Statement of Work

High-Output LED Insert Kit for RL-24 Range Lanterns (RL-24 LED Insert Kit)

1.0 General

This SOW is for High-Output LED Insert Kits for RL-24 twenty four-inch range lanterns. A Kit is comprised of a High-Output LED Insert light source, a Controller/Power Supply Unit, Mounting Pedestal, a Focusing Tool, a Daylight Control, and all required cables. The RL-24 LED Insert light source, hereafter referred to as RL-24 LED Insert, shall replace the existing legacy 1000W lamp and CG-2P lampchanger hardware configuration and mount directly inside the RL-24 twenty-four inch range lantern housing in its place. The RL-24 LED Insert shall be controlled and powered by a separate Controller/Power Supply Unit. The Controller/Power Supply Unit shall be powered by commercial 120V A/C power. The operation of the RL-24 LED Insert and Controller/Power Supply Unit shall be programmable via an external programmer or laptop computer running vendor-provided software to set the RL-24 LED Insert’s luminous intensity (or as a percentage of max output power), flash rhythm, mode of operation (night-time-only, daytime-only, or day/night), night-time dimming, and sync mode settings.

Each RL-24 LED Insert Kit shall contain one (1) each of the following items:

(1) High-Output RL-24 LED Insert (the forward-firing LED light source)

(2) Controller/Power Supply Unit

(3) Pedestal with horizontal and vertical adjustability

(4) Focusing Tool

(5) Daylight Control (photo-sensor)

(6) Power/control cord(s) & cable set

2.0 Optical Requirements of the RL-24 LED Insert

2.1 The RL-24 LED Insert shall use high-efficiency LEDs.

2.2 The RL-24 LED Insert’s output shall be available in white. Future requirements may include red and green. All colors shall be in compliance with IALA Recommendation E- 200-1 Marine Signal Lights – Colors.

2.3 The RL-24 LED Insert’s output shall have a luminous intensity such that when it is properly installed and focused inside the RL-24 range lantern housing with its forward-firing light beam centered and incident directly upon the lantern’s 24-inch parabolic mirror, the range lantern’s overall peak intensity shall meet or exceed its 1,000W-lamp performance, which is 2.5M cd (in white), as verifiable by a photometric light-lab test procedure.

3.0 Physical Requirements

3.1 The RL-24 LED Insert shall be mounted on a heat-sink designed to transfer heat from the LEDs to the surrounding airspace to help with heat dissipation thereby reducing the risk of thermal damage to the LEDs.

3.2 The RL-24 LED Insert’s mounting pedestal shall have a height adjustment function that can be carried out with hand tools to ensure the RL-24 LED Insert is vertically centered and properly focused.

3.3 The RL-24 LED Insert shall have a focusing tool that can be used to help laterally position the LED Insert precisely upon the 24-inch parabolic mirror’s focal point during final installation.

3.4 The body of the RL-24 LED Insert shall be manufactured from aluminum.

3.5 The RL-24 LED Insert shall have a built-in lockable alignment method.

3.6 The RL-24 LED Insert shall have a maximum height of 14 inches.

3.7 The RL-24 LED Insert shall have a maximum width of 4.1 inches.

3.8 The RL-24 LED Insert shall have a maximum length of 6.7 inches.

3.9 The RL-24 LED Insert shall have a maximum weight of 4.5 lbs.

3.10 The RL-24 LED Insert shall have a life expectancy of up to 12 years.

3.11 The RL-24 LED Insert shall have an operating temperature range between -40 to 80°C.

4.0 Electrical Requirements

4.1 The RL-24 LED Insert Controller/Power Supply unit shall have a nominal power supply voltage of 120VAC.

4.2 The RL-24 LED Insert shall have a typical power draw up to 25 watts.

4.3 The RL-24 LED Insert Controller/Power Supply unit shall connect to the LED insert using mil-spec connectors.

4.4 The RL-24 LED Insert Controller/Power Supply unit shall have polarity protected circuit protection.

4.5 The RL-24 LED Insert Controller/Power Supply unit shall weigh no more than 15 lbs.

4.6 The RL-24 LED Insert Controller/Power Supply unit shall have a maximum height of 5 inches.

4.7 The RL-24 LED Insert Controller/Power Supply unit shall have a maximum width of 16 inches.

4.8 The RL-24 LED Insert Controller/Power Supply unit shall have a maximum depth of 10 inches.

4.9 The RL-24 LED Insert Controller/Power Supply unit shall have the capability for connecting an external daylight controller in order to turn off the RL-24 LED Insert during the day for range lights that operate only at night (and vice versa for daytime-only range lights). For day/night ranges, the daylight controller shall be capable of transitioning the RL-24 LED Insert from a peak daytime intensity to a lower user-selectable night-time intensity. The transition lux levels shall meet the USCG standard of turning on (or transitioning to night-time ops) the RL-24 LED Insert whenever the ambient illumination level, measured in the horizontal plane, falls below 250 ± 50 lux and turning off (or transitioning to daytime ops) the RL-24 LED Insert whenever the ambient illumination level rises above 320 ± 50 lux.

4.10 The RL-24 LED Insert Controller/Power Supply unit shall have an option for GPS synchronization.

4.11 The RL-24 LED Insert Controller/Power Supply unit shall have the capability to synchronize the flash rhythms of multiple RL-24s containing LED Inserts by hardwire connection between them.

4.12 At a minimum, the RL-24 LED Insert Controller/Power Supply unit shall be capable of producing all of the USCG-standard flash rhythms, as well as at least one custom flash rhythm setting.

4.13 The RL-24 LED Insert Controller shall be capable of providing the means to adjust and set the luminous intensity of the LED insert for either day-time only, night-time only, or day/night operation using either an external programmer or a laptop computer running vendor-provided software.

5.0 Certifications

5.1 RL-24 LED Insert’s light source shall meet IALA Recommendation E-200-1 Marine Signal Lights – Colors.

5.2 The manufacturer shall be ISO9001:2015 certified.

6.0 Warranty

6.1 The RL-24 LED Insert shall have a minimum three (3) year warranty.

7.0 Marking and Shipping Requirements
