2. Scope: This statement of work (SOW) delineates the required performance criteria for the acquisition of expandable/collapsible batons.

The technical requirements for the expandable/collapsible batons are specified in section 3:

• The expandable/collapsible batons shall be black in color and have a corrosion resistant coating on the metallic portions of the baton.

• The batons will be three stage telescoping design with hardened and tempered tubing main construction. Each section will have corrosion resistant coating on the inside and outside of the hardened steel tubing.

• The baton shall be able to be expanded by use of inertia or by the manually grasping the ends of the baton and pulling to expand. When using the manual procedure to open the baton, a minimum of effort shall be required to expand the baton.

• The baton shall be locked open by use of a mechanical cam and ball bearing action. The locking mechanism will provide a positive lock with no possibility for collapse without actively actuating the unlocking mechanism. Friction lock actions are not acceptable.

• The Baton shall be collapsed by the use of a release button on the end cap at the butt of the baton. When collapsing the baton, a minimum of effort shall be needed to collapse the baton. No striking of the baton should be required to collapse the baton. The end cap shall be flared to a minimum of 1 ½” to aid in the retention of the baton during use.

• The baton shall have a length of no less than 9” and no more than 12” when collapsed and no less than 22 and no more than 24 when expanded.

• The baton shall weigh between 18 and 26 ounces.

• The grip section of the baton shall have a diameter of 1” to 1 ¼”. The grip section will have either a resilient rubberized or resilient foam covering to aid with retention.

• The striking end of the baton shall have a hardened weighted rubber tip.

• The contractor shall provide a sample of the batons to be evaluated. The samples provided shall be free of manufacturing defects and be the same in every aspect as the batons the company will provide should the contract be awarded.

• Delivery of the batons must take place within 45 days after contractor receives completed forms and accurate purchase document.

• The offeror shall provide a one-time, cost free master instructor class for each of the six regions with approximately 20 participants per region. The master class will enable participants to instruct other individuals to be end user instructors.

• The batons shall have a lifetime warranty against defects in materials and workmanship.

• Each baton will have a non-removable individualized serial number.

• The Contractor shall offer a holster for use with the baton. The holster will be black in color and constructed of durable materials such as Kydex, leather, or reinforced nylon.

• The holster will have a belt clip that will accommodate 1 ½” to 2 ¼’ duty belts. The belt clip shall be adjustable to maintain the holster in a vertical position, canted approximately 20 degrees forward, or 20 degrees rearward.

• The baton shall be secured within the holster collapsed with the handle end up. The baton shall be retained in the holster by completely enclosing the baton tip end within the holster, and retaining the handle end of the baton with a loop and snap fastener.

• The holster will be approximately 9” in length.

• Delivery of the holsters must take place within 45 days after contractor receives completed forms and accurate purchase document.

• The holster shall have a one year warranty against defects in materials and workmanship.
