About this file
This is a Memorandum for File documenting a synopsis waiver decision for a Defense Logistics Agency (DLA) solicitation. The solicitation SPRTA1-26-Q-0467 for PR 26-01574, issued by DLA Weapons Support at Tinker Air Force Base, Oklahoma, has been exempted from the standard synopsis publicizing requirement under FAR 5.202(a)(13). The waiver is justified based on three criteria: the acquisition value does not exceed the simplified acquisition threshold, the solicitation will be posted through Contract Opportunities (the Government Point of Entry), and offerors will be permitted to submit responses electronically via email.
The document, signed by Sara Johnnie, Contract Specialist at DLA Aviation at Oklahoma City, confirms that the acquisition proceeds without the required advance synopsis notice since the procurement meets the regulatory exceptions for simplified acquisitions made available through electronic means. No specific products or services, pricing information, performance dates, or other solicitation details are provided in this memorandum, as it serves solely as an internal file documentation of the procedural waiver decision.

MEMORANDUM FOR FILE
SUBJECT: Synopsis Waiver
Exception is taken to this requirement solicitation SPRTA1-26-Q-0467 for PR 26-01574 of the synopsis publicizing IAW with FAR 5.202(a)(13), exception:
(i) Is for an amount not expected to exceed the simplified acquisition threshold.
(ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE.
(iii) Permits the public to respond to the solicitation electronically.
Electronic commerce is defined at 41 USC sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not need to be synopsized.
Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the simplified acquisition threshold, request for proposal will be made through Contract Opportunities and the offerors will be able to respond electronically.
Sara Johnnie Contract Specialist DLA Aviation at Oklahoma City, AOBA
