SCOPE OF SERVICES
Scope:
The City of Central, a gem set high in the mountains, is nestled in the Colorado Front Range with the continental divide to the west in rural Gilpin County, with a rich mining and pioneering spirit. This picturesque area is only 35-miles west of the Denver Metro Area with direct access to the Interstate 70 (I-70, Exit 243) via the city controlled Central City Parkway, or through the Peak- to-Peak scenic byway / Highway 119.
The City has approximately 51.4 lane miles of road, including 5.1 miles of unpaved, and 46.3 lane miles of paved road. This includes the 8.1 mile long four lane Central City Parkway. The downtown area consists of a historic main street and surrounding community. Multiple side streets at various elevations make it an unique area. The City is seeking assessment services to establish the current baseline for the quality, alignment and functionality of the City’s streets, sidewalks, signage, and retaining walls to inform the creation of a holistic, multi-year paving and maintenance plan. The priority of this RFP concentrates on the streets and sidewalk assessment, with additional bid options to assess traffic signs, and retaining walls. A general spreadsheet format has been compiled to assist in all data collection required for this project. A sample has been provided in this RFP, with access granted after the awarding of the contract. A similar submittal will also be accepted, providing that all pertinent information is included.
– The purpose of each assessment. Each to be logged on a GIS capable system, reported with latitude and longitudinal position with reported condition.
I. Streets Assessment: Comment by Rick A. Rome: A map would help to indicate the limits of the scope. I wonder if you GIS team has some data available. Gilpin county has some data -Multi-year paving and maintenance needs such as pavement quality, cracking, potholes, and wear
· Drainage and water pooling issues
· Curb alignment and condition
· Intersection design and functionality
· Identify streets within city limits and length of Central City Parkway in need of repair, resurfacing, or reconstruction. (see map on page 25 for details) II. Sidewalks Assessment:
· Assess the condition of sidewalks, focusing on:
· ADA compliance (crosswalks, ramps, slopes, intersections, surface condition) Comment by Rick A. Rome: Would it help to indicate conditions of compliance , or limits of evaluation.(cross walks, intersection…)
· Trip hazards (cracks, upheavals)
· Continuity of sidewalk networks
· Obstructions or encroachments (trees, poles, etc.)
Bid Alternative I. Traffic Signs Assessment: Comment by Rick A. Rome: I wonder if a mapping component of the scope would help to address location and condition part of this scope. Report back a lat & long along with condition.
· Inspect all traffic signs (regulatory, warning, and guide signs) for:
· Visibility and reflectivity, particularly at night
· Proper positioning and mounting height
· Compliance with the Manual on Uniform Traffic Control Devices (MUTCD)
· Signs that are missing, damaged, faded, or obstructed which could be confusing or redundant Bid Alternative II. Retaining Walls Assessment: Comment by Rick A. Rome: Is there an index of City assets for evaluation.
The question will come up about Geotech.
· Review City owned retaining walls for:
· Structural viability (collapse, deterioration, sagging)
· Erosion issues (sinkholes, swelling, sloping)
· Vegetation caused separation
The assessment packages for each bid items should include
· Road name approximate limits and dimension
