Statement of Work (SOW):

1. This project entails work performance in two separate locations on Badger Army Ammunition Plant located in Sauk County Wisconsin. The Fence Project installs approximately 6,660 linear feet of deer deterrent fencing, and the Gate project constructs an access gate on a service road off US Highway 12. See figure 1.

Install Fence. This project consists of installation of approximately 6,660 linear feet (lf) of eight-foot-high 2096-6 High Tensile wire fence to deny deer access to the fenced property, Field 8100. In addition, two eight-foot-wide double gates will be installed at the locations indicated. See figure 2.

Install Access Gate. The contractor shall install fencing and one motorized slide cantilevered gate at the location in figure 3. The effort will also include installation of a 15 KVA pad mounted transformer. Two access keypads and wireless call boxes will be installed at the gate entrance and exit. At the gate entrance a fifteen-foot-high wood electric utility pole shall be installed. The pole shall have a wireless video camera and an exterior LED Lamp assembly installed.

The contractor shall install approximately 6,660 linear feet (lf) of eight-foot-high 2096-6 High Tensile wire fence to deny deer access to the fenced property, Field 8100 (Dimensions to be field verified prior to bidding). Links shown in this SOW are for illustrative purposes only. The Fencing material is to be 2096-6 High Tensile wire fence,

The contractor can purchase or fabricate two eight-foot-wide swing gates. The eight-foot-wide gate shall be comprised of two 4-foot wide sections. The gates will open either inward or outward of Field 8100. The gates shall incorporate a minimum of eight-inch wheels on the bottom of the gates to facilitate opening and minimize wear and tear on the gate structures. The gates will latch close and facilitate placement of a large pad lock by the end user. The gates shall be constructed of galvanized steel pipe a minimum of 4 inches in diameter.

Fence line post spacing shall not exceed 20 feet. Line posts maybe treated lumber with a minimum dimension of four inches by four inches. Fencing may be stapled to the wood line posts. Corner posts and brace posts shall be galvanized steel with a minimum diameter of five inches. Brace posts shall be configured double H.

All steel piping and fencing shall be hot-dipped galvanized piping that complies with;

All Posts shall be set plumb in concrete footings in accordance with ASTM F567.

Minimum footing depth shall be per manufacturer’s recommendations, but no less than 36 inches. Minimum footing diameter shall be per manufacturer’s recommendations, but no less than 12 in. Wooden Line Posts will receive six inches of compacted Base #3 gravel at the bottom of the post hole prior to installation of post and concrete. Compacted aggregate base material shall be not less than 95 percent as determined by ASTM D1557. Top of concrete footing shall be at grade, crowned to shed water away from the post.

If any galvanized fencing/posts are welded the contractor shall apply cold galvanizing over all welds (after slag has been completely removed).

Concrete for post footings shall be normal-weight concrete with not less than

20.7 MPa (3000 psi) compressive strength at 28 days, 3-inch slump, and 1-inch maximum size aggregate.

Install Access Gate

The contractor shall install a 6-foot-high galvanized gauge 6 steel chain link fencing from existing fencing on each side of the project access road to the gate structure. The gate and fencing will span approximately 60 feet, to be field verified by contractor prior to bidding. The fence post spacing shall not exceed six feet. In addition, a motorized slide gate 6-feet-high made of the same 6-gauge galvanized steel chain link fencing material shall be installed.

The slide gate shall be a cantilever type. The gate shall provide an opening of 24 feet. The electric gate operator shall be rated for heavy duty commercial applications, rated for heavy gate systems of 24 foot widths or greater.

Steel Cantilever Gates are typically constructed with galvanized round tubing.

Top and bottom horizontals rails are often 2-1/2" O.D. (2-3/8" actual) tubing in Sch40 or HF40 grades. 2" O.D. (1-7/8" actual) serve as vertical braces, and 1- 5/8" O.D. diagonal bracing is welded in place to help prevent gate sag.

Domestically made steel or nylon cantilever gate rollers are mounted to the mounting posts, normally two at top and two at bottom. Be sure to use cantilever gate roller covers on all rollers for safety and to protect pinch points. Gate is 'sandwiched' in-between the top and bottom rollers and slides to open and close.

Cantilever gate rollers typically all have a galvanized chassis to prevent rust.

Rollers themselves are available in galvanized steel or nylon. Both are quality rollers which can provide years of uninterrupted service. Steel cantilever gates can be made to close gate openings 30' wide plus.

The cantilever rollers shall be comparable to (Basis of Design) DAC industries 5658, Round Cantilever Gate Roller Assembly, Graphite Impregnated Nylon.

The rollers shall have protectors installed.

• hot rolled steel chassis

• hot dip galvanized chassis

• pressed steel chassis

• rollers manufactured from virgin resins with no recycled materials to compromise the strength of the finished product

• UV (ultra-violet) inhibitors to protect against deterioration of the plastic by sunlight

• Compression molding under 50,000 p.s.i. of pressure

• premium graphite impregnated nylon rollers

• double bearings to handle extremely large gates

• permanently lubricated sealed bearings

• bearings are press fit

• nylon embedded steel lock nut holds the roller onto the chassis

SLIDE GATE COUNTER-BALANCE: Counterbalance should be approximately 1/2 the length of the gate opening, the counter-balance may need to be longer so the operator can 'pull' the gate shut by the rear of the counter balance. Always choose the operator and gate before construction begins.

POST SIZES: Generally steel chain link cantilever slide gates require 3" O.D.

roller posts for widths up to 10' opening size. Use 4" O.D. posts up to 20' and 6- 5/8" O.D. posts up to 32'. These specifications are for 6' high gates and shorter.

For taller gates increase post sizes at each step and use 8-5/8" O.D. posts for 32' gates.

CONCRETE FOOTERS: 18" diameter x 42" deep is recommended for 3-4" posts, 24" diameter x 42" for 6-5/8" O.D. posts and 30" diameter x 48" for 8-5/8" O.D. posts. Increase bottom diameters 6"; creating a bell-shaped hole. The up and down stress with these type gates will 'work' even the largest posts out of the ground. Poor soil conditions, such as sand, will require larger footers.

All fencing will be topped with three rows of barbed wire fencing, with a minimum spacing of eight inches and no more than twelve inches between barbed wire strands. The barbed wire attached to the to the sliding cantilever gate may be adjusted to allow opening and closing of the gate. The barbed wire shall conform to the requirements of ASTM A 121, Standard Specification for Metallic- Coated Carbon Steel Barbed Wire with galvanizing meeting ASTM 641, Standard Specification for Zinc Coated (Galvanized) Carbon Steel Wire. The wire will be new and consist of 2 twisted strands of 15.5-gauge minimum high tensile wire with galvanizing. The wire supplied must carry a 20-year supplier’s warranty or documentation from the supplier that the wire will remain durable for the practice lifespan. The barbs shall be minimum 2 point on 5-inch centers.

All steel piping and fencing shall be hot dipped galvanized that complies with;

20.7 MPa (3000 psi) compressive strength at 28 days, 3-inch slump, and 1-inch maximum size aggregate.

If any galvanized fencing/posts are welded the contractor shall apply cold galvanizing over all welds (after slag has been completely removed).

The contractor shall procure two Wisconsin DOT W54-62 Warning signs and permanently attach one sign to the center of the slide gate, and the other sign shall be placed 100 feet in front of the slide gate on a galvanized steel 2.375 inch by 120-inch pole on the right side of the road entering the restricted area. The pole sign shall be a minimum of 72 inches above grade. The pole shall meet the same specifications as the galvanized fencing poles. The footings for the pole shall meet manufacturer’s recommendations.

The contractor shall coordinate with the Wisconsin DOT in placement of the pole sign.

The message on the pole sign is;

Research Area

For the base material, use aluminum alloy 5052-H38 complying with ASTM B209. Sign shall comply with Wisconsin DOT Sign Specification 637.

Ensure sign blanks are free from laminations, blisters, slivers, open seams, pits from heavy rolled-in scale, ragged edges, holes, turned-down corners, or other defects that might affect their appearance or intended use. Use blanks conforming to the Aluminum Association, Inc., requirements for commercial flatness and uniformity of thickness. Perform shearing, cutting, and punching before coating and applying reflective or other surface material.

Ensure that the sheared edges of sign blanks are straight and free from tears or raggedness. Round corners unless the plans show otherwise. Ensure punched or drilled holes are round; free from tears, raggedness, and distortion of the metal; and of the diameter and location the plans show.

Degrease, etch, and coat the sign blank on both sides with a chromate treatment conforming to ASTM B921, class 2.

Furnish material that equals or exceeds the following nominal thickness for the indicated sign width: WIDTH NOMINAL THICKNESS

30 inches and under ......................................................... 0.080 inch

Greater than 30 through 36 inches................................... 0.100 inch

Over 36 inches.................................................................. 0.125 inch

Ensure the sign is insulated from the galvanized steel fence/pole to prevent galvanic interaction between the dissimilar metals.

The slide gate will span approximately 24 feet. The connecting fencing will span approximately seventeen feet on each side of the slide gate for a total of approximately 60 feet.

The fencing connecting the motorized gate to existing fencing will have to transition drainage ditches on each side of the road. The ditch bottom elevations vary from the road elevation by up to seven feet. Contractor to field verify prior to proposing. There are to be no gaps between ground level and the bottom of the fencing exceeding three inches.

All electrical work shall comply with the latest edition of the NFPA 70 National Electrical Code (NEC).

The gate is to be activated by entering a code into the keypad. The call box shall be networked to a cell phone rather than a base station. A keypad/call box system shall be installed on each side of the gate. The keypad call box shall be installed on a commercial grade/exterior rated pedestal at a level that is accessible by an individual sitting in a car/pickup truck. The keypad/call box shall be commercial grade rated for exterior use.

There is existing power, pole mounted, within 75 feet of the gate site. The contractor shall tap into the existing power and install underground primary power to a pad mounted 15 KVA transformer installed inside the fence/gate. The primary power maybe either 4.8k or 12.7k volts, the contractor shall field verify primary power prior to proposing. The transformer will provide power to the motorized gate, exterior LED light, wireless security camera, keypads and wireless call boxes. The contractor shall be responsible for coordinating with local personnel and utilities on the tie into the existing power.

The exterior light shall be a minimum of 300 watts output and be photocell activated. The light shall be installed on the electric utility pole installed by the contractor. The pole shall be a class 10 wooden pole with a minimum height from ground level of 15 feet complying with ANSI 05.1 and treated according to the latest American Wood-Preservers’ Association (AWPA) standards. The pole shall be located inside the gate/fence structure.

The security camera shall be a wireless camera powered by on-site contractor installed power. The camera shall have on-board wi-fi retrievable memory with a minimum capacity of 7 days. After 7 days, the memory resets and records the next 7 days. The camera shall be accessible by cell phone by code. The camera will have a minimum transmit range of 5000 feet.

2. Shop Drawings. Shop drawings and manufacturer’s data sheets shall be required for this project.

Manufacturer’s Data: Include construction details, material descriptions, dimensions of individual components and profiles, and finishes for chain-link fences and gates.

3. Gates and hardware.

Shop Drawings: Show locations of fences, gates, posts, rails, tension wires, details of extended posts, extension arms, cantilever gate, gate operator, or other operation, hardware, and accessories. Indicate materials, dimensions, sizes, weights, and finishes of components. Include plans, gate elevations, sections, details of post anchorage, attachment, bracing, and other required installation and operational clearances.

All shop drawings and manufacturer’s data sheets must be submitted to and approved by the government prior to commencement of work.

7. Contractor shall coordinate all work activities with the Location prior to starting any work. 9. The Contractor shall furnish all labor, materials, equipment, supplies, transportation, utilities, supervision, *safety equipment, and incidentals for all elements of the work in accordance with this SOW to provide an installation that is complete and usable in every respect, and ready for use by Final Completion date. * Note: Contractor is solely responsible for safety measures and conformance to applicable requirements in accordance with FAR clauses referenced in Solicitation package.

10. NOTE: Basis-of-design products are indicated in this SOW to convey a specified standard of quality and salient characteristics desired but are not to be considered a single-source specification. However:

The Contractor must compare and validate that quality and salient characteristics are equal and approve the proposed equal products prior to submission for Govt.

review and approval. Additional work required to incorporate Contractor-proposed equals shall be at the Contractor’s expense.

11. Period of performance shall be: 150 calendar days after Notice to Proceed is issued by CO. All submittals shall be distributed to and reviewed by the Government prior to commencing work at the site. Purchase of materials prior to submittal approvals are at the Contractor’s risk. The Fence and Gate projects may be executed concurrently.

12. Existing conditions: Selected Contractor shall field verify all existing conditions that may impact the work and alert the CO and Technical Advisor immediately if conditions are discovered that differ from the SOW. Contractor shall point out discrepancies between work identified in this SOW and actual field-verified conditions--if they exist, prior to performing work. Items not identified in SOW may be treated as unforeseen conditions and priced in accordance with standard FAR contract clauses. Contractor shall provide (to CO and Technical Advisor) daily pictures that correspond with each daily field report of the Work underway.

The daily pictures and Field Reports shall be submitted on a daily basis.

14. Submittals:

Use ARS submittal/transmittal form included with this SOW for each submittal.

Submittals are required for each product used, as well as for various testing requirements. Submit to USDA/ARS for review and approval of all items noted above, and all other components intended for use on the project associated with the products noted above. The review by USDA shall be for general compliance with Statement of Work. Markings for comments and approval of the submittals by USDA shall not be construed as releasing the Contractor from compliance with the specified requirements. Provide submittals in editable PDF format.

Provide a work schedule including a full, detailed plan for dust mitigation and containment for review prior to starting work at site.

Work schedule shall also show submittal review dates considering a re-submittal, along with a submittal schedule showing each submittal coordinated with installation or application dates. Note that the govt. may take up to 10 working days to return submittals. Submittals may be distributed via email to Tim.Golden@usda.gov and CO. CO contact information will be provided at a Pre-Construction meeting. Contractor shall take meeting minutes and distribute to CO and Technical Advisor. Submittal transmittal sheets shall accompany each submittal. The submittal transmittal sheet will be distributed at the pre-construction meeting.

Photos of the work taking place each day, along with a daily report indicating workers present, weather conditions, differing site conditions encountered, and the like shall be provided on a daily basis to Tim.Golden@ars.usda.gov

CLOSEOUT SUBMITTALS

A. Operating and Maintenance Data. Compile all approved submittals on a thumb drive to be provided to the Location.

B. Warranties: Executed copies of approved warranty forms.

15. General:

In executing the Work, the Contractor shall coordinate access to all areas with the Location. Contractor shall verify all parking, security, and health requirements with the Administrative Officer. All work must also be coordinated with Location personnel who will be identified in a preconstruction meeting. The work cannot negatively impact day to day operations, including air quality.
