Building 9, Waste Tank Room Upgrades

USDA, Ames, IA

Statement of Work

Background:

In the basement of the high-level waste building (Building 9) there are 6 fiberglass storage tanks that are currently used to hold high level waste that comes in from the various animal rooms in Building 9 before it is transferred to the main waste treatment plant. Each tank has 3 load cells located on the bottom of each of the 3 legs supporting the tank. The current scale indicators for these load cells are out of date and repair parts are no longer available from the manufacturer.

Scope:

Contractor will provide all tools, labor and hardware needed to install, per manufacturer’s recommendations, new scale indicators for each tank located in the basement of Building 9.

This shall include all manufacturer’s recommended wiring and components. The existing load cells shall remain and shall be compatible with the new system. The existing load cells currently in use are Fairbanks, Model number LCF-H3030-7. Capacity 5K at 3.003 mV/V.

Contractor shall remove the existing Fairbanks scale indicators for each of the 6 tanks and replace each one with a new, up to date, scale indicator system. New system shall be a Rice Lake, iQUBE2 weighing with 1280 Enterprise Series wall mount indicator or pre-approved equivalent.

The minimum requirements for any substitutions shall be as listed below:

• New system must be compatible with existing load cells.

• New equipment must have stainless steel enclosures due to environment the equipment is located in. New equipment shall be NEMA 4X rated.

• New indicators must have standard communication ports for connectivity to the existing building automation system.

• New system must have cell emulation to compensate for a failure of one load cell to keep system operational until repairs are made.

• New system shall have multiple digital I/O for additional alarm points

• New system shall have routine diagnostics for weighing errors and system health.

Contractor shall perform calibration of new system before placing new system in service. All low voltage wiring needed will be provided new. NCAH electricians are available to modify conduits and make high voltage connections if coordinated through the COR a minimum of 5 days in advance.

Building 9 waste system will remain in service during this project. Contractors will coordinate all system shutdowns, tank isolations and system startups with the location on-site contact to ensure on-going lab projects and building utility systems are not affected. Contractor shall ensure that all scale indicators can communicate to the building automation system, Metasys.

Contractor shall ensure the new indicator system with have general alarms available to be implemented into Metasys, by using a milliamp current output that is in use now. New indicator system shall have outputs available for general alarms to be added. To be able to maintain operations, waste tank indicators can be taken offline per tank groups. Tanks 1, 3 and 5 can be taken offline and Tanks 2, 4 and 6 can be taken offline once tanks 1, 3 and 5 are back in service and operating as designed. Contractor shall work with the on-site contact and FEU (Facilities Engineering Unit) to ensure the newly installed scale indicator is operating properly and as designed before starting to remove the next scale indicator.

All programming files are property of the USDA and shall remain on site.

Contractor shall be responsible for any additional material needed for mounting of the new equipment. This is to include any additional parts and materials needed to mount new equipment to the supports. Contractor shall coordinate any welding or drilling on tank supports with on-site contact before starting work.

Performance Criteria

Contractor shall have experience installing and servicing Rice Lake Weighing Systems. Due to the critical nature of the Building 9 waste tank processes, during the replacement and reconnection period, contractor must be available to be onsite within a 2-hour window should an emergency occur and their services as related to this system be necessary. This is to avoid any long down time due to personnel changes or equipment issues during initial installation and future servicing and/or warranty issues. Contractor shall provide at least 5 examples of projects that are of similar scope and size to the one detailed in this scope of work prior to awarding.

General Requirements

1.01 Work Restrictions & Conditions

A. Site Security Access

1. Access to the construction site is controlled by a security fence and visitor/contractor check-in/check-out system. All contractor/subcontractor employees shall sign in and sign out at the main site entrance gate and wear a contractor/visitor identification badge at all times while on the site. The ID badges will be turned in at the end of the work day. A current government-issued identification with a picture ID is required for entry.

2. Access to each individual site shall be arranged by the on-site contact according to the schedule submitted by the contractor and approved by the on-site contact.

The contractor shall coordinate and schedule their work under this contract to cause the least interference with the normal flow of visitor and employee traffic.

3. Construction vehicles will be allowed access adjacent to the work; contractor employee’s personal vehicles shall be parked in the facility parking lots.

