Replace Heat Pump HVAC

Statement of Work

A. General: All work outlined below will be performed under a single contract.

B. Project Location: Maintenance shop located at John Day Fossil Beds National Monument.

C. Project Background: The Maintenance Building at John Day Fossil Beds National Monument is in need of replacement. The current HVAC system consists of an electric LENNOX

CB29M-41-1P air handler with LENNOX ECB29-15CB-P backup electric heater and a

LENNOX HP29-411-2P heat pump. All of this equipment has reached the end of its life cycle.

D. Project Scope of Work: The Work consists of the following:

1. This project will replace the existing HVAC equipment with equal to or better than the existing equipment. Manufacture make and model of new units to be equal to or better than existing unit in performance and efficiency. All existing ducting, and all associated components must be inspected by contractor for compatibility with the replacement HVAC unit’s manufacturer specifications.

2. All needed alterations to ducting and electrical shall be completed by contractor.

Contractor must install HVAC equipment, duct transitions and all other components in accordance with manufacturer's specifications.

3. The Contractor is to provide all labor, equipment and materials unless otherwise stated in this scope of work. The contractor is responsible for all costs associated with this project, including all travel, per-diem, and the disposal if any waste generated by this project. A staging area will be determined at the work site. Electrical power, water and restrooms are available.

4. Work shall include but is not limited to:

5. Mobilization and Cleanup; a. All refrigerant will be disposed of following the state of

Oregon environmental regulations and receipts or proof of proper disposal may be required. Current system is charged with approximately 6 lbs 3 oz of HCFC-22 refrigerant.

6. Remove and dispose of existing equipment and all product specific parts.

7. Install new air handler unit and back up heat strips. New air handler shall be equal in efficiency and performance or better than the existing LENNOX CB29M-41-1P air handler with LENNOX ECB29-15CB-P backup electric heater.

8. Install replacement Heat Pump on existing concrete slab with new snow legs (heat pump riser for snowy climate). New Heat Pump shall be equal in efficiency and performance or better than the existing LENNOX HP29-411-2P.

9. Contractor shall verify operation in accordance with manufacturer specifications through testing and documentation. Must provide operation test results as well as operation and maintenance manuals.

10. Provide proof that the system will deliver specified efficiency and conduct load calculation for proper equipment selection.

13. Modify or install new electrical service to fan, coils or air handler units if none exists including installation of new breakers labeled at associated breaker panel box. All electric work will follow manufacturer’s specifications and all Oregon State Electrical

Codes, e.g. wire gauge, breaker amperage, power supply.

14. Install new home automated thermostat that meets HVAC equipment manufacturer specifications. Test thermostat, and submit results.

15. Assure approved drain lines will be installed to manufacture specifications and drain away from existing structure.

16. Provide as-builts and operations and maintenance manuals

STAFF USE OF THE SITE

A. General: The project site will be open to the staff during construction but closed to the public. The Contractor shall at all times conduct his operations to ensure the least inconvenience to the staff. Temporary closures may be permitted upon specific written approval of the Contracting Officer.

B. Other Contracts and Work: During the contract performance period, there may be other contracts or work occurring in the park or within the project area limits. The Contractor shall conduct his operations in consideration of these other activities.

CONTRACTOR USE OF SITE

A. General: Limit project operations to the project area.

B. Park Regulations: Ensure all personnel (contractors, subcontractors) entering or working in the park are familiar with and obey all park regulations. Law enforcement rangers will intervene if they perceive any unsafe or unlawful activity.

C. Site Access: The contractor shall access the project site along pavement, do not drive vehicles off road or access non-project areas without permission from the Contracting Officer or their representative.

D. Working Hours: Regular work hours shall be limited to daylight hours from 7:00 a.m. until

5:00 p.m. Monday through Friday, excluding government holidays. Work outside regular hours requires advance approval from the Contracting Officer.

E. Staging and Storage: Confine the staging and storage of equipment and materials to the work area.

F. Property Damage: The Contractor is required to report missing, lost, stolen, or damaged property occurring within the park. This report must be made to the LE rangers upon discovery.

G. No Smoking Policy: Smoking is prohibited inside or outside within 25 feet of any buildings in the park. This applies to existing buildings and buildings under construction or renovation.

Discarding of tobacco products or debris anywhere other than into designated tobacco receptacles is considered littering and subject to fines.

CLOSEOUT SUBMITTALS

A. Operation & Maintenance (O&M) Manual: Submit hard copy to the onsite Point of Contact

(POC).

1. Preventative maintenance schedule for all major components.

2. Operating instructions, if applicable.

3. Product / material cut sheets (all approved products used on the project).

4. Updated system diagrams or shop drawings, as applicable.

5. Product manufacturer warranties for individual products and systems.

6. At least one (1) year Contractor-issued warranty on all workmanship starting from the date of final acceptance.

DEMONSTRATION & TRAINING

Provide onsite demonstration and training to NPS operators and staff on safe operation and maintenance of equipment and components, including thermostat operation.
