About this file

This synopsis details a sole-source procurement for air sampling flights by the National Oceanic and Atmospheric Administration (NOAA). The contract is for M & M Aviation Services, Ltd. to conduct atmospheric air sampling using a small aircraft-based collection system at Global Greenhouse Gas Reference Network sites in West Branch, Iowa, and Homer, Illinois. The firm-fixed-price purchase order is valued at $93,240.00, with a performance period from August 1, 2025, to July 31, 2026.

NOAA intends to award the contract directly to M & M Aviation Services, a small business that has been conducting these research flights since 2010. The company is deemed uniquely qualified due to its specialized aircraft, pilot qualifications, and proven capability to install and operate government instrumentation. The procurement is being conducted under FAR 13.501, with the option for other interested parties to submit capability statements, though the government retains discretion on whether to compete the contract.
