Statement of Work: Provide all personnel, designs, equipment, tools, materials, supervision, and quality control necessary to perform site preparation and construction of a pre-engineered steel equipment storage building as defined in this Statement of Work (SOW) and in accordance with State and Local building authorities.
Project Objective: To provide the USDA-ARS researchers at Central Crops Research Station in Clayton, NC with a 30’ wide by 90’ long equipment storage building, complete and ready for immediate use.
Background: The site is located at the Central Crops Research Station, 13223 US Business 70 West, Clayton, NC 27520. The property is co-managed by NC State University and the NC Dept. of Agriculture. USDA-ARS has secured a lease for a portion of the property for the purpose of constructing a three-sided uninsulated steel building for equipment storage and maintenance purposes in support of ongoing research.
Site Visit: Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where Contract Documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.
Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid. Registration can be obtained through: www.sam.gov
Utilization of Bio-Based Products: The contractor shall make every effort to utilize products and material based from bio-based materials as applicable, (e.g. bio-based greases; bio-based hydraulic fluids, bio-based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR). Products can be found at: www.biopreferred.gov
Safety: The contractor will submit a Site Safety Specific Plan/Accident Prevention Plan in industry recognizable format to the Contracting Officer within 14 days of contract award. Contractor shall furnish a Site-Specific Safety Plan (SSSP) and the Government shall review the SSSP prior to the start any construction activities. SSSP shall be in typically accepted industry format.
Base Bid: Contractor shall provide all designs, materials, labor, and equipment to: Install new free-standing pre-engineered steel equipment shed at the location specified by USDA site personnel. Contractor shall provide a NC stamped and sealed design, install footings, structural steel, sway bracing, roofing, and walls per approved design. Contractor is responsible for submitting Detailed Engineering Stamped Shop Drawings for the Equipment shed and Footings for approval by USDA EPM.
Concrete Footings: Contractor will pour Concrete Column Footings per approved contractor supplied Engineer Stamped Design Drawings. Contractor will adhere to the American Concrete Institute guidelines and standards for concrete placement, vibration, testing, finishing, hot weather, cold weather, etc. Contractor will provide the Concrete Mix Design conforming to contractor supplied design, to be reviewed and approved by USDA EPM. This project will require on-site testing of the concrete to include, air content, slump, temperature, and compressive strength. White curing compound shall be sprayed on all exposed concrete after pour to prevent moisture loss. This project will require four (4) concrete cylinders taken for compressive strength from on-site concrete, per each 20 CY of pour, and broken two (2) by 7th day and two (2) on the 28th day. All testing shall be performed by a contractor supplied Certified Concrete Testing Lab and all Test Results shall be submitted to USDA. Contractor will clean up washout or remaining concrete from each pour from the worksite and from USDA Property at each pour.
Steel Equipment shed: Contractor will furnish design, materials, personnel, and equipment to install a new free-standing steel equipment shed on the Clayton, NC worksite as shown. Exact location and orientation to be coordinated with LPOC. The roof, side, and skirt sheeting shall be 26-gauge Galvalume R panels or equivalent (minimum). The nominal Equipment shed dimensions are to be 30’W x 90’L and shall consist of 6 bays framed 15’ on center to allow a minimum 14’ clearance between support columns with a minimum vertical clearance of 13’ throughout. Building shall be clear span. Eave height and roof pitch shall allow for 13’ clearance. The equipment shed shall have siding panels on 3 sides of the equipment shed and shall be open on the long dimension on the east facing side. Steel Equipment shed shall meet the recommendations of American Institute of Steel Construction, Specification for the Design, Fabrication and Erection and American Iron and Steel Institute for the Design of Cold Formed Steel Structural Members. The equipment shed will be free standing and to provide for a minimum of 120 mph wind loading rating, live load – 20 psf, snow load – 15 psf. Columns will be securely mounted to new concrete column foundations. The Columns shall be painted as listed below. Contractor is responsible for submitting Detailed Engineer Stamped Shop Drawings for the Equipment shed for approval by USDA EPM.
Painting Steel Columns: The contractor shall be responsible for preparing all metal for primer application and providing all paint and primer. All metal shall be pressure washed to remove loose paint, mil scale, rust, etc. Some hand removal of loose mil scale, rust, etc. may be required. All metal will be primed with (1) coat of “Sherwin-Williams” Kem Kromic Universal Metal Primer or approved equal. All metal will then be painted with (2) coats of “Sherwin-Williams” Pro Industrial DTM Acrylic Semi-Gloss or approved equal. The paint color will be selected by USDA prior to paint application.
