Statement of Work:
1. The Project generally consists of constructing a new, above-ground 17 feet by 20 feet manure storage tank. Proposal shall include all site visits and field verification needed to ascertain information and conditions needed to meet project intent and all requirements listed below in this SOW. There is an existing concrete slab, an electrical panel, and bollards that will require demolition in order to place the new manure storage tank. An existing manure storage tank will remain and shall have new valves installed that will allow for manure to either divert to the new tank or the existing tank.

10. This SOW consists of a written description of the work, record drawings, flooring specifications, referenced standards, Equipment List, Exhibit A, and FAR Solicitation and Contract clauses that are identified in the complete Solicitation package. The SOW is in PDF format. Note that attachments can be minimized or maximized in size for greater clarity. Also, the attached record drawings indicate new work—see redlines and commentary.
11. The Contractor shall furnish all labor, materials, equipment, supplies, transportation, excavation, utilities, supervision, *safety equipment, and incidentals for all elements of the work in accordance with this SOW to provide an installation that is complete and usable in every respect, and ready for use by mailto:jfields@purdue.edu
Final Completion date. * Note: Contractor is solely responsible for safety measures and conformance to applicable requirements in accordance with FAR clauses referenced in Solicitation package.
12. Existing conditions: Contractor shall field verify all existing conditions that may impact the new work and alert the CO immediately if conditions are discovered that differ from the SOW. Contractor shall point out discrepancies--if they exist, prior to performing work. Work not identified in SOW may be treated as unforeseen conditions and priced according to standard FAR contract clauses.
Contractor shall provide (to Technical Representative and CO) daily* pictures that correspond with each daily field report of the Work underway. Note: * = daily meaning each day as the work takes place.
13. General Demolition Notes: Contractor is responsible for removing and hauling away all existing equipment, soil, and the like that will need to be removed for new or modified work. Systems containing hazardous materials must be disposed of according to all applicable environmental standards. All items to be disposed of must be done so in a legal manner meeting all EPA requirements. Note that demolition shall also include removal of items identified in the design documents.
Contractor is responsible for all utility locates. Grass and gravel driveway shall be restored in a condition equal to or better than original.
14. NOTE: Basis-of-design products are indicated in this SOW to convey a specified standard of quality and salient characteristics desired but are not to be considered a single-source specification. Contractor-proposed equals will be considered;
however, the Contractor must compare and validate that quality and salient characteristics are equal and approve the proposed equal products prior to submission for Govt. review and approval. Additional work required to incorporate Contractor-proposed equals shall be at the Contractor’s expense.
Note: In order to be considered equal, at a minimum, the contractor must show that the proposed storage tank has been used in an agricultural use--specifically for hog manure--in a minimum of three projects of similar size and scope.
Contractor proposed equals shall be identified in their proposal, and compatible with Purdue Farm Operations pumping equipment in every regard.
15. Period of performance shall be: 120 calendar days after Notice to Proceed is issued by CO. All submittals shall be distributed to and reviewed by the Govt.
prior to commencing work at the site. Purchase of materials prior to submittal approvals are at the Contractor’s risk.
16. New Work: Provide a new, bolted glass-fused-to-steel panels 17 feet (diameter) by 20 feet (height) (with 12 inch “freeboard”; usable capacity = 30,225 gallon), above-ground animal manure storage tank with side mount pump and load out including agitation nozzle, “S” tube riser, and 6-inch *load out pipes with valves.
*The load out pipe connections must be compatible with the Purdue University Farm Equipment pumping equipment. A fill indicator must be provided to easily ascertain the level of the waste without the need to climb the ladder. Basis of design is: “Harvestore Slurrystore” with a “knuckle roof”, standard anodes, gravity ventilator, roof manway, and OSHA-compliant ladder with grit on rungs.
Storage tank work shall include a suitable foundation per manufacturer’s recommendations—including levelness requirements--and all code requirements, as well as all electrical and plumbing work required for a fully-functioning, turn-key installation. Work shall be performed by skilled tradespeople.

i. in accordance with all local, State, and Federal requirements and;

2. EQIP qualified.
3. Designed for North American climate range.
4. In Indiana, IDEM rules provide storage structure performance standards and basic site restrictions. The design and construction standard referenced in IDEM guidance is the NRCS Conservation Practice Standard Code #313, titled Waste Storage Facility. ii. confirm all as-built conditions that may impact the work;
iii. meet with Location personnel identified above to become familiar with the site and existing conditions and possible constraints;
iv. promptly provide a report to CO and Technical Representative documenting all discussions, information gathered, who the discussions were with, and conclusions reached that differ from this SOW.
17. Contractor shall coordinate and schedule work to minimize shutdown of utility services to research equipment. Coordinate all shutdowns with Location Contact to avoid jeopardizing research.
18. Submittals:
a. Submit to USDA/ARS for review and approval of all items noted above, and all other components intended for use on the project. Submittals shall also include a detailed shop drawing showing the foundation design conforms with referenced standards, meets tank manufacturer’s requirements, along with sub-base and base compaction requirements, and reinforcement details. Provide compaction testing report submittals. The review by USDA shall be for general compliance and not considered an “approval”.
Markings for comments and review of the submittals by USDA shall not be construed as releasing the Contractor from their responsibility for conformance with plans and specifications. Submittals shall be in electronic PDF format that will allow for review comments. Copy list shall include the CO and Technical Representative. Provide a work schedule for review prior to starting work at site. Work schedule shall also show submittal review dates considering a re-submittal. Note that the Govt. may take up to 10 working days to return submittals. A USDA submittal transmittal sheet will be provided to the Contractor at the Pre-Construction meeting.
b. Photos of the work taking place each day, along with a daily report indicating workers present, weather conditions, differing site conditions encountered, and the like shall be provided on a daily basis to the Technical Representative @ Tim.Golden@ars.usda.gov
19. General:
a. In executing the Work; the Contractor shall coordinate access to all areas with Location. Contractor shall verify all parking and security requirements with the Location Monitor; and Jay Johnson. The work cannot negatively impact day to day operations without prior approval.
20. Site Visit: Interested parties are strongly encouraged to visit the site of the proposed work and review the existing conditions there relating to construction and labor, and to be fully informed as to the facilities involved, and the difficulties and restrictions that may affect the performance of the Contract. Failure to visit the site will not disqualify those submitting a proposal. However, change order requests for items that could have been reasonably ascertainable from a site visit (and included in a proposal) will be reviewed by the CO and evaluated accordingly.
