About this file

This posting document pertains to a single feasible source (SFS) procurement for the Missouri State Highway Patrol (MSHP) to acquire supplies and consumables from Life Technologies. The procurement is structured as a noncompetitive single source award, indicating that Life Technologies has been identified as the sole feasible source capable of meeting MSHP's requirements for these specialized supplies and consumables. The document establishes the framework for this direct procurement, outlining the agency's justification for bypassing competitive bidding processes and establishing the terms under which Life Technologies will provide the requested materials to the MSHP.

The procurement involves supplies and consumables necessary for MSHP operations, with Life Technologies designated as the exclusive vendor for this requirement. This single source procurement methodology indicates that Life Technologies products are either proprietary, uniquely suited to existing MSHP systems and equipment, or otherwise unavailable through competitive procurement channels. The arrangement allows MSHP to maintain continuity of supply while ensuring compatibility with current operational infrastructure and established vendor relationships.

Single Feasible Source Purchase

Title:
Supplies & Consumables from Life Technologies Corporation - MSHP
Description:
The State of Missouri desires to establish a Single Feasible Source (SFS) contract with Life Technologies Corporation for the Missouri State Highway Patrol (MSHP) Crime Laboratory with Life Technologies Corporation, (A Division of Thermo Fisher Scientific Company) for the purchase of DNA chemistries, reagents, software, capillaries and related consumables and supplies for use with the Applied Biosystems Genetic Analyzers currently owned and operated by the MSHP crime laboratories. Life Technologies Corporation is the sole manufacturer and distributor of the Applied Biosystems instrumentation as well as all chemistries, reagents, software, capillaries, and other related consumables used in conjunction with the Applied Biosystem Genetic Analyzers.

According to RSMo 34.044, a single feasible source can be utilized when the product/service requirement is proprietary and only available from a single provider. Life Technologies Corporation is the exclusive manufacturer and distributor of all chemistries, reagents, software, capillaries, and related consumables used in conjunction with the Applied Biosystems Genetic Analyzers. As a result, the compatibility of the specific products with the Applied Biosystems Genetic Analyzers represent a proprietary requirement that meets the criteria as a single feasible source under RSMo 34.044 and the State is pursuing this acquisition as a Single Feasible Source.