4. The Contractor shall use only the service roads and access routes approved by the on-site contact.

5. Work shall be confined to the Building 9 tank room. Unless accompanied by a NCAH/USDA employee, the Contractor, subcontractors, and their employees shall not enter buildings or facilities not specifically part of this project. Reasons included, but are not limited to, disease control and health requirements.

6. Additional security requirements may be imposed when the Federal Government raises the Homeland Security Alert Level. Additional directions will be provided if the situation occurs.

7. Failure to comply with access requirements shall be adequate grounds for removal of the Contractor/subcontractor employees from the site and barring further site access to individuals.

B. Work Hours: Regular work hours for the site are 7:00am to 3:30PM, Monday through Friday, excluding Government holidays. Requests for exceptions to this schedule shall be approved by the on-site contact.

C. Work Outside Regular Work Hours: Work scheduled outside regular work hours including late hours, Saturdays, Sundays, and Government holidays requires Government approval in advance. Make application to the on-site contact at least 5 calendar days prior to such work to allow arrangements to be made by the Government for access to the work area and inspection & monitoring arrangements.

Requests shall include the exact dates, hours, location, and purpose of the exception. If approved, the on-site contact will coordinate access with the site security office.

D. Coordinate use of premises under direction of the Government. Contractor shall confine construction equipment, storage of materials and equipment and operations of workers to areas permitted by law, ordinances, permits, or requirements of Contract Documents, and shall not unreasonably encumber premises with construction equipment or other material or equipment.

1. Assume full responsibility for protection and safekeeping of items under this

Agreement, stored on site.

2. Move any stored items, under Contractor’s control, which interfere with operations of Owner or separate contractor.

3. Obtain and pay for use of additional storage or Work areas needed for operations.

E. Owner will occupy premises during entire period of construction for conduct of its normal operations. Coordinate with the Government in all service operations to minimize conflict, and to facilitate Owner usage. Contractor shall at all times conduct its operations as to ensure least inconvenience to Owner.

1.02 Security Clearance Requirements

A. Use of Premises

1. Limit use of premises to work in areas indicated. Do not disturb portions of site beyond areas in which the work is approved.

2. Keep driveways, entrances, walkways, and doorways serving premises clear and available to the Government, employees, visitors and emergency vehicles at all times. Do not use these areas for parking or storage of materials.

3. Limited parking may be available on the site away from each facility.

4. The contractor shall provide a list of all staff employees that will be working on the project to the on-site contact a minimum of three days in advance. The contractors that will be onsite will be required to provide a valid driver’s license and be a valid United States Citizen to be able to access campus.

5. Once onsite, contractors will be escorted by a USDA employee to the location of the work and will be escorted at all times while onsite and inside Building 9.

B. Adherence to Security Policies and Procedures

1. Contractor shall adhere to all Site, APHIS and USDA security policies and procedures including Code of Federal Regulations Requirements, Standard Operating Procedures, Security Directives, Security Procedures, General Orders, Post Orders and any applicable Government Policies and Procedures.

a. Failure to adhere to or violation of any above listed requirements, procedures, directives, orders and/or policies may result in criminal prosecution or contractor representative or contractor employee (violator) removal.

C. Executive Order on Protecting the Federal Workforce and Requiring Mask-Wearing

1. To help us reduce the spread of COVID-19, effective immediately, all employees, vendors, guests and contractors visiting or working at this USDA facility are required to wear a face mask and maintain physical distance.

1.03 Regulatory Requirements

A. The equipment materials, installation, workmanship, and operation shall conform to the most stringent applicable requirements of the most recent editions of the associated publications, in the below section and in the attached specifications unless otherwise noted:

1. International Building Code (IBC

2. ARS Facilities Design Standards – ARS 242.1

3. National Fire Protection Association (NFPA)

a. NFPA 101 – Safety to Life from Fire in Buildings and Structures.

b. NFPA 70 (NEC) National Electrical Code

c. NFPA 1 – Uniform Fire Code

d. NFPA 5000 – Building Construction and Safety Code

e. NFPA 70E – Standard for Electrical Safety in the Workplace.

