About this file

This document is a Statement of Work (SOW) for an Arc Flash Study to be conducted at the Pinon Health Center, as well as a related Sources Sought notice for the Arc Flash Analysis services.

The SOW requires the contractor to provide an Arc Flash Hazard Analysis study in accordance with NFPA 70E and IEEE standards. The contractor will collect electrical system data, model the system, analyze the arc flash hazards, provide a written report with mitigation recommendations, and install arc flash warning labels. The period of performance is April 30, 2024 to December 31, 2024. The key deliverables include an arc flash report, arc flash hazard labels, and service reports.

The Sources Sought notice is for the Navajo Area Indian Health Service, Pinon Health Center to identify potential sources for providing Arc Flash Analysis services. It describes the Pinon Health Center, the required services, the duration of the requirement, and the place of performance. Respondents are asked to provide capability statements, relevant experience, and other information to demonstrate their qualifications.

GLOSSARY:

COR – Contracting Officers Representative SPOC – Supervisory Point of Contact HSA – Health System Administrator CO – Contracting Officers PHC – Pinon Health Center PPE - Equipment worn in the workplace to protect the wearer from injury or illness.

IEEE Standard 1584- This guide provides mathematical models for designers and facility operators to apply in determining the arc-flash hazard distance and the incident energy to which workers could be exposed during their work on or near electrical equipment.

NFPA 70E- Standards for electrical safety in the work place.

1. DESCRIPTION:

This summary describes the existing condition. Pinon Health Center is requesting an Arc Flash Study for employee Safety and correct PPE (Personal Protective Equipment). Contractor will provide an Arc Flash Hazard Analysis study in accordance with NFPA 70E Standards for electrical safety in the work place and IEEE Standard 1584-Electrical guide to performing Arc Flash Hazard Calculations.

Contractor will collect electrical system information, model the electrical system using engineering software, analyze the electrical hazards, provide a written report with mitigation recommendations, and install Arc Flash warning labels. The assessment will begin at the utility service point and will include all significant three phase loads and power distribution equipment including switchgear, switchboards, panels, disconnects, transfer switches, starters, busways and motor control centers.

2. PERIOD OF PERFORMANCE:

• April 30, 2024 to December 31, 2024

3. LIST OF SERVICES TO BE PROVIDED:

1.1 Contractor shall furnish all necessary labor, tools, supplies/materials, equipment, and transportation.

2.1 Contractor shall collect system data during on-site visit.

3.1 Contractor will model the electrical system in power system analysis software.

4.1 Contractor will calculate the fault current (worst case short circuit current) at each piece of equipment and compare this to the short circuit rating of the equipment.

5.1 Contractor shall review system coordination and provide recommendations to improve system reliability.

6.1 Contractor shall analyze the arc flash hazards and provide recommendations to mitigate high energy locations by changing circuit breaker setting or changing fuse types where appropriate.

7.1 Contractor will compile results and recommendations into and easy to read report.

8.1 Contractor will provide service report on day of services provided.

9.1 Contractor will provide services (work days) Monday through Friday 8:00am to 5:00pm performing

10.1 Contractor shall provide service report when deliverables and services are complete.

11.1 Contractor shall conduct their operations at all times to ensure the least inconvenience to the Public, Patient Care and IHS staff.

13.1 Contractor shall sign-in at Security Department and have ID badge visible for identification purpose.

4. DELIVERABLES:

• Upon completion of the project, Contractor will deliver the following which will comply with NFPA-70E hazards analysis requirements.

• The arc flash report will include an executive summary, detailed descriptions of the results, graphs, and tables. The arc flash table will include calculated values at each piece of equipment including the incident energy, arc flash boundary, working distance, nominal voltage, upstream protective device, arc fault current, and arc duration. Where appropriate, circuit breaker setting will be provide with the system as found, as well as recommended settings to mitigate arc flash incident energy.

• Arc flash hazard labels (printed and installed by contractor). The arc flash labels will comply with NFPA 70E requirements and will show the unique calculated results at each piece of equipment. This includes the incident energy, site specific PPE level, arc flash boundary, limited approach (shock) boundary, restricted approach (shock) boundary, and nominal voltage.
