Surface Seal Group 2721 - Project Summary

This is a Scope of Work document for the City of San Diego, California, detailing a comprehensive surface seal project covering 53.85 lane miles of existing paved roadways throughout various areas of the city. The project encompasses the placement of rubber polymer modified slurry seal (RPMS), crack sealing, asphalt milling and paving, pavement base repairs, and digouts. Additional work includes the development of a Quality Assurance/Quality Control (QA/QC) plan with inspection and testing protocols for asphalt and surface seal work, replacement of traffic signal detection loops and stub outs, adjustment of existing city manhole frames and covers to grade, raising appurtenances to grade for water and sewer infrastructure, and reconstruction of survey monument boxes. The scope also specifies street and sidewalk sweeping, installation of red curbs, removal and replacement of thermoplastic striping and markings, implementation of new striping plans, traffic control drawings and permits, weed abatement, storm drain inlet protection, and installation of inlet markings. Work is authorized to occur during night and weekend hours if necessary, all within the public right-of-way or previously disturbed non-sensitive areas, with no impact to sensitive vegetation or areas within the City's Multiple Habitat Planning Area (MHPA).

The project requires comprehensive implementation of Storm Water Best Management Practices (BMPs) for erosion control to prevent discharge and full development and execution of a Traffic Control Plan (TCP) throughout the construction period. All labor, materials, equipment, and services necessary for project completion are to be furnished by the contractor. The work is confined to existing paved streets and previously disturbed non-sensitive areas only, ensuring environmental compliance and protection of sensitive habitat areas within the city's jurisdiction.
