About this file

This is Addendum No. 1 to a Request for Qualifications (RFQ) issued by the Long Beach Utilities Department for Strategic Communications and Graphic Design Consultation Services (WD-23-057), dated March 6, 2023. The addendum clarifies submission requirements and proposal formatting guidelines in response to 21 questions raised by prospective proposers. Proposals must be submitted via the Long Beach Buys platform and may be presented by firms located outside the United States, provided they can fulfill contract requirements without incurring additional charges or performance delays. Interviews and meetings may be conducted via video call. Proposers may respond to multiple service categories within a single 15-page proposal, and are not required to submit for all services listed within a category. The portfolio section is limited to 10 pages maximum and is not included in the 15-page proposal page limit. Staff resumes, cover letters, and tables of contents count toward the page limit, while title pages, proposal cover sheets, fee cover sheets, and subconsultant signed statements do not.

Proposers may submit fee schedules using either hourly rates or project-based pricing, or may include both if relevant. The budget for each category depends on as-needed projects and the number of firms selected. Font sizes smaller than 11 point are acceptable for headers, footers, charts, graphics, and other elements as long as text remains legible, and page numbers may be placed at the top or bottom of pages. Subconsultants must submit a signed statement confirming they have read and will agree to abide by the awarded consultant's obligations but are not required to sign the title page or complete all attachments and forms.
