Statement of Work for Bulk Fuel

1. Background

Supply unleaded fuel to BLM-Alaska Fire Service on Ft. Wainwright, AK. Fuel will be requested as needed in 800-gallon increments for use on wildland fire incidents. All pumps, saws, boats, generators, UTV/ATVs used on wildland fires use premix fuel or unleaded fuel to run. The equipment used must use the correct ratio of fuel to oil. Premix fuel is mixed at 40 to 1 ratio, it is imperative we maintain the exact ratio of fuel and oil. This means we will need to empty the tank completely before arranging for a fuel drop. We cannot “top off” the tanks and keep the correct ratio. AFS requires a quick turnaround time for fuel delivery to keep up with the needed supply orders.

At our fuel yard we have two 1000-gallon above ground bulk fuel tanks used to make Premixed Fuel. Using the 1000-gallon bulk fuel tank, we fill various smaller containers and 55-gallon drums, that will be shipped to the field. We also have second 1000-gallon bulk fuel tank we use for unleaded fuel and as a backup of premix bulk fuel tank.

We operate our fuel yard seasonally from April to October. At peak times in a busy fire season the months of May to August it is typical for the tanks to be filled four of seven days a week, sometimes twice in a single day. We operate on weekends and holidays.

1. Objective

During the fire season, AFS requires 800 gallons of unleaded fuel delivered no more than 24 hours after the order is requested, unless otherwise directed. At times we will need to have more than one fuel drop in a single day of 800 gallons of unleaded fuel to our bulk tanks. An attendant will meet the driver to oversee the filling of the tanks.

Estimated annual requirements of 20,000 gallons.

1. Requirements Place of performance:

Procedures: AFS will place the order of 800 gallons of unleaded fuel. Within 24 hours of the order the contractor will call ahead at the gates of Ft. Wainwright about 10 minutes away so we will have someone waiting to identify which tank to fill. AFS will oversee the fueling process. AT NO POINT, WILL THE NOZZLE PUMPING FUEL BE LEFT UNATTENDED! At all times during bulk fuel transfer, the delivery truck will be bonded to the tank receiving the fuel. The Contractor will assume total responsibility for all cleanup costs, fines, or damages that are a result of delivery of the fuel.

The delivery driver will provide the GOV attendant the delivery ticket with the order number and the amount to be paid.
