1.0 Scope of Work
This project is for the delivery of a complete Facility Master Plan for the Lassen National Forest in accordance with U.S. Forest Service Manual requirements. This plan will guide Forest Service leadership in the management of facilities infrastructure over the next ten (10) years.
The Contractor will provide trained, qualified personnel with engineering expertise in facilities management. The team should have at least one member that has fire management experience. Brief resumes of proposed team members shall be included with the final proposal. A three or four person team is anticipated for completion of this project. Three people is the minimum.
2.0 Background
The Lassen National Forest contains 1.2 million acres located in northeastern California. The Forest lies within 7 counties and covers 1,875 square miles. The Forest’s last Facility Master Plan was completed in 2016 and an effort to update the FMP was made in 2019 but was never finished. A new comprehensive FMP needs to be completed to align the infrastructure with current management direction.
3.0 Location
The FMP shall encompass all districts and major administrative sites including work centers. Isolated structures such as lookouts, cabins, communication sites, etc. will not require site visits but shall be included in the FMP with photos, condition data, and recommendations for future use furnished by the Forest for inclusion in the plan.
Office Locations
Lassen National Forest Headquarters Susanville, California
Almanor Ranger District Chester California
Eagle Lake Ranger District Susanville, California
Hat Creek Ranger District Fall River Mills, California
Visitor Center (Recreation but factors into Forest information management)
Old Station Visitor Center Old Station, California
4.0 Contractor Requirements
The FMP shall meet the requirements of the U.S. Department of Agriculture (USDA), Forest Service (FS), Engineering Management (EM) Publication EM 7310-4, National Space Requirements, accessibility, and efficiency. It shall follow an outline like the existing FMP for the administrative sites, Forest Service Handbook (FSH) 7309.11, EM 7310-4, and the USDA FS Building Block Plan.
The plan shall include a new photo of the front of each building at each site. Administrative sites contain a multitude of facility types including offices, warehouses, shops, sheds, staging areas/bone yards, bunkhouses, residences, wastewater systems, water systems, etc. Use updated information including current/planed staffing needs, existing building use/purpose and needs, site plans, historical structures list, structure and site systems, age, size, condition of facilities, etc. in development of alternatives.
Contractor shall conduct a weeklong site visit phase which will include a kick-off meeting with Forest Leadership, Fire Staff, Engineering staff, and others as needed to gather site and operations information; and shall visit each site to gather initial information.
The plan will include recommendations for a sustainable and resilient facility infrastructure that meets the needs of the Forest to carry out the Forest mission for the next 10 years. Recommendations for disposition will be classified in one of the following categories:
• Retain for Existing Use
• Retain of Develop for an Alternate Use
• Decommission (could be conveyance of land and buildings, demolition, or removal)
• Acquire (new construction, purchase, or lease)
5.0 Administrative Site Information
The Forest will provide the following information for input into the FMP:
6.0 Approach Details
The team will interview the Rangers and staff at each site as well as the Forest Supervisor. If personnel are not available during the scheduled site visit week or before the site visit, a questionnaire will be used to gather input. The team will take photos of all significant structures and incorporate the photos into the written plan. The procedure outlined in the solicitation for the report and the reviews will be followed. The team leader and another team member will present the final report to the Forest Leadership Team on a date to be arranged.
Due to time constraints, lookouts, communication sites, and other insignificant remote sites will not be visited. The Forest shall provide photos and data regarding these remote sites and the contract team will enter the data into the report, or the Forest can enter that data after the plan is submitted to the Forest. The following milestones shall be met:
• The Contractor shall furnish a sample of a completed FMP as part of the proposal for review and acceptance by the Forest prior to the initial site visit
• The Contractor shall work with the Forest to establish a mutually agreed site visit schedule and subsequent 60% draft presentation schedule
• The Contractor will present a 60% draft FMP to the Forest Leadership Team in person with at least 2 members of the FMP team
• The Contractor will submit a 90% draft electronically for Forest review and will complete the final draft after receiving the 90% draft comments
