STATEMENT OF WORK

1. INTRODUCTION

The St. Lawrence Seaway System is a marine transportation trade route comprising a series of connecting channels, canals, lakes, and locks extending from Montreal to Lake Erie which are managed jointly by the United States Great

Lakes St. Lawrence Seaway Development Corporation (GLS) and the Canadian St. Lawrence Seaway Management

Corporation. GLS is a wholly-owned government corporation within the Department of Transportation which is authorized and directed to construct and to operate and maintain that portion of the Seaway within the territorial limits of the United States. One of the responsibilities of GLS is to assure the continued reliability of the locks. To support this objective, GLS owns and operates a floating derrick vessel intended primarily for the maintenance and repair of the lock miter gates. This vessel is a 300-ton capacity Aframe derrick mounted on a steel barge docked at the GLS Marine Base/Maintenance Facility. This vessel, also referred to as the GRASSE RIVER (Gatelifter), has the capacity to lift the largest miter gate leaf if it becomes necessary to remove and replace a damaged gate leaf with a spare. GLS is seeking quotations for inspection of the Gatelifter derrick hoist and rigging systems. The work site is adjacent to the GLS Marine Base/Maintenance Facility at 251 Fregoe Road, in Massena, New York, where the

Gatelifter will be docked.

2. DESCRIPTION OF WORK

The work consists of furnishing all plant, labor, equipment and materials and performing all work to inspect the

Gatelifter derrick hoist and rigging systems for conformance to the ASME B30.8 Standard for Floating Cranes and

A. Inspection Procedures and Criteria: Inspection procedures and criteria shall conform to Chapter 8-2

“Inspection, Testing and Maintenance” in the 2020 ASME B30.8 Standard for Floating Cranes and

Floating Derricks. More specifically, the inspection shall follow 8-2.1.2 “Frequent Inspection”, 8-2.1.3

“Periodic Inspection”, 8-2.4.1 “Frequent Inspection” (Ropes), and 8-2.4.2 “Periodic Inspection” (Ropes).

The Consultant shall choose and execute specific test and examination methods to accomplish the objective. All services required to accomplish this objective are the responsibility of the Contractor who shall subcontract as/if necessary. Such services include but are not necessarily limited to handling and spooling the wire ropes, rigging, nondestructive testing (NDT), weld inspection, etc. as required.

B. Corrective Work: The Contractor shall document and communicate any deficiencies discovered in the inspection relative to the ASME B30.8 Standard for Floating Cranes and Floating Derricks upon discovery. Nonconforming wire ropes for the main hoist, topping hoist, and auxiliary hoist are not expected since these ropes were replaced in 2017 and the Gatelifter has had essentially no use since.

However, in the event any of these ropes are discovered to be nonconforming to ASME B30.8 requirements and thus need replacement, or other corrective work is needed, this work will be accomplished in a separate scope of work and/or may be completed by GLS personnel and therefore may not be awarded to any contractor.

C. Personnel Qualifications: Personnel performing and overseeing the inspection and corrective activities shall be qualified and experienced in inspections of cranes and derricks. Personnel performing NDT examination shall be certified in accordance with the American Society of Nondestructive Testing

(ASNT) Level II practice for the specific method and the reports shall be issued by ASNT Level III personnel. Personnel performing weld inspection shall be AWS Certified Welding Inspectors (CWI).

These qualifications apply to subcontractor personnel as well as the Contractor’s own staff.

D. Reports: The Contractor shall issue a detailed inspection report which lists all items inspected and tested, the inspection methods and coverage, personnel doing the inspection or test, the results of the inspection, deficiencies found and their type and location. If deficiencies are discovered and remediated prior to the completion of the Contractor’s inspection work, then the corrective action taken shall be noted in the report. This report shall summarize the action taken and conclude with a statement that the derrick now conforms to ASME B30.8, or identify any remaining deficiencies that need corrective action in order for it to be in compliance with ASME B30.8. The draft report shall be furnished within two (2) weeks after completion of field work. GLS will complete review of the draft report within one week of receipt of the draft report and the final report shall be furnished within one week of receipt of GLS comments on draft report.

E. Health and Safety. The Contractor must follow all Occupational Safety and Health (OSHA), GLS and other applicable health and safety. Due to the virus that causes the disease commonly known as COVID-

19, the Contractor shall abide by GLS requirements for contractors and visitors on GLS property.

F. GLS Support: GLS will operate the Gatelifter hoist systems to facilitate the inspection, corrective work, and post-restoration inspection. Standard work hours for GLS Operator will be Monday through Friday, 6:30 AM to 4:00 PM, with alternate Fridays off. The Contractor shall advise GLS at least two business days in advance of the time GLS’s support services will be needed.

G. Miscellaneous: The Contractor shall also be responsible for re-rigging, assembly, lubrication, and other activities as required to restore all components and systems that were disassembled for the inspection, and to return the Gatelifter to a fully operational state. The Contractor shall also clean up the work area to GLS’s satisfaction and properly dispose of all waste they and/or their subcontractor(s) generate.

H. Previous Inspection History.

In 1993 the Gatelifter was inspected to the prevailing version of ASME B30.8 and found to be in generally good condition. At that time, new wire ropes had been purchased but not installed since the existing were found to be in good condition. In 2017 another ASME B30.8 (2015 version) inspection was performed and pursuant to that inspection some corrective work was performed to bring the derrick up to the standard. This corrective work is summarized below:

a. Replace roller support stands in rope housing

b. Replace main, auxiliary, and topping lift hoist ropes with new old stock that had been purchased and stored in 1993.

c. A-frame railing repairs.

d. Label weight and capacity of all hoisting components

This work was done in the fall of 2017 and it brought the derrick up to full ASME B30.8 compliance. Since the 2017 inspection and corrective work the derrick has been moored at a dock off GLS premises on standby status from late 2017 until summer 2021 and has seen no actual use. There have been no ASME B.30.8

“Frequent Inspections” or “Periodic Inspections” performed since 2017. The 1993 and 2017 inspection reports are furnished for guidance and reference purposes.

2. CONTRACT DRAWINGS AND REFERENCES.

Contract and reference drawings and the 1993 and 2017 inspection reports are furnished as attachments to this

RFQ. The drawings generally illustrate the construction, configuration, and locations of items to be inspected.

3. CONTRACTOR-FURNISHED MATERIALS

The Contractor shall furnish all materials required for the satisfactory completion of this contract.

4. SITE VISIT

GLS will conduct site visits at 1:00 PM (ET) on September 7, 2021. It is highly recommended that those interested in submitting a proposal attend a site visit to become familiar with the Gatelifter and the proposed work area(s).
