Questions for Site Maint and Minor Construction
1. There’s a discrepancy between the SOW and schedule of items for the Lead Queen site where the SOW notes 1 acre should be hydroseeded, and the schedule of items notes ½ acre. Please confirm which area size is correct. Answer: Use the quantity in the Schedule of Items. 0.5 acre
2. The notes on the aerial photo for the Mingus site appear to show hydroseeding for approximately 2.5 total acres, however the SOW and Schedule of items note 4 acres. Please confirm the hydroseeding requirement. Answer: Use the quantity in the SOW and Schedule of Items. 4 acres
3. Hydroseeding will require water. Is there a National Forest or Park owned source of water at or in proximity to any of the work sites? If so, can you provide details for the water source (i.e. distance, hose/pipe/spigot size, hydrant?, etc.) Answer: Specification 625 indicates “Water for the hydraulic method is incidental to this pay item”. We are not aware of Forest Service-owned source of water.
4. Where existing roads need to be “obliterated”, what is the expectation for acceptable obliteration/demolition? Is trenching or berming across the access roads the thought? Or should boulders be placed/used? Bollards/fencing? Please clarify. Answer: Road obliteration consists of scarifying the section of road (0.75 miles) with construction equipment; and placing native boulders found nearby, or constructing berms. We are flexible with options that will be cost effective.
5. For the Shumway site, do you have information of the wells which need to be abandoned? ID, size, casing material, depth, accessibility, construction? Answer: It is only one well. It is a monitoring well with a 3-foot high riser and locking cap and approximately 10 feet deep. Here is a photo of the well:
6. What is the expected turnaround time for submittal review? Answer: 10 days
7. Will the USFS provide maps to be “red-lined” with planned erosion control features as required for COR approval? Answer: The Forest Service will not provide maps. The contractor will provide maps or sketches of planned erosion control features for COR approval. The map or sketch does not have to be generated by a licensed Professional Engineer or Surveyor. The best methodology is to perform a site visit with the COR and determine the best location for the erosion control measures. A map or site visit is adequate.
8. There are 3 samples/certifications noted for submittal, however the numbering appears to show #2 missing. Please confirm if there is a 4th sample/certification required and if so, what it should be. Answer: It is mis-numbered. Only 3, and not 4.
9. The schedule for this project is aggressive based on the SOW and site locations. With all work needing to be completed within 45 days of notice to proceed, and the requirement for submittals/submittal review, as well as 7 days advanced notice prior to work commencement, this leaves approximately 3 – 3.5 days per site to complete the work (assuming all 10 sites are to be completed) and including travel time in between and mobilization. This will require a great labor effort which will require multiple crews and likely overtime rates at prevailing wage. If schedule does not supercede cost, is the US Forest Service open to alternate schedule/project completion schedule? If so, can the US Forest Service provide more explanation regarding schedule requirements? Answer: The schedule will be modified to 90 days (and not 45 days). Cost is an important criteria for this project.
10. Additional clarification is needed for the fencing and gate modifications/improvements at the Rock House site. Are additional photos/notes available for the fencing/gate work related to what is to be performed? Answer: No additional photos available. What “reconfiguration” is required for the west gate to “allow for the gate”? Answer: See attached diagram. Are the 2-330’ barbed wires being added to existing posts? Answer: Yes. The current configuration has 4 wires. Yes, this is new fence (total 660 feet of new fence in Lump Sum in the Schedule of Items). The contractor shall remove the 330 feet smooth wire and replace with 330 feet new barbed wire; then add a 330 feet new barbed wire so the fence has 5 wires. Is the fencing around the cell existing or needs to be installed (there are also notes on the sketch describing connection of remaining wood fence to new fence… please confirm if new fencing)? Answer: The solid line in the diagram is new configuration using existing fence. Where the SOW notes to tighten the existing strands of the recently installed fence – please confirm this is for existing fencing (not new fencing) which is relocated/reconfigured. Answer: Existing fence. The “xxxxxxx” are existing fence. The solid line is new configuration. There are arrows/notes on the sketch provided that do not appear to point to anything. Answer: See attached revised diagram. Please confirm/clarify. Answer: This site uses existing fence except for 660 feet of new barbed wire as noted above.
11. Are design drawings required for the drainage swales, grouted rip rap, benches etc.? If so, by licensed AZ engineer? Answer: No. If not, what is the US Forest Service’s expectation for how to confirm the construction of drainage measures meets the USFS’s requirements? Answer: Measured in the field
12. Please confirm linear footage of the drainage swale at the lead queen site. Answer: Clarification. The depth is 2 feet; however, a field adjustment may be required. Most drainage swales should be from 12 to 18 inches deep. Use 3:1 side slope. The length of the swale is dependent on the width of the road. The road is 20-24 feet wide. See the photo of road.
13. Please confirm if any fence posts are set in concrete and if so, at which sites. Answer: All fence posts are set in concrete.
14. Do any of the sites require high clearance vehicles, 4 wheel drive, offroad capability etc. for access or to reach the site entrances? Answer: Yes, all sites are on the National Forest, and will require 4-wheel drive vehicles.
