About this file
This is a Statement of Work (SOW) for NASA's Sustained Energy for the Lunar surface ENabled by Electrochemistry (SELENE) Project, with Teledyne Energy Systems, Inc. (TESI) as the contractor.
The SOW requires TESI to manufacture a vacuum-rated ejector-driven reactant (EDR) manifold assembly suitable for use as a component in a complete 64-cell EDR fuel cell stack. The primary tasks include conducting a manufacturing readiness review with presentation to NASA Glenn Research Center (GRC); placing purchase orders for all long lead time items and providing confirmation documentation; and preparing a manufacturing report upon completion that documents the manifold and includes reactant flow performance curves. Program management activities include a kick-off meeting within two weeks of contract award and biweekly, monthly, or as-needed status update meetings via teleconference. Four deliverables are required: a kick-off presentation (within 2 weeks of award), a manufacturing readiness review presentation (month 3), a procurement of long lead time items report (month 4), and an EDR manifold manufacturing report (month 5). All deliverables must be delivered electronically to the Contracting Officer (CO) and Contracting Officer's Representative (COR). The total contract period spans five months from award, with four defined milestones corresponding to each deliverable submission.

Text version
1 Statement of Work NASA’s Sustained Energy for the Lunar surface ENabled by Electrochemistry (SELENE) Project is developing a regenerative fuel cell (RFC) energy storage system that can be used to enable a sustained human presence on the lunar surface due to its ability to store significant amounts of energy for less mass than traditional battery systems. A key feature of an RFC system is the fuel cell (FC) that converts gaseous hydrogen and oxygen into water and useable electrical energy.
NASA’s SELENE Project is interested in testing the ejector-driven reactant (EDR) FC technology developed by Teledyne Energy Systems, Inc. (TESI) in a vacuum environment in order to generate crucial data and knowledge to inform RFC system design and possible integration into the system.
To address NASA’s needs, TESI shall execute the following statement of work (SOW).
1.1 Manufacture a Vacuum-Rated EDR Manifold Assembly
TESI shall manufacture an EDR manifold assembly rated for a vacuum environment that can potentially be used as a component of a complete 64-cell EDR FC stack. TESI shall provide data related to the completion of the manufacturing readiness review, purchase order placement for long lead time items, and manifold manufacturing report (containing reactant flow performance curves of the completed hardware).
1.1.1 Manufacturing Readiness Review
TESI shall conduct a manufacturing readiness review of the EDR manifold assembly and provide the presentation to NASA GRC.
1.1.2 Procurement of Long Lead Time Items
After the manufacturing readiness review, TESI shall provide a report to NASA GRC confirming that purchase orders have been placed for all long lead time items.
1.1.3 EDR Manifold Manufacturing Report
Upon the completion of the EDR manifold assembly, TESI shall prepare a manufacturing report documenting the completed manifold and reactant performance curves.
1.2 Program Management
Meetings shall be held throughout the execution of the SOW to provide updates on progress and finalize critical decisions for the remainder of the program. The meeting schedule is listed below in Table 1.
