STATEMENT OF WORK

REGIONAL SITE MAINTENANCE AND MINOR CONSTRUCTION

FOR TEN SITES: (1) MINGUS, (2) FORMER PRESCOTT SPORTSMEN’S CLUB SHOOTING RANGE (PSC), (3) MONEY METALS AND PROVIDENCE MINES, (4) ) BLUE GATE MINE, (5) ROCK HOUSE ASBESTOS ROAD SITE, (6) PHILLIPS ASBESTOS MINE AND MILL SITE, (7) SHUMWAY MINE, (8) FLUX MINE, (9) LEAD QUEEN MINE SITE, AND (10) BITTER CREEK

PRESCOTT, TONTO, CORONADO, AND CARSON NATIONAL FORESTS

C-1 PROJECT DESCRIPTION and LOCATION

1. Project Description

Project consists of site maintenance and minor construction of ten (10) sites. Minor site maintenance includes reconstruction/construction/repair of erosion control measures, rock check dams, fences, forest roads, surface water sampling, abandonment/closure of two monitoring wells; and other mine site restoration such as hydro seeding. Several years ago, the Forest Service performed an environmental remediation at ten former mine sites and now require minor maintenance. The activities performed during the environmental remediation are briefly described herein in the Project Background and Location section of this Statement of Work.

2. Project Background and Location

(1) Mingus Site:

The remediation consisted of excavation of approximately six inches of soil on the slopes and placing into the containment cell; excavating for the large vehicle off-loading and parking lot then using the clean excavated material for 2’ of cover on the cell; constructing diversion channels with rock check dams around the cell; installing boulders along the FR 473 to block access; general site grading, installing erosion control wattles and rock check dams, and hydroseeding the site.

The Mingus Site is located 1.2 miles southwest of Cottonwood, Airport. The site is adjacent to Forest Road (FR) 493. The legal description of the site location is the northwest corner of Section 8 and the southwest corner of Section 5, Township 15 North, Range 3 East. The approximate latitude and longitude of the center of the site is N 34o 43 minutes, 4.76 seconds, W 112o 3 minutes, 20.83 seconds at 3,850 feet above sea level. The site is in the Prescott National Forest.

Access to the site is blocked by large boulders set in place from the previous environmental cleanup. The cleanup was performed in 2017, and the area has since grown vegetation. Currently, erosion has exposed underlying trash. The northeast corner of the site has been repurposed as a parking lot and staging area.

(2) Prescott Sportsmen’s Club Site (PSC Site):

The remediation consisted of excavation of approximately 4,382 cubic yards of lead-contaminated soil and sediment from various areas of the site and disposed off-site. The underlying surface of flat removal was treated with lime. After completion of all construction activities, 2,750 linear feet of certified weed-free straw wattle were installed along the toe of berms, toe of catch basins, flowline of drainages, and slopes where surface runoff would most likely cause erosion. After final grading, roughening of smooth surfaces, installation of drainage features, the about 5 acres were hydroseeded.

The former Prescott Sportsmen’s Club (PSC) Shooting Range (Site) is located north of Iron Springs Road and east of Forest Road 374 in the north suburbs of Prescott, Arizona, in Yavapai County. The legal description is SE 1/4 Section 13 and the NE 1/4 Section 24, Township 14 North, Range 3 West, of the Gila and Salt River Base and Meridian. Access to the site is blocked by large boulders and a gate.

(3) Money Metals Site Mines The remediation included consisted of (1) construction of a containment cell; (2) excavation and hauling of mine waste material to the containment cell; (3) concrete cloth was used to cover the containment cell; (4) revegetation of all disturbed areas. There was approximately 613 cubic yards of waste placed in the consolidation cell at Money Metals. The work at Providence consisted of (1) construction of containment cells; (2) excavation and hauling of mine waste material to containment cells; (3) revegetation of all disturbed areas. There was approximately 1,802 cubic yards of waste placed in the consolidation cells at Providence. The sites are in the Big Bug Mining District, on the Bradshaw Ranger District of the Prescott National Forest.

The site is reached from U.S. Highway 69 by heading south on Walker Road to Big Bug Mesa Road, then south on Big Bug Mesa Road for approximately 4.5 miles to an access road turnoff. The site is located 0.4 mile down the steep and narrow access road. The legal description is Township 12 1/2 N, Range 1W, in Section 32 of the Gila and Salt River Base Line and Meridian. The latitude is 34° 25' 45.60 “N and longitude is 112° 23' 14.90” W.

(4) Blue Gate Mine:

The Blue Gate Mine was part of the Upper Pinto Creek Mines remediation. A total of 620 cy of waste rock was excavated from piles, portals, and shafts at Henderson Ranch and Blue Gate, placed in the consolidation cell, and covered with native soil and a stream diversion channel was installed east of and adjacent to Blue Gate Adit.

