Statement of Work Security System Installation A. Purpose:

1. The purpose of this Indefinite Delivery Indefinite Quantity (IDIQ) contract is to provide comprehensive installation services for a security system, including camera installation, access control systems, and network video recorder (NVR) setup. The selected vendor must be capable of delivering full contract support immediately upon the award of the resulting order. The vendor will ensure the complete installation and configuration of all components, including all necessary parts and labor.

2. Locations:

a. Olin E. Teague Department of Veterans Affairs Medical Center 1901 Veterans Memorial Drive Temple Texas, 76504

b. Doris Miller Department of Veterans Affairs Medical Center 4800 Memorial Drive, Waco, TX 76711

B. Background

1. CTX VAMC requires the installation of a modern security system to enhance the safety and monitoring capabilities of its facility. This system will include video surveillance, access control for doors, and centralized video recording and management.

C. Objectives

1. Full-service installation of security cameras, access control systems, and NVR, including all parts and labor necessary to set up and configure the equipment.

2. The contractor shall complete the installation within the specified timeframe of the contract award. All installed equipment shall be new and meet manufacturer specifications. The contractor must have ready access to all required parts and equipment for the installation.

D. Scope

1. Camera Installation:

a. Parts to be supplied and installed: Single-lens cameras, dual-lens cameras, quad-lens cameras

b. Additional materials: CAT6 plenum cabling

c. Equipment for installation: Scissor lift, boom lift

d. Contractor will include other parts and services as necessary

2. Access Control (Door) Installation:

a. Parts to be supplied and installed: Card readers, composite cable, 18-4 cable, 18-6 cable, mag locks, electrical strikes, request to exit motion sensors, push to exit buttons, door contacts, 4/8/16 door enclosures, intelligent boards, expansion boards

a. Equipment for installation: Scissor lift, boom lift

b. Contractor will include other parts and services as necessary

3. NVR (Network Video Recorder) Installation:

a. Parts to be supplied and installed: ADVER64R5DK 64 TB NVR, ADVER06N0NP16G, Mounting and programming

b. Contractor will include other parts and services as necessary

4. The Contractor shall comply with all Federal, State, and Local Laws, plus any Federal Regulations applicable to the performance of this contract.

5. The Contractor shall be qualified and authorized by the Original Equipment Manufacturer (OEM) in the installation and configuration of all equipment listed within this contract. The Contractor shall maintain these qualifications throughout the entire contract period. Qualification includes, but is not limited to, the certification of all installation technicians and facilities by the OEM as being trained and qualified to perform required installations. The Client shall maintain the right to seek proof of qualification before award and at any time during the contract period of performance.

E. Deliverable Timeline Expectations:

1. Initial Response Time:

a. The Contractor shall provide an initial response to any inquiries or requests from the Contracting Officer's Representative (COR) within one (1) business day of receipt.

2. Project Completion Timeline:

a. All installation work, including camera installation, access control systems, and NVR setup, shall be completed within a maximum of one (1) week from the date of the work order or notification to proceed.

a. The Contractor shall provide regular progress updates to the COR at least every two (2) days during the installation process, ensuring transparency and timely communication regarding potential delays or issues.

4. Final Review and Acceptance:

a. Upon completion of all installation work, the Contractor shall notify the COR for a final review. The COR will inspect within two (2) business days of notification to ensure all work meets specifications and requirements.

5. Post-Installation Support:

a. The Contractor shall provide post-installation support and address any issues identified during the final review within two (2) business days of notification.

F. Requirements

1. The Vendor will need to provide a license for each additional camera to allow connectivity on the preexisting centralized license that is currently in place.

2. The Contractor will provide written assurance of the competency of their personnel and a list of credentials of approved service personnel for each model the Contractor services for the CTVHCS to the Contracting Officer and/or the COR within 10 days after contract award.

3. The Contracting Officer or COR reserves the right to request authentication of factory training certificates or credentials from the Contractor at any time for any personnel who are servicing CTVHCS equipment.

4. The Contractor shall be qualified/authorized by the Original Equipment Manufacturer (OEM) in the repair of all equipment listed within this contract. The contractor shall maintain qualifications throughout the entire contract period. Qualification includes but is not limited to the certification of all repair persons and repair facilities by the OEM as being trained/qualified to perform required repairs. The Government shall maintain the right to seek proof of qualification before award and during the contract period of performance.

5. Technical Support:

Telephone service for technical support will be provided 24 hours a day/ 7 days a week. The contractor shall provide the appropriate telephone number(s) for 24-hour access. All service personnel assigned to work on the equipment will have been trained by the Original Equipment Manufacturer (OEM) and can provide proof of that training.

6. Repair Coverage:

The Contractor will provide all repairs on the equipment at no additional cost to the VA. Inadequate or improper repairs performed by the Contractor will be correctly repaired at a time convenient to the VA at no additional expense to the VA.

7. Service Calls:

Routine service calls are hereby defined as necessary to diagnose and repair equipment problems which can be performed during normal working hours. The response time of the Contractor for routine service calls shall be within 48 hours after being officially notified.

a. Emergency service calls are defined as services required to safeguard the health and well-being of VA patients. For emergency service calls the Contractor shall respond by phone within One (1) business day after being officially notified and shall be on-site, if necessary, within two (2) business days after being officially notified.

b. The term “Response time of the Contractor” indicates the physical presence of a fully qualified technician on station within the specified time frame.

c. “Official notification” is hereby defined as the time a service call is placed with the Contractor.

G. Qualifications:

1. Experience working with American Dynamics equipment which must include original equipment manufacturers (OEM) training certificates for all field service engineers sent to Central Texas Veterans’ Health Care System (CTVHCS).

2. Experience working with CCure and corresponding equipment which must include OEM training certificates for all field service engineers sent to CTVHCS.

3. Must have direct access to OEM-approved new parts for all equipment listed on this contract.

4. Proof of ability to obtain OEM-approved new parts.

5. Proof and description of how field service reports can be obtained online.

6. Vendors describe how they will respond to repair requests

7. Two references from comparable service contracts performed within the past five years.
