Statement of Work (SOW) Project (Product):
Purchase of a Total Organic Carbon (TOC) / Total Nitrogen (TN) analyzer
GENERAL INFORMATION
1.0 Scope of Work: Vendor is to deliver a new TOC/TN analyzer with integrated autosampler, analytical software, installation, and operator training.
2.0 Background: A TOC/TN analyzer uses total combustion to analyze organic carbon in aqueous media. While usually used for environmental work, this instrument is required to evaluate total carbon and nitrogen in research samples.
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks:
Technical Specifications:
1. Halogen scrubber to remove corrosive gases produced when measuring samples containing salts
2. Total Carbon (C) detection range of 50 μg/l to 30,000 ppm, or better
3. Total Inorganic Carbon (IC) detection range of 50 μg/L to 3,000 ppm, or better
4. N detection range of 5 μg/l to 10,000 ppm, or better
5. Ability to program and store furnace temperatures to accommodate various methods
6. Dilution feature to automatically detect samples that have exceeded the selected calibration range and dilutes them to fall within the selected range
7. Multiple pre-set application ranges for analytical requirements
8. Auto-calibration eliminates the need for manual standard preparation
9. Auto-blanking capabilities
10. TOC/TN analyzer footprint not to exceed W (15”) x D (30”)
11. Integrated autosampler with 1-10 ml sample vials and capacity to hold minimum of 90 tubes. Autosampler footprint not to exceed W (15”) x D (30”)
12. Installation

14. 1-year warranty
15. Free technical support for the life of the instrument
4.0 Government Furnished: Government will supply a standard loading dock to accept delivery of the unit. Government-furnished support for installation is limited to security access to the equipment in the NCAUR facility, adequate working space, heat, light, ventilation, air conditioning, electric current and outlets for the use of company employees. Reagents, such as purified water, will also be made available for operator training.

8.0 Security Requirements: A copy of an official government photo ID (State-issued driver’s license or ID card, passport, green card, etc.) may be required no later than one week before arrival of contract service technician(s) except in the case of emergency service, where only the name of the technician provided via email or telephone will be necessary. Security access to the NCAUR facility will be provided based on this identification requirement. Freight drivers and technicians must comply with current NCAUR COVID-19 pandemic guidelines.
9.0 Data Rights: Not applicable.
10.0 Section 508 – Electronic and Information Technology Standards: Not

11.0 SECTION 889 OF THE NATIONAL DEFENSE AUTHORIZATION ACT
CERTIFICATION:
Offeror will represent that:
(1) It will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation.
(2) After conducting a reasonable inquiry, for purposes of this representation, the Offeror represents that it does not use covered telecommunications equipment or services, or use any equipment, system, or service that uses covered telecommunications equipment or services.