The Blue Gate Mine Site is located on Tonto National Forest, Gila County, Arizona, within the Upper Pinto Creek watershed, in T1S, R14E, Section 22 at Latitude 33° 19’ 33.1” and 110° 55’15.3”.

The mine is accessed from Phoenix via US 60 east towards Pinto Valley. From US 60, head south along FR 349 to FR 3141. Continue along FR 3141 to FR 349.

Travel west along FR 349 to Pinto Creek. Henderson Ranch Mine is located along the road to Blue Gate.

(5) Rock House Asbestos Road Site:

The remediation consisted of construction of a containment cell, excavation and hauling of asbestos mine waste material from the road and the waste rock pile to the containment cell, repair of drainages damaged by the placement of waste material, and permanent closure of the road and revegetation of all disturbed areas. The Site was approximately 0.8 miles of FR 202C plated with asbestos mine waste material and a pile of asbestos waste of approximately 3,000 cubic yards

Forest Road 202C (Site) located near Young, Arizona. Forest Road 202C is a 0.8-mile segment located off of Forest Road 202 on National Forest System (NFS) lands under the jurisdiction of the U.S. Department of Agriculture Forest Service (Forest Service), Pleasant Valley Ranger District of the Tonto National Forest, Arizona.

The site is approximately 25 air miles south of the intersection of Highways 260 and 512, and about 14 air miles southeast of Young, AZ. Access to the Site is off Forest Road 202. The Site is approximately 180 acres. The legal description is Township 7 N, Range 15 E, in Section 22 of the Gila and Salt River Base Line and Meridian. The latitude is 33° 55' 55.4526" N and longitude is 110° 48' 4.2625" W.

(6) Phillips Asbestos Mine and Mill Site:

The remediation included demolition and onsite disposal of structures and foundations, soil and waste rock excavation, removal and disposal at an onsite consolidation cell, and removal and offsite disposal of petroleum contaminated soil.

Site is located north of Globe, Arizona; approximately 26 miles on U.S. Highway 60 onto Forest Road (FR) 473 for 4 miles. The Site is approximately 362 acres on the Globe Ranger District of the Tonto National Forest, Gila County, in Sections 28 and 33, Township 5 North, Range 17 East, Gila and Salt River Base Line Meridian.

(7) Shumway Mill Site:

The remediation consisted of excavation of approximately 10,500 cubic yards of tailings and waste rock containing lead and arsenic, 537 cubic yards of pyretic ore, non-mineralized rock, asphalt, granite, and imported ore (feed ore), and 241 cubic yards of contaminated surface soil contaminated by barrel storage, litharge, refuse, ore staging practices, and trash. The tailings and the waste rock were consolidated and contained in a cell, and capped with clean soil. The cell was also graded and seeded.

The Site is located four miles south of the town of Payson, Arizona, directly adjacent to State Highway 87. Section 21, T. 10 N., R.10 E., Latitude N34 11’ 25”N, Longitude W111 19’ 56” W in Gila County. The site is in the Tonto National Forest.

(8) Flux Mine Site:

The remediation included filling the main shaft with approximately 12,000cy of waste rock to prevent access to underground workings and cutting a drainage channel into the hillside adjacent to the dump contour to collect runoff and minimize seepage. ASARCO also re-contoured and benched the waste rock dump area before placing one foot of clean soil on top of the waste and seeding with native vegetation. A constructed wetland was also put in place near the perennial spring in the Flux Canyon drainage.

The Flux Mine (Site) is located approximately 60 miles southeast of Tucson Arizona, and approximately 12 miles south of the Town of Patagonia. The site is located in Township 22 South, Range 16 East, Section 30, Gila and Salt River Meridian, in the Harshaw Mining District of Santa Cruz County Arizona in the Alum Gulch/Flux Canyon Watershed, Coronado National Forest.

To access the mine from the town of Patagonia, take a left turn from AZ highway 82 onto Flux Canyon Rd (NFSR 812). Continue on this road until NFSR 5785. Take NFSR 5785 down to the site. Both forest roads are minimally maintained and will require the use of high clearance 4 wheel drive capable vehicles.

(9) Lead Queen Mine Site The remediation consisted of excavation and hauling waste rock material to an on-site consolidation cell covered with 2-4 feet of native soil and revegetated. Bat-friendly grates were installed at two of the six mine openings; the other four openings were sealed using polyurethane foam. In addition, eleven zeolite gabion basket structures were built in the stream channel at various locations downstream of the main adit with the goal of increasing the pH of the stream and reducing heavy metal concentrations from the surface water.

