About this file

This is a Statement of Work Template for the procurement and deployment of research-grade radiometric instrumentation. NASA and Dominion Energy are partnering to expand the Baseline Surface Radiation Network (BSRN) to include over-ocean measurements by installing instruments on Dominion's offshore platform located 43 kilometers off Virginia Beach, with secondary integration onto a 777 aircraft platform. The primary vendor deliverable is Kipp & Zonen pyranometers, pyrgeometers, ventilators, and necessary cabling, which must be shipped to NASA Langley Research Center by the end of the current calendar year. The equipment will be tested locally at NASA Langley before final deployment at the Dominion Substation in 2027 and integration with the 777 aircraft platform.

The measurable performance standard requires the equipment to arrive undamaged and remain fully functional according to manufacturer specifications. Applicable standards include BSRN calibration and measurement protocols and ISO 9060:2018 standards for the pyranometers and pyrgeometers. The contract specifies no formal design reviews, vendor meetings, or optional tasks are required. Government-furnished property and information are not applicable. The critical milestone is year-end delivery to enable adequate testing and preparation time before the 2027 Dominion Substation installation and concurrent 777 aircraft engineering integration efforts.

STATEMENT OF WORK TEMPLATE

1.0 Introduction/Background: The Baseline Surface Radiation Network (BSRN) is considered the gold standard for surface radiometry due to its strict calibration protocols and measurement standards; however, the network is currently lacking in over-ocean measurements. Because more than 70% of the Earth is covered by water, expanding the BSRN footprint to include marine environments is a critical scientific priority to close this data gap. To address this, Dominion Energy and NASA are working to form a partnership to operate BSRN-caliber measurements on Dominion's offshore platform, located 43km off the coast of Virginia Beach. Maintaining long-term observations and re-establishing offshore measurement capabilities will provide unique, high-quality validation datasets for satellite missions and Earth system models, strengthen NASA's contributions to the global observing system, and address a critical observational gap in open-ocean radiation measurements.

Furthermore, for the 777 aircraft measurement project, integrating shortwave and longwave energy measurements (upwelling and downwelling) will provide consistent, high-quality radiative flux measurements across all supported airborne campaigns.

Together, these surface and airborne observations will significantly enhance the scientific return of NASA's airborne program and provide critical datasets for the broader Earth Science community.

2.0 Scope of Work: The scope of this Statement of Work covers the procurement, delivery, and subsequent deployment of shortwave and longwave energy instruments.

These instruments will be integrated onto the 777 aircraft and installed on Dominion Energy's substation structure.

3.0 Objectives: The primary objective of this procurement is to acquire and deploy research-grade radiometric instrumentation capable of operating in highly demanding environments. For the offshore Dominion Substation, the objective is to establish a robust sensor suite capable of capturing continuous, high-precision surface energy flux data over the ocean. For the 777 aircraft project, the objective is to outfit the platform with dual-hemisphere sensors to accurately measure dynamic upwelling and downwelling radiation profiles during flight operations.

4.0 Description of the Work/Contractor Tasks: The vendor shall ship the pyranometers, pyrgeometers, ventilators, and necessary cabling to NASA Langley.

Internal shipping and receiving will then deliver the equipment to the team's office at the NASA Langley Research Center (LRC). Once delivered, our team will set up the instruments at our local LRC site for testing before ultimately deploying them into operation at the Dominion Substation, projected for 2027.

Because the equipment being deployed is a standard hardware purchase, no formal design reviews or vendor meetings are required, and there are no optional tasks associated with this contract. Project personnel will inform interested parties internally when the instruments are tested and ready for operation at the offshore site. Regarding the 777 aircraft project, the delivery and testing will follow the same process; however, NASA will conduct internal reviews and meetings with the 777 aircraft integrators and engineers to determine the best installation methods

5.0 Deliverables: The vendor shall deliver the Kipp & Zonen instrumentation, along with all necessary cables and commercial documentation (such as user manuals and factory calibration certificates), to the NASA Langley Research Center by the end of the current calendar year. The measurable performance standard for this commercial hardware purchase is that the equipment must arrive undamaged and be fully functional according to the manufacturer's published specifications. Finally, there are no optional deliverables associated with this procurement.

Other Considerations:

Applicable Documents/Background: The primary standards applicable to this effort are the Baseline Surface Radiation Network (BSRN) calibration and measurement protocols, as well as the ISO 9060:2018 standards for the pyranometers and pyrgeometers. Additionally, the applicable documents for this procurement include the Kipp & Zonen pyranometer, pyrgeometer, and ventilator technical data sheets, which confirm the hardware meets our necessary scientific and operational specifications.

Milestones: The primary milestone for the vendor is the delivery of the Kipp & Zonen instrumentation and all necessary cables to the NASA Langley Research Center by the end of the current calendar year, as identified in Section 4.0. Having the hardware delivered by this date will ensure our team has adequate time for proper testing and initial operation at LRC. This timeline is critical to thoroughly prepare the equipment for final installation at the Dominion Substation in 2027, as well as to facilitate a timely handover to the 777 aircraft engineering integration team
