About this file

This Statement of Work (SOW) details requirements for a Visible Light Transmission, Haze, and Opacity Meter for the Air Force Research Laboratory (AFRL) Visualization Laboratory. The meter is needed to measure transmittance, transmission haze, and clarity of prototype light control films and laminated ballistic lenses used in warfighter eye protection devices. Specifications require a meter equivalent to the BYK-Gardner Haze-Gard i (Catalog# 4775), with critical features including an open compartment for various specimen sizes, precise sample positioning, foot pedal operation, and simultaneous measurement result display.

Minimum performance parameters include multiple illuminant standards (CIE-C, CIE-A, CIE-D65), a 0°/diffuse geometry, 18 mm measurement area, 0-100% measurement range, ±0.1 units repeatability, 5000 reading memory, and interfaces including one RJ-45 LAN port and two USB 2.0 ports. Additional technical specifications cover power supply (115/230 Vac self-adapting), weight (18 kg), operating temperature range (10-40°C), and device dimensions (62 x 22 x 33 cm), emphasizing the specialized scientific equipment needed for advanced warfighter protective technology research.

STATEMENT OF WORK (SOW)

Visible Light Transmission, Haze, and Opacity Meter

Date: 29 July 2025

Background & Scope:

AFRL Visualization Laboratory research on electronically dimmable eye protection devices (EDEPD) requires automated capacity to measure the total transmittance, transmission haze, and clarity of prototype light control films (LCFs) and laminated ballistic lenses used in warfighter helmets, goggles, and spectacles.

Requirements/Salient Characteristics:

Transmission, haze, and opacity meter, equivalent to the BYK-Gardner Haze-Gard i (Catalog# 4775), represents the minimum performance standard required to perform the necessary measurements. The meter shall have an open compartment capable of accommodating small and large specimens, enable rapid sample exchange and precise positioning, and not be influenced by ambient light. It should also allow for easy attachment of customized sample holders and be operable in three orientations (horizonal and on either end) depending on the metric being measured (total transmittance, transmission haze, or opacity). Additionally, a foot pedal controller is required to initiate measurements, allowing hands-free operation for sample handling and device adjustment. The meter shall display all measurement results simultaneously for efficient date review.

Minimum performance parameters:

• Illuminants: CIE-C, CIE-A (ASTM D1003); CIE-D65 (ISO 13468, ISO 14782)

• Spectral Response: CIE luminosity function y

• Geometry: 0° (zero-deg)/diffuse

• Measurement Area: 18 mm diameter

• Sample Port: 25.4 mm (1.00 in.) diameter

• Measurement Range: 0-100%

• Repeatability (Std. Dev.): ±0.1 units

• Reproducibility (Std. Dev.): ±0.4 units

• Memory: 5000 readings

• Interfaces: one (1) RJ-45 LAN port; two (2) USB 2.0 ports (front and back)

• Power Supply: 115/230 Vac self-adapting

• Weight: 18 kg (40 lbs)

• Operating Temperature: 10-40 °C (50-104 °F)

• Storage Temperature: 0-50 °C (32-122 °F)

• Dimensions: 62 x 22 x 33 cm (12 x 8 x 13 in.)