In July 2019, to prevent acidic and heavy metals laden water from discharging out of the Main adit and surrounding cracks, a concrete hydraulic plug approximately 85 feet inside the adit was installed. The spur road that led from the staging area to the adit was decommissioned. The road was contoured on both sides and the stream channel was re-graded to return flow to its previous path. Wattles were installed parallel to the slope every 10ft to prevent erosion. Disturbed areas were hydroseeded and large rocks were moved to the exit of the staging area to deter the public and cows from entering the site

The Lead Queen is located on the .Coronado National Forest. Access to the Site is east from Tucson on Interstate 10 about 23 miles to exit 281, and south on State Highway 83 for about 26 miles to State Highway 82 for 13 miles to the town of Patagonia. Take McKeown Avenue east near the Patagonia Post Office and the road turns into Harshaw Road. Travel south on Harshaw Road about 5.2 miles and turn right on Forest Road 4649. Take this road about 0.6 miles and turn right on Forest Road 4684. Take route 4684 about 1.5 miles and park the vehicle. Travel by foot about 0.4 miles over desert terrain to reach the north dump site. Roads are minimally maintained by the Forest Service and may only be accessed by 4-wheel drive vehicles.

The legal description is Township 22 S, Range 16 E, NW ¼ in Section 33. The latitude is 31.484815 and longitude is -110.718891.

The town has a population of approximately 1000.

(10) Bitter Creek Mines The mine waste was removed and placed in consolidation cells. The waste rock from the Midnight was consolidated in one cell and the waste rock from Keystone Mine was consolidated in another cell. Mine waste from the remaining mines was hauled away and placed in a central consolidation cell on a ridge in Bitter Creek drainage (Bitter Creek Repository), approximately one-half mile south of Big Five Prospect. The Bitter Creek Repository was designed to accommodate approximately 31,400 cubic yards of contaminated waste rock and tailings from the Bitter Creek mines. The consolidation cell was capped with an engineered cover system designed to shed water from the surface of the cell. The repository is on federal lands administered by the Carson National Forest.

The Bitter Creek is located within the Questa Ranger District of the Carson National Forest. It is situated in the mountains surrounding the town of Red River in the north-central part of Taos County, New Mexico. The Red River Mining District surrounds the Town of Red River in Taos County, in north-central New Mexico, and is approximately 12 miles east of the town of Questa. Vehicular access is restricted from the mine sites in the upper watershed. Bitter Creek can be accessed via High Street (west of downtown Red River) from New Mexico State Highway 38 and, after entering the Carson National Forest, by foot or horseback following the Bitter Creek hiking trail.

SCOPE OF WORK

The purpose of this Scope of Work (SOW) is to perform site maintenance and minor construction including minor reconstruction/construction/repair of erosion control measures, rock check dams, fences, forest roads, abandonment/closure of two wells; and other mine site restoration such as hydro-seeding at ten environmental remediation sites: Mingus, PSC, Money Metals and Providence Mines, Blue Gate Mine, Rock House Asbestos Road, Phillips Asbestos Mine and Mill, Shumway Mill, Flux Mine, Lead Queen Mine Site, and Bitter Creek Sites.

(1) Mingus Site:

Current Site Condition: Erosion has exposed underlying trash. The northeast corner of the site has been repurposed as a parking lot and staging area. The cell is well vegetated with the exception of thinning on the first three rows of waddles. Elsewhere, pockets of micro trash were observed on the surface along with at least two old tires protruding from the subsurface. Near the entrance to the site, multiple swales were spread along a corridor that merge leaving the site. Check dams are experiencing translation, especially in the deep erosion ditch south of the site.

The Contractor shall perform the following:

· Furnish imported soil (approximately 200 cubic yards). Material is to be spread 2”-3” thick and compact throughout the areas where trash is exposed by erosion as directed by the COR.

· Furnish imported rip rap (10 cubic yards) and place in trenches/ditches to prevent erosion.

· Furnish and apply Prescott NF seed mix by hydraulic method (4 acres)

· Furnish and apply mulch (4 acres)

· Remove and dispose of surface trash and debris - approximately 0.25 tons (500 pounds) Construction of approximately 1200 square feet of swales to control runoff leaving the east side of the site. Area to be remediated is delineated in the included map and by the COR on-site.

Construction of 21 rock check dams along swales. Dams shall have lengths ranging from 25’-35’ shall be spaced 20’ apart in the areas shown on the map provided on the left.

(2) PSC:

OHV tracks and thin vegetation west of the site Rutting above the former parking lot

Current Site Condition: The western area vegetation is scarce, and needs re-seeding. The parking area is fairly bare and needs to be reseeded. Before seeding, the area shall be scarified. Temporarily remove the boulders to hydro-seed the area. After seeding, place the boulders back close to the original position Surface Degradation PSC Reseeding Area

The Contractor shall perform the following:

Move the boulders at the gate temporarily (and re-place) to access the site Furnish and apply Prescott NF seed mix by hydraulic method to the west section of the site (2 acres) Furnish and apply Prescott NF seed mix to road sections and the parking area (scarify the areas before seeding) of the site using hand broadcast method (2 acres) Furnish and apply wood fiber mulch (4 acres)

(3) Money Metals Mine and Providence Mine The contractor shall perform the following at Money Metals Mine:

· Collect 3 surface water samples and analyze by EPA 200 Series –Total and Dissolved Metals: As, Be, Cu, Cd, Cr, Co, Mn, Mg, Ni, Pb, K, Zn (including Mercury)

Surface Water sampling: Effort will be made to schedule work to coincide with the best time for the presence of surface water as this is the primary media of concern.

