calculations give.

Only Bentley’s software will work in order to maintain compatibility so we can be able to communicate projects with other users and obtain historical calculation files.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

If another brand was used, it would not be compatible since we would not be able to communicate with other project users. Also, this would result in additional time and possibly funding to train to learn a new pipe stress analysis software and then integrating it with the current environment. Only Bentley Systems software will offer the needed requirements for cohesive project use throughout LaRC.
