(a) North American i ndustry Classification System (NA JCS) code and small business si::e s1a11durd. (e) Multiple offers. (f) Late submissions, modifi cations, revisions, and withdrawals of o[/ers.
( I) Offerors are responsible for submitting offers, and any modificati ons, rev isions, or withd rawa ls, so as to reach the Government office designated in the so licitation by the time specified in the so li citation. lf no time is specifi ed in the solicitati on , the time for receipt is 4:30 p. m., local time, for the designated Government office on the date that offers or revisions are due.
(2)(i) Any offer, modification, revis ion, or withdrawal of an offer received at the Government ofticc designated in the sol icitation after the exact time specified for receipt of offers is "late" and will not be considered unl ess it is received before award is made, the Contracting Officer determines that accepting the late offer would not undul y delay the acqui sition; and--
(A) If it was transmitted through an electronic commerce method authorized by the so licitati on. it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date spec ified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government install at1 on designated for rece ipt ofoffers and was under the Government's control prior to the time set for receipt of offers; or
(C) lfthi s soli citation is a request for proposa ls, it was the onl y proposa l received.
(ii) However, a late modification of an otherwise successfu l offer, that makes its terms more la \'orable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation include~ the time/date stamp of that instal lation on the offer wrapper, other documentary ev idence of rece ipt maintained by the install ati on , or ora l testimony or statemen ts of Government personnel.
(4) lf an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office des ignated for receipt of offers by the exact time spec ified in the so li eitat ion , and urgent Government requirements preclude amendment of the so li citation or other notice ofan extension of the closing date, rh c ti me specified fo r receipt of offers will be deemed to be extended to the same time of day specified in the so li citati on on the fi rst \ H ll'k day on whi ch normal Government processes resume.
(5) Offers may be withd rawn by written notice received at any time before the exact time set for rece ipt of offers. Ora l offers in response to ora l solicitations may be wi thdrawn oral ly. (a) The Government wi ll award a contract resulting from this so li citation to the responsible uffcro r whose offe r conforming to the solicitation will be most advantageous to the Government, price and other facto rs considered . The follow ing fac tors sha ll be used to eva luate offers:

(a) Definitions. As used in this prov ision--
"Covered telecommunicati ons equipment or services" has the meaning provided in the cla use 52.204-25, Prohib ition on Contracting for Ce1tain Telecommunicat ions and Video Surveillance Services or Equipment.
"Economica lly di sadvantaged women-owned small business (EDWOSB) concern" means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operati ons of which arc controll ed by, one or more women who are citizens of the United States and who are economicall y di sadvantaged in accorclancc wi th I 3 CFR part 127, and the concern is ce1tified by SBA or an approved third-party cert ifier in accordance with 13 CF R 127 .300. "Forced or indentured child labor" means all work or serv ice--

"Place of manufacture" means the place where an encl product is assembled out of components, or otherwise made or processed from raw materi als into the fini shed product that is to be provided to the Government. l f a produc t is di sassemblccl and reassembled, the place of reassembly is not the place of manufacture.