Photographing the sampling activities, including post-sampling photographs of the area to document the sampling locations; and Recording the location of the subsampling locations with a handheld GPS device, identify this location in the sketch for reference The contractor shall perform the following at Providence Mine:

· The monitoring identified vegetation is scarce. The road surface is rocky. Furnish and construct 12 rock check dams at locations directed by COR.

· Furnish and apply Prescott NF seed mix to scarce areas or as directed by COR using hand broadcast method (2 acres)

· Furnish and apply wood fiber mulch (2 acres)

· Remove and dispose of 25 torn straw wattles.

(4) Blue Gate The Contractor shall perform the following:

· Revegetate bare areas of the site using Tonto NF seed mix using hand broadcast method (2 acres)

· Revegetate road sections (Scarify before seeding) using Tonto NF seed mix using hand broadcast method (2 acres)

· Furnish and apply wood fiber mulch (4 acres)

Consolidation Cell at Blue Gate

(5) Rock House Asbestos Road Site The Contractor shall perform the following:

· Reconstruction and Re-Configuration of Existing Fence and Gates The Contractor shall remove approximately 330’ of old wood barbed wire fence where it parallels the new fence on the east side of the cell. Place materials from old fence at a location on-site as directed by the OSC.

a. At the 4-way gate junction on east side, re-install one of the metal ranch gates perpendicular to the new fence. Take the second metal ranch gate and install it at the north location. Take the wire gates and reinstall then on the south and west openings. The west gate may take some reconfiguration to allow for the gate

b. Install a wire man-gate (6’ in width) into the cell at an easily accessible location.

c. Rancher is to remove any trees as authorized by OSC

d. Add 2-330’ of a barbed wire for a total of 5 barbed wires around the cell

e. Remove 330’ of the smooth wire on the new fence

f. Tighten the existing strands of the recently-installed fence Move pinch gate on old fence beyond the new south gate

· Revegetate bare areas of the consolidation cell using Tonto NF seed mix by hydraulic method (2 acres)

· Furnish and apply wood fiber mulch (2 acres)

(6) Phillips Asbestos Mine and Mill Site:

The Contractor shall perform the following:

1. Reconstruct 0.75 miles of FR 2290

2. Replace three (3) 25 ft. sections of four-strand barb wire

3. Mend four (4) 25 ft. sections of four-strand barb-wire

4. Install Geotextile Fabric over eroded area (100 sq. ft)

5. Road Obliteration of Access road to discourage OHV use (0.75 miles)

6. Furnish and apply seed and mulch (1 acre)

(7) Shumway Mill Site:

The contractor shall perform the following:

· Road reconstruction of access road (FR 2290) to the monitoring wells (approximately 0.75 miles)

· Groundwater-well abandonment of two groundwater monitoring wells and prepare the required documentation for ADEQ. The wells shall be abandoned in accordance with ADWR standards

· Road obliteration of access road (FR 2290) to the monitoring wells (approximately 0.75 miles)

(8) Flux Mine Site

The contractor shall perform the following:

Perform road maintenance to access the site (2 miles) Regrade eroded areas (lower area). (1.5 acres)

· Construct a grouted rip rap drainage. In the eroded lower area rill, construct a grouted routed riprap drainage in the lower areas as shown in photo below (RIGHT). Use 80 cubic yards of concrete and 75 cubic yards of class 4 riprap. Install at least 3 benches on the upper face of the slope (above the erosion). Benches should be in-sloped and cut into the slope 10ft. Benches should be approximately 30ft apart. Total excavation is 500cy.

Construct a drainage ditch into the slope above the benches so that water spills into natural terrain. Total excavation and embankment are 100 cubic yards.

(9) Lead Queen Site

Road maintenance (1 mile) Revegetate bare areas of the site using Coronado NF seed mix by hydraulic method (one acre) Construct a drainage swale (3ft across and 2 ft deep) to direct water around the un-grassed slope and into the adjacent stream. The swale should be armored with local, native rock (approximatively 6-18inches).

Far end of re-graded road, no vegetation, and small amount of erosion from upper slope.

(10) Bitter Creek

Remove and off-site dispose of the barbed wire fence (900ft) at the Bitter Creek Consolidation Cell Remove and off-site dispose of the barbed wire fence (240ft) at Midnight Mine Consolidation cell Remove and off-site dispose of the silt fence and plastic netting fence (200ft) at Big Five Mine

GENERAL REQUIREMENTS/TASKS

The Contractor shall comply with all applicable standards of the Occupational Safety and Health Administration (OSHA) and applicable State rules or regulations applicable to SOW. The Contractor shall investigate site conditions and implement safety procedures to prevent accidents and injuries. Contractor shall investigate and identify safety hazards at the various work areas.

