About this file

This document is a Statement of Work (SOW) for a federal contract opportunity related to Financial Counselor Education & Certification Support.

The SOW outlines the requirement for the Air Force Personal Financial Readiness Program (AFPC/DPFFF) to ensure Military & Family Readiness Centers have at least one employee certified in financial counseling through a nationally accredited program. The scope of work includes program registration, membership fees, study materials, access to webinars, and certification exams for 20 new registrants, as well as access to webinars and exams for 52 existing registrants. The training is virtual and self-paced, with a 3-year completion timeframe. The government will monitor enrollments and student progress.

The related federal contract opportunity is a sole-source Special Notice to award a firm-fixed price contract to the Association for Financial Counseling and Planning Education (AFCPE) to provide the required financial counseling training and certification services. AFCPE is the only nationally accredited provider that meets the government's needs per DAFI 36-3009 requirements. Responses are due by 31 Jul 2024, but the government will not accept proposals at this time and is only seeking information to determine if competition is warranted.

Financial Counselor Education & Certification Support 23 Jul 2024

1.0 BACKGROUND

1.1. Customer Organization and Mission: AFPC/DPFFF Personal Financial Readiness Program. To provide financial education and resources to Service members and their families to build a mission-ready, financially resilient Air Force.

1.2. Project Overview: Per DAFI 36-3009, Para 4.8.5, AFPC/DPFF has a requirement to ensure Military & Family Readiness Centers meet Congressional requirements to have at least one employee certified in financial counseling through a nationally accredited certification program.

1.3 Program Objective: The objective is to bring non-compliant Military & Family Readiness Centers up to code by providing the opportunity for employees to attain financial certification.

2.0 SCOPE OF WORK

2.1. Scope of Work includes program registration through the Association for Financial Counseling & Planning Education (AFCPE) for twenty (20) new registrants, which would include membership fees, study materials, access to on-demand webinars, and certification exam. In additional, fifty-two (52) AF members, that have already completed program registration, require access to the on-demand webinars and certification exam only.

3.0 DELIVERABLES

3.1. Enrollees who successfully complete the training will receive an official certificate and the Accredited Financial Counselor designation.

4.0 PLACE & PERIOD OF PERFORMANCE

4.1. Training is virtual and done in a self-paced environment. Enrollees have 3 years to complete the training. Enrollments purchased in advance without a student attached to them will be “good” for up to one year after purchase so additional students can be added when centers lose their certified financial counselor.

5.0 GOVERNMENT ROLES & RESPONSIBILITES

5.1. AFPC/DPFFF will monitor enrollments and student progress throughout the program.
