Memorandum

TO: Prospective Bidders FROM: South Coast Transit Management, Inc. (SCTM) DATE: July 27, 2026 RE: Lift Inspection Contract

Background:

South Coast Transit Management, Inc. (SCTM) is a sub-corporation of Transdev operating under a management contract with Southeastern Regional Transit Authority (SRTA), providing fixed route and demand response transportation in the greater New Bedford area, which is both Federal and state funded.

Scope of Work:

SCTM is in need of a three-year contract for the inspection of Stertil-Koni electric heavy duty transit bus lifts.

Services Needed:

The contractor shall furnish all labor, supervision, diagnostic services, tools, testing equipment, replacement parts, consumables, transportation, and incidentals necessary to inspect, troubleshoot, repair, test, and return to service a Stertil-Koni electric heavy-duty transit bus lift used in an automotive maintenance facility. The work shall be performed in accordance with the lift manufacturer’s requirements, applicable electrical and safety standards, and recognized industry practices for heavy-duty vehicle lifts.

• Initial Inspection and Assessment: Perform a complete inspection of the electric lift system, including structural components, columns or lifting assemblies, power supply components, disconnects, wiring, control panels, control boards, motors, drives, battery systems if present, safety locks, limit switches, sensors, and operator controls. Document all visible damage, wear, electrical issues, corrosion, and operational deficiencies.

• Electrical and Control Diagnostics: Test the lift’s electrical supply, phase balance where applicable, control circuits, emergency stop circuits, limit switches, communication links between columns or controllers, and proper response of operating controls. Inspect fault codes, failed relays, damaged wiring, charging issues, battery condition where applicable, and controller or motor performance issues.

• Mechanical and Safety Evaluation: Inspect the lift’s mechanical locking system, lifting screws, chains, gears, rollers, carriages, wheel forks, platforms, cables, or other moving components as applicable to the installed electric lift design. Stertil-Koni describe heavy-duty electric and mobile column lift systems used for bus and commercial fleet service, including safety locks, controls, and maintenance procedures.

• Repair Work: Repair or replace defective motors, wiring, controls, switches, relays, chargers, batteries, sensors, limit devices, locking components, communication cables, structural hardware, and other failed or worn parts required to restore proper lift operation. All replacement components should be compatible with the existing lift and suitable for heavy-duty transit bus service.

• Adjustment and Service: Adjust synchronization, column communication, lock engagement, control settings, travel limits, charging components, and operator controls as required for proper function. Perform cleaning, tightening, lubrication, and minor service adjustments necessary to support reliable operation.

• Load and Safety Testing: After repairs are completed, perform operational testing including full raise-and-lower cycles, synchronization verification, safety lock operation, emergency stop function, and loaded performance testing using a transit bus or approved equivalent test load where permitted.

• Code and Safety Compliance: Confirm that the electric lift is returned to service only after identified safety-related deficiencies affecting operation have been corrected or clearly documented as requiring follow-up action. The [Automotive Lift Institute] states that every lift should be inspected at least annually by a qualified lift inspector under the ANSI/ALI operation, inspection, and maintenance standard.

• Annual Inspection Requirement: The contractor shall include a documented annual inspection of the lift in accordance with manufacturer’s recommendations and applicable ANSI/ALI standards.

The inspection shall be performed by a qualified lift inspector and shall include written findings, identification of deficiencies, and recommendations for corrective action necessary to maintain safe operation. Also provide certification.

• Documentation and Reporting: Provide a written inspection and repair report identifying the lift make, model, serial number if available, deficiencies found, repairs completed, parts replaced, tests performed, and recommendations for additional maintenance or future repair work.

• Closeout: The work shall be considered complete upon completion of inspection, repair, operational testing, submission of service documentation, and return of the electric lift to a safe and functional condition, or upon written identification of any remaining conditions preventing return to service.