4. Underwriters Laboratories, Inc. (UL)

a. Appropriate UL Standards

5. State and Local Building Codes

6. The Uniform Federal Accessibility Standards (UFAS)

7. Occupational Safety and Health Administration (OSHA)

8. Architectural Barriers Act (ABA)

9. Equipment Manufacturer Printed Instructions

1.04 Coordination

A. Contractor shall coordinate all work with the on-site contact.

B. Contractor shall submit an installation schedule for review and approval by the on-site contact within ten (10) days of order award.

1.05 Special Provisions

A. Contractor shall confine all operations to within the work limits of the project and exercise special care to maintain natural surroundings undamaged. All surfaces that have been altered for the installation of the new scale indicators shall be refinished to match original condition by the contractor at no additional expense to the Government.

B. Finished surfaces of existing facilities that are affected, marred, scratched, or damaged by the contractor shall be refinished to match original condition.

1. Patching material shall be of the same type, style, and thickness, and shall be finished to match existing adjacent surface construction in color and texture.

2. Patching material, paint color, paint material and paint application methods shall be approved in advance by the on-site contact.

C. No building structural members shall be cut or altered without prior approval of the on-site contact.

D. Any damage resulting from contractor's operation shall be brought to the attention of the on-site contact immediately.

E. Contractor shall take all necessary and reasonable measures to keep the work site clean of trash and debris. Work areas shall be cleaned immediately as work in that area is completed, and before moving to a new work site. Place all trash and debris in OSHA approved containers, remove, and dispose of trash off site daily.

F. Contractor shall move all materials, and equipment, including ladders and scaffolding from the site at the completion of each day's operation unless otherwise approved by the on-site contact.

G. Contractor shall provide proper safety equipment to workmen and ensure a safe environment for employees and the general public at all times. The contractor shall work to ensure free, unobstructed, and safe access to and about the work area.

1.06 Temporary Facilities

A. Utilities: The existing USDA utilities at the site may be used by the Contractor for completion of the contract work at no cost to the Contractor. The Contractor shall be responsible for making and removing any utility connections.

B. Telephones: Contractor shall equip all his foremen and work leaders with cell phones as necessary to coordinate the work effort. The Government will not provide any phone service to the project.

1.07 Lock-out/Tag-out Program:

A. Contractor and/or subcontractor employees who will be working on the job will apply a lockout/tagout (LOTO) process to control dangerous energy sources. The Contractor/subcontractor shall have a LOTO program established and use Contractor LOTO locks, tags, and procedures.

B. The Contractor/subcontractor shall review their LOTO program with NCAH FEU personnel to coordinate LOTO programs before implementing LOTO.

1.08 Submittal & Shop Drawings Procedures

A. Submittal Register: At the beginning of the project, the Contractor will provide a Submittal Register for submittal to the on-site contact for approval. The Contractor will update and maintain the Submittal Register to show the current status of all required submittals. Paragraph 1.08.E below provides minimum required submittals for the project.

B. Submittal Requirements

1. Format: There is no formal submittal transmittal or format for this project other than the documents shall be submitted as PDF files, scanned or created in documents that can be easily read when printed on 11x17 sheets. Exceptions for larger sheet sizes will be considered by the on-site contact. Failure of the Contractor to provide legible submittals will be adequate grounds for rejection.

2. Identification: Submittals shall be labeled and marked for this project. The identification shall include: Contractor/subcontractor’s name, date of submittal, description of item, specification section, and details on product data that are marked clearly for this project.

C. Submittal Procedures: All submittals will be emailed in PDF by the Contractor to the

USDA for review and approval. This same submittal process will be used for RFIs, Change Bulletins, etc.

D. Approved Submittals: The approval/acceptance of submittals is not to be construed as a complete check. Approval or acceptance will not relieve the Contractor of the responsibility for any error which may exist.

E. Submittal items for this project:

1. New scale indicator system. This is to include all associated components.

1.09 Close-out Submittals

A. Warranty Documentation

1. Warranty List: Provide a warranty summary sheet in spreadsheet format with all the warranties listed by section, description, supplier, warranty contact, start date, end date. Provide electronic copy to the on-site contact.

2. Warranty Copies in Binder: Provide one signed & dated copy of all installed on the project. The Warranty binder shall be provided to the on-site contact. An electronic copy of the Warranty Binder in a PDF file shall be submitted with the final close-out documentation.

B. Drawings

1. Contractor shall turnover all O&M manuals, instruction sheets and diagrams to the on-site contact at the end of the project.