INCIDENTALS

Unless otherwise specified, the Contractor shall be responsible for all materials, labor, equipment, supervision, and incidentals required to perform the Requirements/Tasks and Specifications associated with this Statement of Work.

Site Visit The Contractor shall conduct an initial site visit with the On-Scene Coordinator (OSC)/Project Inspector (PI) prior to mobilization in order to become familiar with the access and site areas.

Any equipment leaks shall be repaired/and or contained immediately, and stained soils shoveled into containers for removal and disposal off site. The Contractor shall notify the PI immediately.

Surface health and safety hazards typical of abandoned shooting ranges may exist at the Site. Such hazards may include but are not limited to: abandoned explosives: misfired and/or unspent cartridges; snakes and other animals; chemicals and other hazardous materials.

Facilities

There are no sanitary facilities at the Site. The contractor shall provide portable toilets for the duration of the project. The portable toilets shall be clean and maintained on a regular basis. The contractor shall pick up trash at least once daily or more often as needed. Trash will not be allowed to blow off the site.

There is no electricity or drinking water available at the sites.

Health and Safety Plan

The Contractor shall comply with all applicable standards of the Occupational Safety and Health Administration (OSHA) and applicable State rules or regulations applicable to work performed under this Scope of Work.

Contractor shall submit one site-specific Health and Safety Plan (HASP) that describes applicable heath and safety requirements, personnel, policies and procedures to be used to prevent accidents and injuries resulting from typical abandoned shooting range site hazards and conditions. The conceptual and site specific HASP shall address the following topics at a minimum:

Health and Safety Equipment – Describe first aid, rescue, communication and personal protective equipment that will be available and used.

Emergency Communication - Identify and develop communication procedures with the nearest available emergency medical response units and medical centers. All workers, foremen, superintendents, and managers shall be trained to emergency response procedures. Clearly identify the location of nearest hospital(s) in the HASP. Include the latitude and longitude of the site in the HASP for instructions to helicopters in case of serious injury. Alternative methods of communication will be required, i.e. satellite phone. Phone numbers for FS dispatch, Yavapai County Sheriff, Department of Public Service, contractor emergency numbers, as well as appropriate FS personnel must be included in the plan.

Accidents or Discovery of Hazards – Actions and notification procedures if an accident occurs or upon discovery of a hazard that threatens the safety of workers or the public.

Signing, Barriers, Security – Describe use and maintenance of temporary barriers, signs, and security devices as necessary to ensure the safety of contractor personnel, Forest Service personnel, and the general public.

Health and Safety Training – Before commencing work at the site, the Contractor shall be responsible for thoroughly investigating surface and other site conditions where workers may encounter health and safety hazards, and scheduling and directing his equipment, equipment operations, personnel and safety procedures to prevent accidents and injuries. Contractor is responsible for independently investigating and identifying all hazards at the various work areas.

Submittals

The following is a summary of submittals required for this project. All submittals must be submitted at least 7 days prior to the start of construction activities. All submittals shall be reviewed and approved in writing by the Contracting Representative (COR):

Work Plan: The Contractor shall prepare and submit a project work plan prior to any activities. The Work Plan shall include the Health and Safety Plan. No work may commence until approval of the Work Plan. The Contractor delineate on a map the location of the erosion control features (swales, wattles, rip rap, rock check dams) for COR approval.

Certifications: The Contractor shall furnish samples and/or certifications as described in the Specifications. Certification is required, but not limited to: (1) seed mixtures; (3) weed-free straw wattles; and (4) Employee OSHA training certificates.

C-6 DELIVERABLES AND TIME SCHEDULE

The Contractor shall commence work in accordance with section F of the Contract. The Contractor shall notify the Forest Service 7 days prior to commencing the work. All fieldwork must be completed within 45 days after Notice to Proceed.

Deliverables include:

· Work Plan and Health and Safety Plan

· Construction Report

SUPPLEMENTAL SPECIFICATIONS

Note:

Supplemental Specifications (SS) are part of the “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects” (FP-14 customary units). They have been modified slightly to fit this project. Any reference to other Standard Specifications can be found in the referenced publication.

In addition, “Special Project Specifications”, (SPS) are included within and will not be found in the “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects”.

Section 151. — MOBILIZATION AND WORKPLAN Description

151.01 This work consists of moving personnel, equipment, material, and incidentals to the project area, preparing a Work Plan, and performing all work necessary before commencing work at the project site. Mobilization includes obtaining required permits and insurance. The contractor is allowed to set up heavy equipment and small equipment at the site. The contractor shall be responsible for a project area that is clean and free from all debris and food waste. Contractor shall be responsible for all water, sanitary, and power for equipment and supplies.

