Introduction
The current chiller at the NATIONAL PEANUT RESEARCH LAB 1011 FORRESTER DR SE DAWSON GA 39842-2108 has exceeded its good useful life and is undersized for the main building. The Contractor shall provide all professional services, personnel, tools, material, equipment to Remove and replace the existing chiller in the basement of the main building and the remote condenser outside. McContractor must modify the connector to fit the new chiller. The capacity of the new chiller must be at least 120 Ton., every necessary activity to ensure the new chiller is properly installed and in excellent working order must be performed.
Site Visit Contractors are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The purpose of a site visit is to observe first-hand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.
Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid. Registration can be completed at www.sam.gov/portal/public/SAM
Base Bid Contractor shall perform the work as specified in the Statement of Work.
All proposals shall be in unlocked MS Word format and all cost proposals shall be detailed and presented in unlocked MS Excel format with formulas working.

Hours of Operation The Contractor’s scheduled performance of these services must fall within the normal business hours: 7:30am to 4:00pm Monday through Friday (exluding Gov. holidays) or as agreed to with the Lab Research Leader.
Any changes to the work schedule shall be submitted to the Contacting Officer for written approval prior to schedule change.
Scope Statement Contractor will verify all dimensions and site conditions prior to beginning work. Contractor shall provide labor, specified materials, equipment, and tools required to perform the job fully and completely.
The contractor shall always be responsible for safeguarding all Government property and his work and ensuring the safety of his crew and ARS employees.
The Contractor is required to secure their equipment and leave the site prior to lock down of the facility each day. The premises shall be left in a clean, orderly, and acceptable condition. The Government is not responsible for loss or damage to the Contractors’ equipment during the contract.
The Contractor is required to comply with all Federal, State, Local and Site Covid-19 Health Requirements.
Government Furnished Property and Services The Government shall provide, without cost, the materials and services listed below.
· The Government will provide Utilities (power, water, etc.) where available.
· The Government will not provide any services, materials, equipment or fuel.
Project Description Contyractor must provide labor and materials to:
1. Disconnect existing electrical power and controls from existing chiller.
2. Demolish existing chillers and discard off site.
3. Provide and install a new Trane 120 Ton Air-Cooled Chiller Any chiller provided will have ARS approval prior to ordering.
4. Provide pipe, valves and fittings necessary to connect the new chillers to the existing chilled water.
5. Re-connect existing 600A electrical feeders to new chillers .
6. Replace existing chilled water pumps in mechanical room
7. Connect chiller control panels to BAS system, and update BAS graphics, etc. to permit remote monitoring and control of chillers. (Terminations of control wiring to be made by start-up engineer)
8. Insulate all chilled water with foam glass and aluminum Jacket.
9. Provide and install pipe labels.
10. Provide all equipment for hoisting and placement on existing footprint.
11. Supervise all aspects of the installation by manufacturers technicians through start up and final inspection.
12. Temporary chiller might be required during construction
Technical Requirements/Tasks:
a) Chiller
1. Remove Refrigerant and refrigerant lines from existing Chiller.
2. Replace entire unit with a new air-cooled chiller outside.
3. Replace Refrigerant to manufacturer recommended pressure.
4. Leak check circuit and charge to the name plate.
5. Remove old system from the property.
6. New system must be compatible with existing control systems for the
7. Run piping and electrical to chiller.
8. Make connections to controls.
b) Replacement Chiller Requirements:

Additional Details
1. Provide the labor and material to extend the chilled water supply and return from the chiller area out through the basement to the exterior of the building. Piping to be sch 40 carbon steel welded pipe and fittings.
2. Provide and install (4) 3" butterfly valves at the exterior of the building. This would provide temporary valves for a temp chiller and permanent isolation valves for the new chiller when it arrives.
3. Provide the labor and material to core drill as necessary to install the piping.
4. Provide the labor and material to insulate the piping with 1-1/2" foam glass piping insulation with All service jacket (ASJ). Insulation at the exterior of the building to be covered with aluminum jacket. Valves to be covered with painted rubber.
5. Label Piping after completion.
6. Demo the power to the Existing Chiller in the Basement of the building.
7. Extend existing conduit to the SW corner of the building.
8. Install New 400A disconnect on the outside of the building.
9. Pull in New 250A circuit from the panel to the disconnect.
10. Terminate connections at both ends.

When complete the chillers shall be tested to the satisfaction of Laboratory person
Clean Up work Area The Contractor shall clean up the work area every day and upon project completion. The Contractor shall wipe up all excess oils and lubricants. The Contractor shall pick up and dispose of all rags, boxes, packaging and drop cloths. The Contractor shall sweep up and dispose of all dirt, rocks, rust and scale removed during cleaning.
Contractor Responsibilities The project has a base bid to be performed per the following specifications:
1) Contractor will verify all dimensions and existing site conditions prior to beginning work.
2) Contractor shall keep work area clean daily and take measures to control debris while work is being performed.
3) Contractor is required to manage the project and consult with the Government prior to beginning all work phases.
4) Contractor shall perform work in a manner that minimizes the impact of the work on Government operations, research, and functions.
5) Contractor will provide daily reports of work performed to the Location Coordinator and coordinated with the COR.
6) Contractor shall remove and dispose of all construction related materials from all work areas daily and remove these waste materials from the site on a weekly basis.
7) Contractor must have a superintendent on the jobsite when crews are performing the installation work.
8) Contactor will provide their own restroom facility.
Utilization of Bio-Based Products The contractor shall utilize products and material based from bio- based materials as applicable, (e.g. bio-based greases; bio-based hydraulic fluids, bio-based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR). Safety The contractor will submit a Site Safety Specific Plan/Accident Prevention Plan in industry recognizable format to the Contracting Officer within 14 days of contract award. Contractor shall furnish a Site-Specific Safety Plan (SSSP) and the Government shall review the SSSP prior to the start any construction activities. SSSP shall be in typically accepted industry format.
Damage to Government Property Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government.
Project Schedule
After receiving Notice to Proceed and ordering of equipment, the completion of this project shall not exceed 30 days from the date of equipment delivery to the Lab. A request for time extension must be submitted to the Contracting Specialist in writing. Each request must include specific and detailed reasons in support of the schedule alteration. Provide a milestone schedule with proposal (include the lead time for the chiller procurement).
Contractor must provide a written project status report bi-weekly with pictures of progress made to Research leader and Engineering Project Manager. the Contractor shall coordinate all work with the RL in order not to interfere with the research activity in any way.
