This is a Scope of Work document for a Request for Qualifications issued by the Town of Sterling, Connecticut, for a drinking water infrastructure project. The Town of Sterling is seeking qualified engineering, construction, and construction oversight firms to design and construct a new oxidation and filtration treatment system capable of processing 100 gallons per minute to remove iron and manganese from groundwater sources at the existing well site located at 304 Sterling Road. The project serves approximately 350 residents and the Sterling Community School. The RFQ was released on July 23, 2026, with a deadline for questions on August 12, 2026, and a submission deadline of August 28, 2026. Selection and notification of awarded firms will occur by September 16, 2026. The project timeline includes field investigation and design phases from September through December 2026, with construction bidding and construction activities scheduled for 2027. Scope of Work

1. Project Overview

The Town of Sterling, Connecticut, is looking for qualified engineering, construction, and construction oversight firms to provide services for a Drinking Water infrastructure project.

This project will be funded through the Connecticut Drinking Water Emerging

Contaminants in Small or Disadvantaged Communities (EC SDC) and/or the State of

Connecticut Drinking Water State Revolving Fund (DW SRF). The objective is to identify qualified firms for design and construction for a new oxidation and filtration treatment system to remove iron and manganese from groundwater sources at the existing well site

(304 Sterling Road).

Any contract awarded under this request for proposal is expected to be funded through EC-

SDC and DW SRF and will be subject to requirements of Subsections (h), (i) and (o) of

Section 22a-482-4 of the RCSA. The State of Connecticut will not be a party to this request or any resulting contract.

A Preliminary Engineering Report (PER) stamped September 2025 addresses issues with discolored water, due to elevated iron and manganese levels. A 100gpm oxidation & filtration treatment system was identified as the best alternative weighing in several factors. The population served by the Sterling Water System is approximately 350 residents and the Sterling Community School.
