About this file

Amendment Number 1 to PKA-15-751, issued by the Colorado Department of Mining on April 13, 2015, modifies the Striker Project bid document for state and local contract opportunity. The project involves safeguarding private hazardous mine openings, specifically requiring installation of grates, gates, fencing, and backfill work across six features (UU-04 through UU-10) located in Hinsdale County. Key amendments include: reducing the fence length around UU-04 stope to 600 linear feet with specified steel materials and construction standards; installing an 8' x 10' grate within shaft UU-08 anchored directly to exposed rock; reducing the highwall at open pit UU-09 to a minimum 10 feet in height using mine waste for backfill; and installing a 9' x 6' grate at shaft UU-10 anchored approximately 8 feet deep on existing rock shelf. The bid schedule includes five line items: Mobilization/Demobilization, SHEAP, Safeguard Private Hazardous Openings (six sub-features), Install Fence Around UU-4 Stope (600 linear feet), and Machine Time (20 hours). A pre-bid meeting occurred on April 9, 2015, with bids due April 22, 2015 at 4:00 PM and bid opening scheduled for April 23, 2015 at 10:00 AM. The total project completion time has been extended to 75 days, with 10 additional hours added to Machine Time.

Payment for fence installation under Item 4.0 will be made at a unit price per linear foot, constituting full compensation for labor, materials, equipment, grading, and concrete work. Machine Time (Item 5.0) is not guaranteed and includes an additional 10 hours for access establishment, minor road improvements, and reclamation work, paid at an hourly rate. All other project terms and conditions remain unchanged from the original bid document. Hinsdale County's Office of Surface Mining (OSM) provides funding for all six hazardous opening closure features. Bidders were required to acknowledge receipt and acceptance of Amendment Number 1 on the bid form and return documentation by the April 22, 2015 deadline to either electronic submission or the Division of Reclamation, Mining and Safety office in Denver, Colorado.

RE: Amendment Number 1 to PKA-15-751

Thank you for attending the pre-bid meeting on April 9, 2015. Please note the following changes to the Bid Document. A REVISED Bid Schedule is attached to this amendment. The Bid is due for this project on Wednesday, April 22, 2015 at 4:00PM. The bid opening will occur on Thursday, April 23, 2015 at 10:00AM.

1) Access through the County land, near the headframe and rock quarry, will be permitted, to avoid damaging the water tank and associated flume structure. The trail must be returned to its existing configuration following mobilization, and demobilization. All damage to the county land must be repaired upon demobilization. If minor grading is required, the ground surface must be returned to its existing grade. Payment for establishing access will be paid for as Machine Time, Bid Item 5.0 on the Bid Schedule.

2) Feature UU-06 has poor rock conditions at the portal. The loose rock on the brow of the portal must be bared down prior to installing the grate. The grate must be installed six feet (6') in by the portal, to avoid installation in incompetent rock.

3) Feature UU-08 has been amended to have the dimensions of eight feet by ten feet (8' x 10').

The grate will be installed within the shaft, and anchored directly into the exposed rock. No footer is required for this feature.

4) Feature UU-09 has been amended to include the reduction of the highwall on both the northeast and southern sides of the open pit. Reduce highwall to no less than ten feet (10') in height. Use mine waste for backfill material. Grade so that feature drains to the southwest. Selectively use boulder size materials to fill the opening at the bottom of the pit.

5) Feature UU-10 has been amended to remove the footer requirement. The dimensions of the shaft are nine feet by six feet (9' x 6') and the grate must be anchored into the shaft approximately 8 feet (8'), on the existing rock shelf.

6) Feature UU-04 has been amended to reduce the length of the fence to six hundred feet (600'). The installation and materials have also been amended and are outlined in the following text.

http://mining.state.co.us/

Materials All materials shall be sound, new and free of decay and rust.

Structural Steel for fence panels and posts shall conform to the requirements of ASTM A36, ASTM A500/A513.

Pickets must be ½" solid square steel stock, set on six inch (6") centers. All pickets must be eight feet (8'). long

Rails shall be 2”x2”x 3/16" Angle Iron

Fence Post shall be 3”x3”x 3/16 steel tubing. Pickets, rails and posts shall be pre-cut to specified lengths. A steel cap shall be cut and welded to the top of each post to prevent water from collecting in the post.

Fence Anchor Plates: 12" x 12" x 3/8" steel plate with 4 holes drilled through the plate large enough to accommodate ¾" rebar stakes.

Fence Construction The completed fence must be a minimum of eight feet (8') high, for the approximate length of six hundred linear feet (600'). One gate door must be installed in the fence, and must be located on the southern edge of the feature, where the feature is fairly shallow. The feature is located on a slope;

therefore the fence must angle to accommodate the grade of the hill side. The rails will follow the angle of the slope, as closely as possible. The fence posts must be vertical. Some additional steel work utilizing 2" angle iron may be necessary to anchor the fence posts vertically to the anchor plates, due to the steep slope of the feature.

The fence will be constructed utilizing the materials described above, with the posts set on six foot (6') centers; top and bottom rails, and vertical pickets set on six inch (6") centers. Pickets, rails, and posts should be pre-cut to specified lengths to ensure a minimum height of eight feet (8') above adjacent ground elevation. All rail and posts shall be joined by welding all seams eighteen inches (18") from the top and bottom of the posts. All picket and rail intersections shall also be joined by welding at all margins. A cap will be cut and welded on all sides to the top of each post to prevent water from collecting in the post. A maximum gap of six inches (6”) will be maintained at all times from ground surface to lowest picket height. Due to the uneven ground surface, the bottom of the pickets may vary from zero to six inches (0-6") in distance to the ground to facilitate even slope angle, matching the slope angle of the rails, at the top of the pickets. The top one foot (1’) of the pickets will be curved outward at approximately a 45 degree angle.

Fence post shall be spaced six feet on center and anchored to a minimum depth of one foot in competent rock. The posts will be fitted and welded to a twelve inch by twelve inch (12"x12") three-eighths inch (3/8") steel bottom plate and four (4), three quarter inch (3/4”) rebar stakes, per post, will be drilled through the plate into the bedrock at a minimum of one foot (1’). Where no competent rock is present, the post shall be encased in concrete to a minimum depth of three feet (3') and minimum one foot (1') diameter. No stress shall be applied to posts set in concrete for a period of not less than 24 hours following the development of a firm set of the concrete. Backfill, either earth or concrete shall be crowned-up around post at the ground surface.

Measurement and Payment Fencing shall be measured to the nearest linear foot. Payment for the steel fencing as described under ITEM 4.0 will be made at the unit price per linear foot for installation the fence. Such payment will constitute full compensation for all labor, materials, equipment and all other items necessary and incidental to the performance of the work including necessary grading, pickets, rails, posts, fence support, and concrete as specified under TASK 4.0. Payment shall be as this task is completed and approved by the PROJECT MANAGER.

7) Minor road improvement will be permitted to access the upper features of the project. The road must be reclaimed during demobilization, to its existing condition. The CONTRACTOR, at the direction of the DRMS PROJECT MANAGER, will place large logs and rocks to block the road from additional vehicular use. Closing of the road will occur below the first switchback, and is not necessary on the upper portions of the road.

Road improvements and reclamation will be paid for by Item 5.0, Machine Time.

8) An additional 30 days has been added to the project time of completion. The total time of completion is 75 days.

9) An additional 10 hours of Machine Time has been added to Item 5.0

All terms and conditions, other than as changed in this amendment, remain the same.

Receipt and acceptance of this amendment must be acknowledged on the bid form.
