About this file

This is a Cost Proposal Exhibit (Exhibit E) submitted in response to an International Student Recruitment and International Student Success Infrastructure RFP issued by the University of Wisconsin-Milwaukee (UWM). The document outlines the vendor's five-year financial projections for recruiting international F-1 Visa students into UWM's undergraduate programs. Proposers must complete enrollment projections for the first five years of the partnership, specify a revenue share percentage for each recruited student, and detail estimated vendor program expenses across marketing, advertising, recruitment, foundation program development, student services, labor, administrative overhead, and information technology. The partnership focuses on both freshman recruitment and transfer student enrollment, with UWM retention rate assumptions ranging from 82% to 84% across the contract term. All orange-highlighted cells require completion for the proposal to be considered responsive, and questions regarding the exhibit must be directed to Procurement Lead Tom Scrivener at uwmbids@uwm.edu.

UWM will share revenue exclusively from tuition charges associated with F-1 Visa recipients enrolled at the university and recruited through the partner's recruitment channel, with tuition currently set at $19,370 annually ($9,685 per semester). Revenue sharing payments continue only while students remain enrolled at UWM. Vendors may structure compensation as either a percentage-based revenue share or convert a flat amount to a percentage basis for each term. The sample proposal included in the document demonstrates a 1% revenue share across all terms, resulting in payments ranging from $3,390 in the first term to $19,527 by fall of the fifth year, based on projected enrollment growth from 35 students in fall 2019 to 167 students by fall 2023.

T19-002 Exhibit E_Direction T19-002 Exhibit E: Directions for Completion of the Cost Proposal

Proposers must complete the orange highlighted cells in the Exhibit for their bid to be considered responsive.

Cells highlighted in grey contain formulas to calculate overall enrollment, and an assumed retention rate of upper division students throughout the partnership.

All Proposers must complete Exhibit E and submit a proposed revenue share amount:

1. Indicate a percentage revenue for each student that will be recruited through Proposer's recruitment channels (update cells D22:Q22)

2. Complete an enrollment projection for the first five years of the partnership (update cells D8:Q9).

UWM expects these forecasts to appropriately balance the impact of the partnership and the current market environment.

3. Complete the estimated 'Vendor Program Expenses' section (Cells E30:Q40).

UWM is requesting vendors share expected costs so we may assess the level of commitment to the partnership and better understand the vendor’s revenue share amount.

Additional information and relevant assumptions for pricing proposal:

· Under the partnership, UWM will only share revenue associated with total tuition charges (at present $19,370 annually), associated with F-1 Visa recipient enrolled at UWM, and recruited through the partner’s recruitment channel.

· If Proposer prefers to structure a flat amount paid over a four-year period, UWM asks that they convert this amount to a percentage basis for each term.

· Given the nature of the partnership and focus on student success, UWM will only continue to execute revenue sharing payments so long as the student remains enrolled at UWM.

Questions regarding this exhibit must be directed to the Procurement Lead Tom Scrivener at: uwmbids@uwm.edu
