About this file

This is a Procurement Exemption Notice filed by Pierce County, Washington, for a direct contract award to Status Electrical Corporation based on sole source and special facility exemptions. The project involves modification and expansion of the existing facility monitoring system at the Pierce County Jail, specifically integrating new duress system devices into the current video and door lock control architecture. The scope of work includes comprehensive reprogramming of customized PLC ladder logic and HMI systems previously developed by Status Automation, followed by formal testing and commissioning of all new hardware and software to ensure functional integration with the existing security platform. The contract is expected to have a six-month term, which may be extended if necessary to complete the work. Pierce County has determined that Status is the only entity capable of performing this work because Status developed and installed the original custom-built system and possesses exclusive access to and knowledge of the system's technical specifications. The County does not require a full system replacement and intends to contract directly with Status for this portion of work without requiring a subcontractor relationship with any larger project award.

The total contract cost is $160,000.00. Entities believing they are qualified to meet the County's needs may submit capability statements demonstrating their ability to perform the required work via the OpenGov platform before the submission deadline. Interested parties may direct questions to Andrew Robson, Pierce County Finance and Enterprise Services Department, at (253) 798-7456 or andrew.robson@piercecountywa.gov. No specific award date is provided in this notice.

PIERCE COUNTY

2026-PE-192

Procurement Exemption Notice

Pierce County intends to directly contract with Status Electrical Corporation based on a special facility and sole source exemption. The contract is expected to have a term of 6 months and a total cost of $160,000.00. The contract timeline may be extended if necessary to finish the work.

Pierce County Facilities Management is beginning a project at the Pierce County Jail. This service includes the modification and expansion of the existing facility monitoring system to integrate new duress system devices into the current video and door lock control architecture. The scope requires the comprehensive reprogramming of highly customized and technical PLC ladder logic and HMI (Human- Machine Interface) systems previously developed by Status Automation. Work will conclude with the formal testing and commissioning of all new hardware and software to ensure full functional integration with the existing security platform. The County intends to directly contract with Status for this portion of the work alone. Therefore, the County will be responsible for coordinating the timing of the work, and this contract will not require any subcontractor relationship with the awarded contractor of the larger project.

Pierce County Facilities Management has determined that Status is the only entity that can meet the County’s need. Status developed and installed the current custom-built system at the Pierce County Jail and is therefore the only entity with the access to and knowledge of this custom system to perform the required scope of work without a replacement of the entire system. The County does not require a full-system replacement.

Any entity who believes they are qualified to meet the County’s need must submit a capability statement demonstrating how they are able to the County’s need. Capability statements must be submitted via the OpenGov platform. For questions, please submit them in the OpenGov platform or contact:
