Statement of Work (SOW) Project: Bldg 154 and 402 Support, Trane Chiller Maintenance

GENERAL INFORMATION

1.0 Scope of Work: The USDA National Centers for Animal Health, 1920 Dayton

Ave, Ames, IA, 50010 has a requirement for a 1-year base period contract with four 12 month option periods for seasonal maintenance to be performed on Chillers #6 and #7 in Bldg. 154 and the RTU at Bldg. 402. Seasonal maintenance on Bldg. 154 #6 Trane 1050 Ton Absorption Chiller (MN ABTF105GS, SN L06G03556) and Bldg. 154 #7 Trane 1050 Ton Absorption Chiller (MN ABTF105GS, SN L06G02675) and Bldg. 402. Roof Top Unit 12 ½ tons (PVW12M40800R, SN

CST1054).

2.0 Background: Seasonal maintenance on Bldg. 154 #6 Trane 1050 Ton Absorption

Chiller (MN ABTF105GS, SN L06G03556) and Bldg. 154 #7 Trane 1050 Ton Absorption Chiller (MN ABTF105GS, SN L06G02675) and Bldg. 402. Roof Top Unit 12 ½ tons (PVW12M40800R, SN CST1054).

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

Contractor/vendor Qualifications Work on/for this project shall be completed by technicians with at least 5 years of experience and fully trained and current on repair, rebuilding and service of Trane absorption chillers. All technicians shall be universally licensed by the EPA for refrigeration maintenance. All parts used by contractor will be OEM. Disposal of all parts and fluids will be done per EPA standards. All work shall result in a chiller in compliance with Trane corporate policy for field service of absorption chillers. Non- Trane contractors shall provide documentation in writing whereby the Trane Corporation acknowledges that Trane will provide contract maintenance and repairs service on the chillers as if the work was completed by Trane. Trane technicians trouble/service call response time for the warranty needs to be less than 24 hours. Bidders shall provide a list of at least 3 projects of similar size and scope. This documentation is to be provided with the proposal.

INSPECTION AND MAINTENANCE PROGRAM

PERIOD OF COVERAGE

Option year #1 and option year #4 shall include Eddy Current testing for the evaporator and condenser on chillers #6 and #7.

The quote shall be inclusive of all site time and travel costs to include pricing for 16 hrs of additional service/trouble call associated with service/trouble calls and one 4-hour customer training session per year.

Note: Customer training session will consist of an on-the-job Training question/answer session led by the contractor on the chillers operation and chiller plant operations when requested by the USDA. The contractor shall provide list of topics and scope of training for roof top units and absorber chillers in the quote.

III. Spring Start Up (April to May). One Spring Start up inspection will be performed including the following.

A. Purifier Purge System.

• Inspect air-cooled condenser coil and clean as needed.

• Perform purge system control check.

• Inspect the purge compressor belt and tighten if needed.

• Check purge pump-out system for proper operation.

• Change the purge compressor oil (Dispose of the used oil).

• Start-up purge and check for proper operation.

B. Basic Maintenance.

• Meg ohm bromide, refrigerant pump motors and record readings.

• Check Micro settings.

C. Electromechanical Pump Starters On Absorbers.

• Check and tighten all terminals as needed.

• Check condition of contacts for wear, pitting, etc, and record condition.

D. Chiller Start Up and Check Out.

• Start chiller up, check out and log.

General Items Review maintenance procedures with USRO Supervisor or Work Leader and make recommendations for additional service or repairs, if required.

IV. SCHEDULED PREVENTATIVE MAINTENANCE (June to August). One inspection during the operating season shall be made including.

A. Check operation of purge system.

B. Check micro settings.

C. Check refrigerant water trim level and general operation of machine.

NOTE: For item D below, each absorber will need to be cycled off for proper removal of bromide sample.

D. Remove 1-dilute bromide sample per chiller to check for.

1. General Appearance.

2. Suspended Solids.

3. Specific Gravity.

4. Lithium Bromide Levels.

5. Send the sample in for analysis. Provide the customer a copy of the results of sample and any recommendations.

E. Complete operating log of temperatures, voltages and amperages.

F. Review maintenance procedures with USRO Supervisor or Work Leader and make recommendations for additional service or repairs, if required.

V. Cooling Season Inspection and Startup (April - May).

A. Check condition of control contacts for wear, pitting, and erosion.

B. Check and tighten control panel terminals as needed.

C. Meg compressor, fan motor(s) and record the readings.

D. Inspect safeties.

E. Inspect belts.

F. Verify proper alignment of pulleys.

G. Inspect all fan brackets and motor supports for proper integrity.

H. Check crankcase heaters for proper operation.

I. Inspect condenser coil and chemically clean.

J. Check control panel alarm/event log.

K. Inspect filters and notify owner if replacement is required.

L. Place the unit in operation.

M. Verify operation of economizer system.

N. Verify operation of the evaporator airside.

O. Log voltage, amperages, operating temperatures, superheat, and refrigerant pressures of the unit.

P. Check and verify operation of rooftop unit and VAV system controls.

Q. Check control panel alarm/event log.

R. Verify unit thermostat controllers operate properly.

S. Provide a written report of work completed and indicate all detected deficiencies.

VI. Seasonal Cooling Inspection (June – August).

A. Check operation of the unit.

B. Check and verify operation of rooftop unit and VAV system controls.

C. Check control panel alarm/event log.

D. Verify unit thermostat controllers operate properly.

E. Log voltage, amperages, operating temperatures, superheat, and refrigerant pressures of the unit.

F. Inspect filters and notify owner if replacement is required.

G. Provide a written report of work and indicate detected deficiencies.

VII. Heating Season Inspections and Startup (October - November).

A. Place heating section in operation.

B. Verify unit thermostat controller operates properly.

C. Check operation of heating control circuit including interlocks.

D. Measure temperature rise through heating section.

E. Heating System Inspection.

F. Check operation of gas train components.

G. Check burner sequence of operation.

H. Check combustion blower assembly and clean if required.

I. Check gas pressure to unit and/or at manifold (if applicable).

J. Inspect flame condition.

K. Inspect and verify proper operation of control valves.

L. Log unit.

M. Provide a written report of work to the USDA and indicate detected

8.0 Security Requirements: The names of contractor employees will be given to the guard desk to verify employee requesting access to site.

NCAH is a secure facility. The contractor shall follow the following requirements:

Contractor personnel shall sign in and sign out every time they enter or exit the facility.

Contractor personnel shall present a valid photo government issued ID every time they enter the site.

Contractor personnel shall be supplied a NCAH badge that must be displayed at all times while on site.

Contractor personnel shall return the NCAH badge every time they leave the secure facility.

Contractor personnel shall be escorted at all times while within the secure areas of the NCAH facility.
