| The different categories may not be modified and all Offerors must submit their prices in the pricing tables provided in the solicitation. |

| Please use the pricing tables in the solicitation for cellphone calls to landlines. |

| Are the estimates in the Pricing table actual figures? |
| The values represented in the tables are estimates per month based on the past five years of data. |

| Can a company quote for internet services only? |
No, the Offerors must provide quotes on the full requirement in the solicitation document.

| No, please submit your quote using the pricing tables only. |

| Can you provide further information about the estimated percentages for the International calls category of “Calls to the rest of the world”? |
| We are providing the following annual percentages of International calls to the “rest of the world” category: |
South Africa – 35% India – 10% Thailand, Bangkok – 30% Malaysia, Singapore – 20% West Africa (Nigeria & Ghana) – 5%

| Roaming rates can sometimes vary because the carrier is chosen according to where the individual travels and the costs may be higher than our quote. Do we provide the different rates for roaming other than the pricing table, or can we bill the higher amount even though it is not the price we quoted? |
| Please only use the pricing tables in the solicitation document. This is a fixed price contract and the Offerors should include all variables when providing their pricing for the various categories. There shall be no additional adjustments for increasing or decreasing prices for the various price categories. |

| Is what we quote for roaming what we invoice because different networks carry a different charge for example with some we have arrangements and others have no arrangements therefore the rate is different |

| Do you have a budget for the phones? |
| There is no budget for phones only the minimum requirement for the types of phones and estimated quantities. |

| Are we required to attach financial statements with the proposal? |
| Yes, per section 3 A.2 (4); and final paragraph of section A.3- Any other written information that will provide proof of the company’s technical and financial responsibility i.e Company brochure, client list and financial statements. |

| The following is response the requirement for DBA insurance as per Section 3 A. A.1 |
| The US Department of Labor interpretation regarding DBA coverage and service contracts overseas. For service contracts such as procuring digital broadband or similar situations, if the scenario does not involve any person physically working/performing, then DBA coverage does not apply. But if the contract calls for a person to perform physical work, whether it be installing internet/digital connections to an overseas location or otherwise, then that person performing that overseas employment is required to be covered by the DBA. |
