About this file

This is a Memorandum for File documenting a synopsis waiver for a Defense Logistics Agency (DLA) Weapons Support acquisition. The solicitation number is SPRTA1-25-Q-0427 for PR 26-00090, issued by DLA Aviation at Oklahoma City on August 13, 2026. The memorandum is prepared by Contract Specialist Sara Johnnie and marked as Controlled Unclassified Information (CUI).

The synopsis waiver is granted based on three conditions: the acquisition value does not exceed the simplified acquisition threshold, the solicitation will be made available through Government Point of Entry (GPE), and offerors are permitted to submit proposals electronically via email. Under 41 USC Section 426, electronic commerce techniques including electronic mail satisfy synopsis publication requirements when the complete solicitation package is available through the GPE and electronic response submission is allowed. Therefore, the memorandum confirms that synopsis publication is waived, and the Request for Proposal will be conducted through Contract Opportunities with electronic response capability for offerors.

MEMORANDUM FOR FILE

SUBJECT: Synopsis Waiver

Exception is taken to this requirement solicitation SPRTA1-25-Q-0427 for PR 26-00090 of the synopsis publicizing IAW with FAR 5.202(a)(13), exception:

(i) Is for an amount not expected to exceed the simplified acquisition threshold.

(ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE.

(iii) Permits the public to respond to the solicitation electronically.

Electronic commerce is defined at 41 USC sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not need to be synopsized.

Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the simplified acquisition threshold, request for proposal will be made through Contract Opportunities and the offerors will be able to respond electronically.
