About this file

This is a Civil Rights Rules and Regulations notice and Small and Underutilized Business Program (SUBP) requirements document issued by the City of Minneapolis Department of Civil Rights for contractors on the Water Transmission System Valve Exercising and Condition Assessment consulting services contract. The document establishes mandatory compliance requirements for all contractors working on City projects, including non-discrimination provisions covering race, color, creed, religion, ancestry, national origin, sex, sexual orientation, gender identity, disability, age, marital status, familial status, and public assistance program status. Contractors must maintain approved Affirmative Action Plans for contracts exceeding $100,000 and are encouraged to meet aspirational construction workforce goals of 20% female participation and 32% minority participation. When applicable, contractors must comply with prevailing wage laws, HUD Section 3 requirements, and certified payroll reporting for contracts of $50,000 or greater.

The SUBP requirements apply to contracts exceeding $175,000 and are designed to provide equal opportunities to Minority-Owned Business Enterprises (MBEs) and Women-Owned Business Enterprises (WBEs) in the City's marketplace and public contracting. Notably, this specific contract has no established SUBP goals; however, contractors are encouraged to afford MBEs and WBEs full and fair opportunities to compete on any resulting subcontracts. Only businesses certified through the Central Certification Program (CERT) are recognized as qualified MBEs or WBEs. Contractors must post required civil rights notices in conspicuous locations, provide notice to trade and labor unions, and may be required to submit reporting through systems specified by the Minneapolis Department of Civil Rights at 350 S. Fifth Street, Room 239.
