About this file
This document is a synopsis for a sole source procurement by the National Institute of Environmental Health Sciences (NIEHS) to renew licenses for the Ingenuity Pathway Analysis (IPA) software from the sole provider, Qiagen, LLC.
The synopsis indicates NIEHS intends to negotiate a sole source contract with Qiagen, LLC for 5 licenses of the IPA software for a 2-year period of performance from January 1, 2025 to December 31, 2026. IPA is an all-in-one web-based software application that enables researchers to analyze, integrate, and understand data from various experiments. NIEHS has successfully used IPA in many labs and workflows, and not renewing it would disrupt their scientific work. The synopsis states this is not a request for quotes, but any responsible source that believes it can meet the requirement may submit a capability statement by November 29, 2024. The government will have sole discretion in determining whether to conduct a competitive procurement based on the responses received.

IPA is an all-in-one, web-based software application that enables researchers to analyze, integrate, and understand data derived from gene expression, microRNA, and SNP microarrays; phosphoproteomics, metabolomics, proteomics, and RNA-Seq experiments; and small-scale experiments that generate gene and chemical lists.
With IPA NIEHS can search for targeted information on genes, proteins, chemicals, and drugs, and build interactive models of its experimental systems. IPA’s data analysis and search capabilities help NIEHS understand the significance of its data, specific target, or candidate biomarker in the context of larger biological or chemical systems, backed by the Ingenuity Knowledge Base of highly structured, detail-rich biological and chemical Findings.
Qiagen, LLC. is the sole developer, provider of software renewal for their Ingenuity Pathway Analysis software. IPA has been used at the NIEHS successfully in many labs and cores have experienced technicians or have embedded this software in their workflows. At this time not renewing IPA would cause harm and disruption to the scientific work product of the DIR and NTP.
