Scope of Work
Water Sampling and Laboratory Analysis of Drinking Water Samples
DATE: June 22, 2020
PURCHASE ORDER PERIOD: Base Year with 4 Option Years
REQUEST
Gettysburg National Military Park (GETT) operates 1 Public Water System and 7 Non-Public Water Systems as defined under National Park Service Drinking Water Policy. Department Policy requirements specify that the Park is to collect and examine water quality samples on a regular and recurring basis. The selected Contractor will transport samples collected by the NPS from the Park Maintenance Facility and analyze these water samples for the following specified elements.
SCOPE OF WORK
The selected contractor must be approved and certified by the Pennsylvania Department of Environmental Protection (DEP) and be able to provide their certification number. The contractor shall provide water sample collection supplies including sealed, pre-sanitized collection bottles, bottle labels, paperwork and transport samples collected by the NPS to the contractor’s lab. Samples shall be picked up from the Maintenance Facility after 12:00 noon, on the first Tuesday of every month unless otherwise directed. If the first Tuesday of the month falls on a State or Federal holiday, pick up will occur on the following Tuesday. The Maintenance Division of Gettysburg National Military Park is open Monday through Friday year round from 7am to 4:30pm. Contractor must take possession of the water samples at the Maintenance Facility from an agent of the National Park Service (NPS). E.coli and coliform samples shall be tested monthly and nitrates and nitrites shall be tested on an annual basis according to the requirements set in Agency Policy. The contractor shall electronically submit PDF copies of the water sampling results within a week of their collection to the Branch Supervisor of the Structures Preservation Branch. Contractor shall contact the Branch Supervisor of the Structures Preservation Branch via phone within 24 hours of a positive result of the e.coli or coliform test for samples labeled as “treated”. Hard copies of payment receipts and testing results shall be remitted to the Park within 30 days of testing. Failure to provide these services may result in termination of the contract.
GETTYSBURG NATIONAL MILITARY PARK RESPONSIBILITIES
The Park shall collect all water samples from the sampling locations and keep them chilled at the Maintenance facility until the selected contractor takes possession and transports collected samples to the testing facility. The Maintenance Facility is located at 405 Taneytown Road, Gettysburg PA. The Park shall make these samples available to the selected contractor for transport to the contractor’s testing facility on the first Tuesday of the month, by 12:00 noon of every month unless otherwise directed. If the first Tuesday of the month falls on a State or Federal holiday, pick up will occur on the following Tuesday. There are 8 sites that are included in the testing scope, however, not all locations will be occupied year round. Locations which may become seasonally vacant will not be tested until new tenants are identified. Therefore, all following service frequencies for coliform/ecoli testing provided are estimations of annual needs for water testing and laboratory analysis. Testing frequencies for nitrates and nitrites shall be 8 tests apiece annually.
Testing frequency
To be performed monthly Total Coliforms (both raw and treated samples)(enumerated counts) 175 samples* per/year E.coli (both raw and treated samples)(enumerated counts) 175 samples* per/year
To be performed annually
| Nitrates | 8 samples | per/year |
| Nitrite | 8 samples | per/year |
*Sample amounts are estimates only and will vary by month according to occupancy/use at each location. It is anticipated that 16 samples (32 combined tests for coliform and e.coli) would be the maximum number of samples taken for any given month.
