Statement of Work HVAC & Mechanical System Maintenance

NOAA/NCCOS/Cooperative Oxford MD Laboratory

Background:

The NOAA/NCCOS Cooperative Oxford Laboratory (COL) located at 904 South Morris Street, Oxford, MD requires annual preventative maintenance services of all HVAC and mechanical systems located at the 904 S. Morris Street, Oxford, Maryland facility. NCCOS anticipates awarding a four (4) year contract which shall consist of one base year and three (3) one-year options years, exercised at the discretion of the Government. Work shall be in conformance with all applicable federal, state, and local regulations and the NOAA Environmental Management System (see below). For additional information concerning the requirement, please contact the Government Point of Contact, Mr. Greg Wilson.

Site Visit:

Offerors are strongly encouraged (but not required) to conduct a site visit to review all existing conditions affecting the requirements in this statement of work, and to familiarize themselves with site constraints, building layout and conditions for purposes of formulating quotes. It is the Contractor’s responsibility to confirm existing conditions and evaluate requirements listed in the Statement of Work herein. The Contractor must confirm accuracy of any and all dimensions. Failure to determine existing conditions will not be considered a basis for granting additional compensation. Offerors wishing to schedule a site visit shall contact the Government Technical POC:

Greg Wilson Phone: (443) 684-5393 greg.wilson@noaa.gov

Objectives:

In order to ensure uninterrupted and energy efficient operation of all HVAC equipment, mechanical and other associated systems, the COL requires a comprehensive maintenance program including:

1. Quarterly (four annual) preventative maintenance visits and bi-annual (two annual) maintenance inspections

a. Bi-annual Maintenance inspections shall consist of all mechanical and HVAC equipment, cleaning, and system-wide evaluations.

b. Quarterly preventive maintenance visits shall include filter changes, belt maintenance and replacement as needed, and other preventative maintenance as required or recommended by the manufacturer or Best Industry Practices. This shall also include any minor repairs such as adding refrigerant or other minor repairs easily performed to ensure systems remain running.

2. All work is to be performed in accordance with manufacturer’s guidelines by factory trained and certified technicians.

3. Within two weeks after the bi-annual inspections, a written report shall be submitted outlining the work performed, equipment condition, and any recommended corrective actions or potential equipment concerns.

4. The contractor shall provide a preferred customer labor rate and parts percentage discount for each of the four periods of performance which may be used to make necessary repairs from preventative maintenance conditions found and system failures experienced at COL during the Period of Performance of this contract. These repairs would be outside of normal preventative maintenance and inspections as listed in this Statement of Work.

mailto:greg.wilson@noaa.gov

1. Any repairs identified during the preventative maintenance and outside the scope of this contract shall prepare a written estimate which shall be provided to the Contracting Officer and Government Technical Point of Contact.