Measurement

151.02 Measure mobilization according to Subsection 109.02.

Payment

151.03 The accepted quantity, measured as provided in Subsection 109.02, will be paid at the contract price per unit of measurement for the Section 151 pay item shown in the bid schedule. Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05. Work Plan and Health and Safety Plan is incidental to this Section.

Progress payments for mobilization lump sum will be paid as follows:

(a) Bonding is not required.

(b) Workplan: When final Workplan document is submitted to COR.

Section 204. - EXCAVATION AND EMBANKMENT

204.01 Work. This work consists of sampling and analysis, excavating and embankments including drainage excavation, and roadway excavation and maintenance and trash/debris removal. This includes furnishing, hauling, stockpiling, placing, disposing, sloping, shaping, compacting, and finishing earthen and rocky material, including rock check dams and road reconstruction.

204.02 Definitions.

(a) Embankment construction. Embankment construction consists of placing and compacting excavation and imported material. This work includes:

(1) Preparing site for embankment;

(2) Benching for side-hill embankments, as necessary;

(3) Constructing dikes, ramps, mounds, and berms; and

(4) Backfilling sub-excavated areas, holes, adits, shafts, trenches, pits, and other depressions.

(5) Compacting with heavy equipment

204.03 Road Reconstruction and Maintenance.

Road reconstruction and maintenance locations at the sites shall be identified by the COR and as identified in the Schedule of Items. Road reconstruction is required for equipment to access the sites. See 204.05 for road compaction requirements.

Following the project completion, the contractor shall perform road maintenance to remove any rutting or other damages to the road which occurred as a result of the project.

Trash and debris shall be removed and disposed at a licensed landfill in accordance with law and regulations.

204.04 Sampling and Analysis

· Collect 3 surface water samples and analyze by EPA 200 Series –Total and Dissolved Metals: As, Be, Cu, Cd, Cr, Co, Mn, Mg, Ni, Pb, K, Zn (including Mercury)

204.05 Best Management Practices. Construction activities shall employ Best Management Practices to ensure soil and vegetative disturbances are minimized. Remediation on steep slopes or stream banks will utilize appropriate erosion control measures to ensure post closure slope stability (e.g., onsite woody debris and straw wattles). Equipment use will be restricted to time frames when weather conditions and soil moisture conditions are appropriate to minimize soil compaction and reduce the risk of runoff and soil loss.

Construction Requirements

204.06 Road Compaction.

The following applies to road reconstruction and maintenance:

Delete the first paragraph and replace it with the following:

For compaction according to method (a), (b), or (c), use AASHTO T 27 to determine the amount of material retained on a Number. 4 sieve. For compaction methods (d) no sieve test is required.

Add the following compaction methods:

(d) Layer Placement (Roller Compaction) Method. Place material to the minimum depth needed for operation of spreading equipment. Adjust the moisture content of the material to obtain a mass that will not visibly deflect under the load of the spreading equipment. Operate compaction equipment over the full width of each layer until visible deformation of the layer ceases or, in when a sheepsfoot roller is used, the roller “walks out” of the layer. Make at least three complete passes.

204.07 Acceptance

· Table 204-1 Sampling and Testing Requirements.

Add the following note to the table:

(2) When compaction methods (d) is used AASHTO M 145, T 99, T 180, and T 310 are not required for earth embankment test methods.

· Material for embankment and cover material will be evaluated under Subsections 106.02 and 106.04. Excavation and embankment construction will be evaluated under Subsections 106.02 and 106.04. Placing of cover material will be evaluated using visual inspection.

Measurement

204.08 Measure the Section 204 items listed in the bid schedule according to Subsection 109.02 and the following as applicable.

Payment

204.09 The accepted quantities will be paid at the contract price per unit of measurement for the Section 204 pay items listed in the bid schedule. Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05.

Any work activities not included in the Bid Schedule are considered incidental to other work items and no separate measurement or payment for these activities will be made.

Section 211. —BOULDER BARRIERS

Description

211.01 This work consists placement and replacement of boulders to provide temporary access

211.02 Boulder Barriers and Road Closure Devices. Remove and re-place barriers to provide temporary access to the contractor. Re-place barriers in the original location.

211.03 Acceptance. Boulder Barriers will be evaluated under Subsection 106.02.

Measurement

211.04 Measure the Section 211 pay items listed in the bid schedule according to Subsection 109.02.

Payment

211.05 The accepted quantities for Boulder Barriers, will be paid at the contract price per unit of measurement for the Section 211 pay items listed in the bid schedule. Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05.

Section 619 – FENCE

619.01 This work consists of furnishing, installing, and repairing fences

619.02 Remove and Reset Fence. Remove existing fence and reset to approximately the same condition as the original fence. Salvage material in the existing fence and incorporate the material into the reset fence. When posts are set in concrete, remove concrete from old post and reset in new concrete. Replace fence material damaged beyond reuse. Firmly reset posts on new alignment. Space posts and attach the horizontal members or wires to posts the same as the original fence. Furnish and use new material to fasten members or wires to posts.