Electrical: 200A single phase panel and meter base to include conductors from pole to meter base. One 240V motor starter and disconnect installed inside bay closest to main panel; conductors, breaker, disconnect, and starter shall be sized appropriately for a 7.5HP air compressor. One 20A 120V GFCI receptacle per bay (6 total). 12 8FT LED vapor tight fixture, 2 per bay wired to 1 single pole switch with waterproof cover. All electrical work shall comply will National Electric Code for splicing, final location, and grounding.
Concrete Floor: 9” thick reinforced concrete slab using 3,500 psi minimum concrete mix. Reinforcement shall be #4 bars on 10” centers in both directions at located at mid-slab on metal chairs. All lap splices to be staggered and the overlap length shall be 15”. 2 Contraction joints shall be provided at roughly the third-length points, either formed or green-cut with XXXX joint sealant.
Contractor Responsibility:
1. The project has a base bid to be performed per the following Specifications and Base Bid: The Contractor's approved laboratory shall collect samples of fresh concrete in accordance with ASTM C172/C172M during each concrete pour as required to perform tests specified herein. Make test specimens in accordance with ASTM C31/C31.
2. The Contractor's approved laboratory shall perform concrete slump tests in accordance with ASTM C143/C143M. Take samples for slump determination from concrete during placement. Perform tests at the beginning of a concrete placement operation to ensure that specification requirements are met.
3. Make four test specimens for each set of tests. Test two specimens at [7] days, and the other two at [28] days. Concrete strength will be considered satisfactory when the minimum of the [28]-day test results equal or exceeds the specified [28]-day strength. Concrete which is determined to be defective shall be removed and replaced with acceptable concrete.
4. Hot Weather: Maintain required concrete temperature in accordance with Figure NRMCA NOMOGRAPH FOR ESTIMATING EVAPORATION RATE ON THE BASIS OF MENZEL FORMULA in ACI 305.1 to prevent evaporation rate from exceeding 0.2 pound of water per square foot of exposed concrete per hour. Cool ingredients before mixing or use other suitable means to control concrete temperature and prevent rapid drying of newly placed concrete. After placement, use fog spray, apply monomolecular film, or use other suitable means to reduce the evaporation rate. Start curing when surface of fresh concrete is sufficiently hard to permit curing without damage. Cool underlying material by sprinkling lightly with water before placing concrete. Follow practices found in ACI 305.1.
5. Contractor will verify all dimensions and site conditions prior to beginning work.
6. Contractor will perform the work as listed in the above outlined Base Bid.
7. Contractor shall keep work area clean daily and take measures to control debris while work is being performed.
8. Contractor is required to manage the project and consult with the Government prior to beginning all work phases. And, to work in a manner that minimizes the impact of the work on Government operations, research, and functions.
9. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.
10. Contractor must always have a Superintendent on the job while working on this project.
11. Contractor will provide their own restroom facility.
12. Contractor will remove all demolished material and debris from the worksite and dispose off-site.
Contractor Qualifications:
Provide a list of projects of this nature performed in the last 5 years (including a customer point of contact for each project) with their bid package.
All proposals shall be in unlocked MS Word format and all cost proposals shall be detailed, presented in unlocked MS Excel format with formulas working, and include chiller make, model number, warranty information, and unit specifications.
Material / Submittals:
The material for the entire work shall include but are not limited to those detailed above necessary to successfully complete the project and deliver a functioning system as required. Submittals on all material, including shop drawings and specifications, used on this project shall be submitted to the EPM and Contracting Specialist as noted in this document. Electronic submittals are acceptable otherwise three written submittals are required.
Damage to Property:
Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government.
Inspection and Acceptance:
A government representative shall inspect and approve the work performed on this project. The Contractor shall schedule inspection a minimum of 10 days in advance, in writing, to the Contracting Officer.
Project Schedule:
The completion of this project shall not exceed 90 days from date of notice to proceed. A request for time extension must be submitted to the Contracting Specialist in writing. Each request must include specific and detailed reasons in support of the schedule alteration.
Work Hours:
Contractor work hours shall be Monday through Friday, eight (8) A.M. to five (5) P.M. with the exception of Government holidays. Any changes to work schedule shall be submitted to Contacting Officer for written approval prior to schedule change.
