About this file
This is a Statement of Work for an OMAX 55100 Waterjet System upgrade and renovation project at Andersen Air Force Base in Guam, supporting the 36th Maintenance Group's mission. The Metals Technology Section requires expansion of the existing 4' × 6' cutting bed to 5' × 9' to enable full-sheet material processing, eliminating manual resizing of raw stock and reducing fabrication time, material waste, and labor requirements. The upgraded system will support maintenance operations for multiple aircraft types including C-130, C-17, C-5, F-16, F-15, B-1, B-52, RQ-4, KC-135, and KC-10, and associated Aerospace Ground Equipment and War Reserve Materiel at Andersen AFB and spoke locations.
The required machine specifications include an expanded 5' × 9' cutting bed with abrasive jet cutting technology, advanced filtration and water-softening systems designed for Guam's corrosive environment, automated cutting controls with Smart NC-100 programmable technology, a 5.7" HMI touchscreen for real-time monitoring, integrated bulk abrasive delivery system, and a high-pressure 60,000 PSI system. Additional requirements include factory-backed warranty and support, overseas shipping packaging, IUID tag plate per MIL-STD-130x compliance, and freight to Tracy, California for delivery logistics. The contractor is liable for damages from carelessness or failure to follow proper safety, installation, engineering, shipping, or maintenance procedures, with minor repairs due within 60 days and major repairs requiring an approved servicing timeline. Operations occur Monday through Friday from 0730 to 1630, excluding holidays and designated down days, with contractor point-of-contact required to respond to government inquiries within 24 hours during duty hours and 48 hours during non-duty hours.

1. DESCRIPTION OF SERVICES
1.1 REQUIREMENTS:
The Metals Technology Section requires an upgrade to the OMAX 55100 Waterjet System to support the 36 MXG’s mission and enhance precision cutting capabilities essential for sustaining aircraft, Aerospace Ground Equipment (AGE), and War Reserve Materiel (WRM). The current 4' × 6' cutting bed imposes significant material‑handling constraints, forcing technicians to manually resize raw stock to fit the machine. This increases fabrication time, material waste, and labor requirements. Expanding the cutting bed to 5' × 9' enables full‑sheet processing, eliminating manual resizing and streamlining the production of structural components, reinforcements, and mission‑critical parts required for operational readiness.
The waterjet system is a critical asset supporting maintenance operations for AGE, C‑130, C‑17, C‑5, F‑16, F‑15, B‑1, B‑52, RQ‑4, KC‑135, and KC‑10 aircraft at Andersen AFB and associated spoke locations. The upgraded configuration incorporates advanced filtration and water‑softening systems, which are essential for maintaining equipment longevity and performance in Guam’s corrosive industrial environment. The existing filtration capability is insufficient for long‑term reliability; the enhanced system reduces maintenance downtime, improves system life expectancy, and ensures uninterrupted mission support.
Upgrading the waterjet also improves workflow efficiency through high‑pressure cutting technology and automated processing features, reducing reliance on external machining sources and enabling technicians to fabricate essential components on‑site. These improvements directly support contingency preparedness for pacing O‑Plan requirements and ensure the Metals Technology Section can meet rapid‑response fabrication demands.
