Qualified subcontractors must hold valid California State Contractors License classifications (A, B, or relevant C classifications) and comply with all prevailing wage requirements established by the Department of Industrial Relations, with the applicable rate being 2026-2 for preconstruction services. Subcontractors bidding amounts exceeding $100,000 must provide performance and payment bonds issued by corporate security. The District requires MEP (Mechanical/Electrical/Plumbing) prequalification for applicable contractors, with non-prequalified MEP subcontractors ineligible for award. Bids will be evaluated on a lowest responsive, responsible bid basis per individual bid package, though bidders may submit proposals for multiple bid packages to demonstrate economy of scale savings. The District has designated specific proprietary materials and products in categories including door hardware, play structures, access control systems, fire-alarm systems, synthetic grass surfacing, and irrigation systems. Additional requirements include compliance with SB 854, Project Stabilization Agreement, Skilled and Trained Workforce provisions, and Disabled Veteran Business and Emerging Business Enterprises goals. No subcontractor may withdraw their proposal for 90 days following bid opening, and the District reserves the right to reject any or all proposals.

PREVAILING WAGES: Prevailing wage requirements apply to all public works projects and must be followed per Exhibit G, Article 17 of the General Conditions of the Master Facilities Lease. The applicable prevailing wage determination during preconstruction is the one in effect on the date the RFP is first published in a newspaper of general circulation. Here, the applicable prevailing wage determination for preconstruction services referenced in the published RFP advertisement is 2026-2. The prevailing wage determination established for the Project shall remain applicable for the full duration of the Project, including all Work performed pursuant to authorized Change Orders under the Agreement, and shall remain in effect until all contract Work has been substantially completed. The applicable prevailing wage determination for an agreement or amendment that adds preconstruction services with public works as defined by Labor Code 1720(a)(1) such as site investigation or an agreement or amendment that adds a Guaranteed Maximum Price (GMP) for construction services, is based on the date the Prime Contractor first published an advertisement for that District defined GMP phase to subcontractors. The first bid advertisement date for each District defined GMP phase shall establish the applicable prevailing wage determination, regardless of how many times the Prime Contractor published an advertisement. That first bid advertisement to subcontractors shall state the applicable prevailing wage determination for construction services for the duration of that District defined GMP phase, including all Change Order Work. Based on its separate publication of the first bid advertisement date, each District defined GMP phase for construction services may have a different prevailing wage determination. The prevailing wage determination established for each District defined GMP phase shall remain applicable for the full duration of the District defined GMP phase, including all Work performed pursuant to authorized Change Orders under the Agreement, and shall remain in effect until all contract Work has been substantially completed. The following is a link to the Department of Industrial Relations (DIR) website to obtain rate information, and any applicable predetermined increases www.dir.ca.gov/oprl/dprewagedetermination.htm.
DISTRICT PREQUALIFICATION: Prequalifications are due per the Bid Schedule. Effective March 1, 2024, any solicitation opening after March 1, 2024, will no longer require Non-MEP prequalification. MEP (Mechanical/Electrical/Plumbing): Subcontractors performing work under one or more of the following license classifications:
A or B, and/or performing work of C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and C-46 should submit their prequalification application on PlanetBids. Go to tinyurl.com/SDUSD-PlanetBids, login as a vendor, then click the menu on the left, and select prequalification to get started. MEP prequalifications must be renewed annually on the approval anniversary. Bids will not be accepted from non-prequalified MEP subcontractors. Visit sandiegounified.org/contractor-prequalification or email prequal@sandi.net for more information.
PAYMENT AND PERFORMANCE BONDS: All subcontractors submitting bids in excess of $100,000 must be prepared to supply Erickson-Hall Construction with a performance and payment bond issued by a corporate security. Erickson-Hall Construction, at its sole discretion, reserves the right to waive this requirement or permit substitute security or alternate guarantees.
BID PACKAGES: This project is being bid as “Bid Packages” per contract number. If a bidder is interested in bidding multiple bid packages, the bidder must submit individual bids for each bid package per GMP. Bidders may demonstrate economy of scale savings on their proposal forms by bidding multiple bid packages for a single GMP. However, bidders may NOT combine multiple bid packages for multiple GMPs, into a single GMP submission. All bids will be reviewed and evaluated for completeness of scope coverage. Subcontracts shall be awarded, if awarded at all, by the general contractor on the basis of lowest bid. The District defines lowest bid as the lowest responsive, responsible bid for a single bid package or the summation of the lowest value of multiple bid packages, if multiple bid packages were proposed by a subcontractor.
If DVBE mandatory participation is needed, the next lowest subcontractor who can meet the minimum 3% DVBE requirement may be selected.
CSLB: It is required that bidders possess the appropriate classification(s) of California State Contractors License(s) (“CSLB”) for their applicable work. The license must be valid and in good standing, at the time of bid opening and contract award. The District reserves the right to reject any and all proposals and to waive any irregularities or informalities in any proposals or in the bidding process. No Subcontractor may withdraw their proposal for a period of 90 days after the District receives proposals.