"Predecessor" means an enti ty that is rep laced by a successor and includes any predecessors 01· the predecessor.
"Reasonable inquiry" has the meaning provided in the clause 52.204-25, Prohibition on Cont i-ac ting for Certain Telecommunicat ions and Video Survei ll ance Services or Equipment.
"Restricted business operations" means business operations in Sudan that include power prod uction activi ties , mineral extraction activities, oil-related activities, or the production of mili tary equipment, as those terms arc de lined in the Sudan Accountabi lity and Divestment Act of 2007 (Pub. L. I I 0-174). Restri cted business operations do not include bu~iness operations that the person (as that term is defined in Section 2 of the Sudan Accountab ili ty and Divestment Act of2007) conducting the business can demonstrate--
( I) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to spec ific authori zati on from the Office of Foreign Assets Control in the Department of the Treasury, or are express ly exempted under Federal law from the requirement to be conducted under such authori zation :
(3) Consist of provid ing goods or services to marginalized populat ions of Sudan:
(4) Consist of provid ing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education : or
(6) Have been vo luntarily suspended.
"Sensitive techno logy"--
( I) Means hardware, software, telecommunications equipment, or any other technology that i, to be used spec ifica lly--
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran: and
(2) Does not inc lude information or informat ional materials the expori of which the Presiden t does not have the au thority to regul ate or prohibit pursuant to section 203(b )(3) of the international Emergency Economic Powers /\c t (50 U.S.C . I 702(b )(3)).
"Service-di sabled veteran-owned small business concern"--
( I) Means a small bus iness concern--
(i) Not less than 51 percen t of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of wh ich is owned by one or more service-di,ah lcd veterans; and
(ii) The management and daily business operations of which are controlled by one or more serv ice-d isabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent ca regiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. IO I (2) , with a disabi I ity that is service-connected, as defi ned in 38 U.S.C. 10 1( 16).
"Small business concern"--
( I) Means a concern, including its affili ates, that is independently owned and operated, not domi nant in its field of operation, and qua li fied as a small business under the criteria in 13 CFR part 12 1 and size standards in th i, ~olicitation .
(2) Affiliales, as used in this definition, means business concerns. one of whom dire<.:tly or ind irect ly rnntrols or has the power to contro l the others, or a th ird party or pa1iies contro l or have the power to contro l the others. In determining whether affi liation ex ists, consideration is given to all appropriate factors including common ownersh ip, common nrn n:1gemcnt , and contractua l relationships.
SBA detem1ines affi liation based on the factors set fo rth at 13 CFR 121 .103.
"Small disadvantaged business concern" , cons istent with 13 CFR 124.1002, means a smal I business concern under the size standard app licable to the acqui sition, that--

(I) Is at least 51 percent unconditionally and directl y owned (as defined at 13 CFR 124. I 05) h) --
(i) One or more socia ll y di sadvan taged (as defined at 13 CFR 124. 103) and economica ll y di sadvantaged (as de fin ed at 13 CFR 124.104) individuals who are citi zens of the United States; and
(ii) Each individual claiming economic disadvantage has a net wo11h not exceed ing $750,000 after taking in to account the applicable exclusions set forth at 13 CFR 124. 104(c)(2); and
(2) The management and dai ly business operations of which are contro ll ed (as defined at I~ (TR 124. 106) by individuals, who meet the criteria in paragraphs ( l)(i) and (ii ) of this definition .
"Subsidiary" means an entity in which more tha n 50 percent of the entity is owned--
(I) Directly by a parent corporation; or
(2) Through another subsidiary of a parent coqJoration .
"Successor" means an entity that has replaced a predecessor by acqui ring the assets and carrying out the affa irs of the predecessor under a new name (often through acquisition or merger). The tem1 "successor" does not includc new offices/divisions of the same company or a company that only changes its name. The extent of the responsibility of thc successor for the li abi lities of the predecessor may vary, depending on State law and spec ific circumstances.
"Veteran-owned small busi ness concern" means a small business concern--
(I) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 USC. I O I (2)) or, in the case of any publicly owned business, not less than 5 1 percent of the stock of which is owned by one or more vetcrn ns: and
(2) The management and dai ly bus iness operations of which are cont ro ll ed by one or mon: 1 ctcra ns.
"Women-owned business concern" means a concern which is at least 5 1 percent owned by one or more women ; or in the case of any publicly owned business, at least 5 1 percent of its stock is owned by one or more women; and whose management and da il y business operations are contro ll ed by one or more women .
"Women-owned small business concern" means a small business concern--
( I) That is at least 51 percent owned by one or more women; or, in the case of any publicly oll'ned business, at least 51 percent of the stock of which is owned by one or more women; and
(2) Whose management and dail y busi ness operations are contro ll ed by one or more women .
"Women-owned smal l busi ness (WOSB) concern eli gible under the WOSB Program" (in acco rdance with 13 CFR part 127) , means a small business concern that is at leas t 51 percent di rectly and unconditionally owned by. and the manageme nt and dail y business operations of which are controlled by, one or more women who are citizens of the United Sta tes , and the concern is certified by SBA or an approved third-party certifier in accordance with 13 CFR 127.300.