619.03 Fence

(a) General. Clear along the fence line. Remove and dispose of trees, brush, logs, upturned stumps, roots of downed trees, rubbish, and debris according to Subsection

201.06. Clear a minimum of 3-foot width for barbed wire fence.

Grubbing is not required except where short and abrupt changes in the ground contour require removal of stumps to properly grade the fence line. Remove or close cut stumps within the clearing limits.

Perform clearing and leveling with minimum disturbance to the terrain outside the fence line.

Schedule the fence installation; provide temporary fence, or other adequate means to prevent livestock from entering the project right-of-way, easements, or adjoining properties.

(b) Wire fences.

(1) Posts. Excavate holes for posts, footings, and anchors as shown. Space posts at intervals shown for the type of fence being installed. Measure post spacing interval parallel to the existing ground slope. Set posts in a vertical position. Backfill post holes in 6-inch lifts. Tamp and compact each lift.

Wood posts may be driven in place if the method of driving does not damage the post. Metal posts may be driven. Set metal corner, gate, end, and pull posts in concrete.

Where solid rock is encountered without overburden, drill line post holes at least 14 inches deep and end, corner, gate, and pulls posts at least 20 inches deep in the solid rock. Make the hole width or diameter at least 1 inch greater than the post width or diameter. Cut the post to the required length before installation or drill the hole deep enough to set the post at the required height. Set and plumb the post and fill the hole with grout. Thoroughly work the grout into the hole to eliminate voids. Crown the grout to drain water away from the post. Metal posts set in this manner do not require anchor plates and concrete footings.

Where solid rock is covered with soil or loose rock overburden, set posts to the plan depth or to the minimum depth into the solid rock as specified above, whichever is less. When the depth of overburden is greater than 12 inches, use an anchor plate on steel line posts and backfill steel end, corner, gate, and pull posts with concrete from the solid rock to top of the ground. When the depth of overburden is 12 inches or less, anchor plates and concrete backfill are not required. Grout the portion of the post in solid rock.

At each location where a high-voltage overhead electric transmission line crosses a fence containing metal, ground the fencing by installing a galvanized or copper coated steel grounding rod 2.5 m long, with a minimum diameter of 13 mm, directly below the point of crossing. Drive the rod vertically until the top is 150 mm below the ground surface. Use a number 6 solid copper conductor or equivalent to connect each metal fence element to the grounding rod. Braze the connections or fasten them with noncorrosive clamps approved by the CO.

When a power line is within 150 m (approx. 492 feet) and runs parallel or nearly parallel to the fence, ground the fence at each end, at gate posts, and at intervals not to exceed 450 m (approx. 1476 feet). When acceptable vertical penetration of the grounding rod cannot be obtained, submit an equivalent horizontal grounding system for approval by the CO.

Install corner posts at changes in alignment of 30 degrees or more. Where new fence joins an existing fence, set end or corner posts, as necessary, and attach in a manner satisfactory to the CO.

Posts shall conform to subsection 710.04.

(2) Barbed wire. Place barbed wire on the side of the post facing away from the consolidation cell. On curved alignment, place the barbed wire on the post face on the outside of the curve. Tightly stretch and fasten barbed wire to the posts.

Apply tension according to the manufacturer's recommendations using a mechanical stretcher or other device designed for such use. Splicing of barbed wire between posts is permitted provided not more than two splices spaced a minimum of 50 feet apart, occur in any one run of fence. Use wrap or telephone type splices for the longitudinal barbed wire with each end wrapped around the other wire for not less than six complete turns.

Barbed wire shall conform to subsection 710.01.

(3) Fastening barbed wire. Terminate the barbed wire at each end, corner, gate, and pull post. Wrap each line of barbed wire around the post and then itself with at least four turns. Where wood posts are used, staple the wires tightly to the posts.

Fasten each strand of barbed wire to each line post. Use wire ties or clamps to fasten the wires to metal posts. Securely splice tie wires to the fence on both sides of the post so there are two loops behind the post and one loop in front. On wood line posts, drive U-shaped staples diagonally across the wood grain so that both points do not enter between the same grains. In depressions where wire uplift occurs, drive staples with points slightly upward. On level ground and over knolls, slope the points slightly downward. Drive the staples just short of actual contact with the wires to permit free longitudinal movement of those lines and to prevent damage to the protective coating.

At grade depressions, alignment angles, and other locations where stresses tending to pull posts from the ground or out of alignment are created, snub or guy the wire fence. Attach the guy wire to each strand of barbed wire in a manner to maintain the entire fence in its normal shape. Attach the guy wire to a dead man anchor buried not less than 24 inches in the ground or to an approved anchor at a point that best serves to resist the pull of the wire fence. If necessary to guy the fence in solid rock, grout the guy wire in a hole 2 inches in diameter and 10 inches deep. Dead man may also be fastened to posts. Place the dead man anchors at locations as directed.

