About this file

This Statement of Work (SOW) details an elevator evaluation project for the Lake City VA Medical Center involving seven elevators across multiple buildings. The scope requires a Qualified Elevator Inspector (QEI-1 Certified) to perform a comprehensive assessment including a full inventory of elevator equipment, current condition and modernization evaluation, determination of immediate and long-term repair/upgrade needs, records review, maintenance recommendations, and incident analysis. The contractor must conduct on-site meetings, deliver an interim report within 10 business days, and submit a final report incorporating VA comments within 7 business days after review.

The seven passenger elevators are located in Buildings 38, 62, and 82, comprising a mix of geared traction and hydraulic systems with 3-4 floors served, all manufactured by MCE with 4000# capacity. The evaluation must comply with multiple codes including ASME 17.1 and 17.2, VA Master Construction Specifications, VA Design Manuals, and Uniform Federal Accessibility Standards. The assessment must be completed during facility hours (Monday-Friday, 8am-4:30pm), with provisions for potential after-hours work to ensure occupant safety, and must minimize disruption by taking no more than one elevator offline per bank during the assessment.

Transport Systems, and any other applicable codes and regulations. Offeror shall provide code/design manual/master specification references and cost estimate for each recommendation. Offeror shall include recommendations on performance industry standards such as speed variation under all load conditions, safe acceleration rates of change, start/stopping/leveling requirements to meet VA accuracy standards, etc.

4. Long Term Capital Improvements (3-5 years): Determine long term capital improvement modernization and upgrades necessary to the elevators to bring them fully to the most recent ASME codes, VA design manuals, and VA master specification. Offeror shall use ASME 17.1 and 17.2, VA master specifications Division 14 Conveying Equipment, and VA design manuals for Automated Transport Systems, and any other applicable codes and regulations.
