v1.1_NOVEMBER2019
PR NO. 1300854356
STATEMENT OF WORK
(SOW)
STAT Sonar Receiver Design PR No. 1300854356
1.0 Background
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Undersea Weapons, Vehicles, and Defensive Systems Department, Code 85, has overall responsibility for the development andmaintainability of undersea defense systems. Code 85 is currently undergoing efforts to develop a new sonar array for the AN/WSQ-9 Technology Refresh program using the Stepped Tonpilz Acoustic Transducer (STAT) element design. The overall goal is to develop a design that can transition from concept to future fleet capability. This requirement is for the design of the receiver electronics for the STAT sonar array.
1.1 Places of Performance: NUWCDIVNPT and the contractor’s facility.
1.2 Sponsors: Naval Sea Systems Command (NAVSEA) (PMS 450E and PMS 415)
1.3 Types of Funding: Research, Development, Test & Evaluation (RDT&E)
2.0 Scope
The contractor shall provide engineering services to generate a design for the receiver electronics for the STAT sonar array. The receiver electronics shall be optimized for a low electrical noise.
A prototype of the receiver shall be fabricated and benchtop testing shall be performed to evaluate the performance of the receiver electronics.
3.0 Applicable Documents
All documents invoked in this section must be listed by document number and title. These documents may include standards, specifications, and other reference documents needed to identify and clarify the task or deliverable product. These are the documents that the contractor shall follow or risk being in breach of contract.
The following documents apply at the latest revision level available at the time of contract award. During the period of performance, if a document is updated, the latest revision will take precedence. When services or products are required to conform to a specific process, or methodology, the related applicable document is cited in the corresponding SOW paragraph.
3.1 NUWCDIVNPTINST 5200.4H NUWCDIVNPT Publications and Presentations Guide (2 June 2014)
3.2 Acoustic Array Module Specifications – Low Band
4.0 Technical Requirements
4.1 The contractor shall host a kick-off meeting and provide presentation material, including a proposed schedule of tasking identified in this SOW. At the kickoff meeting, the contractor shall address the proposed approach, schedule of tasks, possible pit-falls and risk mitigation.
CDRL A001 – Kick-Off Meeting Presentation [DI-ADMN-81373]
4.2 The contractor shall provide engineering services to generate a design for the receiver electronics for the STAT sonar array meeting the specification defined in Section 3.2. The receiver electronics shall be optimized for a low electrical noise. An electrical circuit model shall be used to determine the electrical performance of the receiver showing gain and phase over the operating band. In addition, the electrical noise spectrum shall be generated. The contractor shall present the tradeoffs used to optimize the noise figure of the receiver. A prototype of the receiver shall be fabricated. Benchtop testing shall be performed to evaluate the performance of the receiver electronics. A comparison of the measured and predicted performance shall be generated. The contractor shall show that the receiver design meets specification.
4.3 The contractor shall provide a Final Report summarizing the overall efforts, process, methods, findings and design as executed under SOW tasking.
CDRL A002 – Final Report [DI-MISC-80805B]
4.4 The contractor shall host, present gathered information and provide technical input at monthly Technical Interchange Meetings (TIMs). The monthly TIMs will serve as the forum to conduct the meetings and presentations identified in sections 4.0 through 4.4. For all assigned tasks, the contractor shall prepare a Contractor’s Status Report (CSR) that indicates the progress of work, status of the program(s), and existing or potential problem areas.