Where required, install vertical cinch stays as shown. Twist the wire to permit weaving into the horizontal fence wires to provide rigid spacing.

Where existing fence intersects the new fence, cut the existing fence materials or, splice in kind, new material as necessary, and fasten each strand of the barbed wire to a new end post in line with or immediately adjacent to the new fence line.

The following guidelines shall be used when there is a conflict with other specifications or drawings:

The bottom wire is 16” above the ground, and the maximum of the top wire is no taller than 42”.

All Forest boundary lines will be accurately surveyed to assure proper location prior to clearing or constructing.

Where practical take advantage of natural barriers and other fences.

Avoid high runoff streambeds where there would be constant fence maintenance or require water gaps.

If using a live tree for fence construction, consult the following:

Use native materials.

If used as a post along a fence, strip back about 3” of the trees bark and attach a 2x4 with aluminum nails. Attach fencing to this 2x4.

If used as a corner post, use the same process as above, but place them equal distant from each other to avoid the wire coming in contact with the live tree.

Do not use a Ponderosa Pine tree, use only a Juniper.

Clearing brush can be achieved by chainsaw, mulcher, or bulldozer. The latter will be used in extreme cases.

A swath of no larger than 5’ on each side of the fence line will be needed for maintenance or construction of fences.

Roads created for the sole purpose of the fence line will be regraded and revegetated.

Use steel corners, posts and gates to withstand fire damages.

Gates are required every ½ mile to 1 mile on a fence line.

Braces are placed at a minimum of each ¼ mile or more often as dictated by terrain.

When building fence in depressions, additional wiring is frequently used.

Steel posts must be at minimum 6 ½ feet in length. Stays will be at minimum 48” long Enough stays will be used to keep each section of panel straight.

619.04 Acceptance. Material for fences and gates will be evaluated under Subsections 106.02 and 106.03. Construction and erection of fences and gates will be evaluated under Subsections 106.02 and 106.04.

Measurement

619.05 Measure the Section 619 items listed in the bid schedule according to Subsection 109.02.

Payment

619.06 Barbed Wire Fence. The accepted quantities will be paid at the contract price per unit of measurement for the Section 619 pay items listed in the bid schedule. Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05.

Section 625. ---- SEEDING AND MULCHING

625.01-1 This work consists of furnishing and applying seed and mulch The Contractor shall furnish and apply seed and mulch.

Material Conform to the following seed mixes for each forest.

625.03-1 General. Apply seed and mulch to finished slopes and ditches within 14 days after completion of construction on a portion of the site. Do not seed during windy weather or when the ground is excessively wet, frozen, snow covered, extremely dry, cloddy, hard pan, or not friable.

625.04-1 Preparing Seedbed. Prepare site areas to receive hydro-seeding according to manufacturer’s instructions. Remove all weeds, sticks, stones 2 inches in diameter and larger and other debris detrimental to application, growth, or maintenance.

625.05 Watering. Does not apply.

625.06 Fertilizing. Does not apply.

625.07 Seeding. Apply seed by the following methods:

(a) Dry method. Apply the seed with approved power-driven seeders, drills, or other mechanical equipment. Use hand-operated seeding methods on areas inaccessible to mechanical equipment. Lightly compact the seedbed within 24 hours after seeding.

(b) Hydraulic method. Use hydraulic-type equipment capable of providing a uniform application using water as the carrying agent. Add a tracer material consisting of either wood or grass cellulose fiber mulch to the water. Apply the tracer material at a rate of 400 pounds per acre to provide visible evidence of uniform application. Add the seed to the water slurry no more than 30 minutes before application. Seed by hand areas inaccessible to seeding equipment.

Note: Contour ripping the sites in advance of seeding is a good idea, and will improve establishment and long-term effectiveness of the seeding.

625.08 Mulching. Apply mulch within 48 hours after seeding by the following methods:

(a) Dry method. Spread all mulch material, except wood and grass cellulose fibers, by a mulch spreader utilizing forced air to blow the mulch material onto the seeded area. Apply straw mulch at a rate of 3200 pounds per acre. Anchor the mulch material with an approved stabilizing emulsion tackifier at the rate of 250 pounds per acre or approved mechanical method. Do not mark or deface structures, pavements, utilities, or plant growth with tackifier.

(b) Hydraulic Method. Apply mulch in a separate application from seed using hydraulic-type equipment according to Subsection 625.07 (b).

Apply wood fiber or grass straw cellulose fiber mulch at a rate of 1500 pounds per acre.

Apply bonded fiber matrix hydraulic mulch at a minimum rate of 3000 pounds per acre. Apply so no hole in the matrix is greater than 0.04 inches. Apply so no gaps exist between the matrix and the soil.
