Statement of Work
Micro-Bulk Aviators Breathing Oxygen (LOX)
70Z03824QS0000011
1.0 General
1.1 Background
The United States Coast Guard (USCG) Aviation Logistics Center (ALC), Aviation Projects
Acquisition Center (APAC), and Air Station, Elizabeth City (ASEC) have a requirement for the supply and delivery of Micro-Bulk Liquid Aviators Breathing Oxygen (LOX), Type II. The supply and delivery must be in accordance (IAW) the most current specification MIL-PRF
27210 (series)-Attachment 1.
2.0 Requirements
2.1 ASEC has two (2) government-owned bulk Lite LOX storage tanks on location. Storage capacity of each tank is gross 3,000 liters (715 gallons), net 1,430 gallons. The maximum allowable working pressure is 350 pounds per square inch (psi). The net quantity determinations are to be made at the loading origin facility. The use of a truck mounted calibrated flow meter
(with appropriate conversion factors) is an acceptable quantity method in lieu of weighing deliveries by scale. The manufacturer’s specifications for the storage tanks is attached
(Attachment 2). The Contractor shall immediately report any damage to the tanks to the
Contracting Officer (KO).
2.2 The Contractor shall be required to make deliveries upon request to Building 52.
2.3 The delivery dates and times shall be coordinated with an authorized Government Point of Contact (POC). The Government will give the Contractor advance notice of no less than seven (7) days for deliveries.
2.4 The Contractor shall deliver the LOX between the hours of 0700-1400, Monday through
Friday, excluding Federal Holidays and Government shutdowns. Federal holidays are as follows:
• New Year’s Day
• Martin Luther King Day
• Washington’s Birthday
• Memorial Day
• Juneteenth National Independence Day
• Independence Day
• Labor Day
• Columbus Day
• Veteran’s Day
• Thanksgiving Day
• Christmas Day

2.5 The average monthly use is 1,200 gallons.
2.6 All LOX delivered shall comply with Occupational Safety & Health (OSHA) 29 CFR
1910.101 (a) through (c), 49 CFR 171-179, 14 CFR 103, and Technical Order (TO) 42B6-1-1
(Attachment 3).
2.7 The Contractor shall provide all hoses and fittings required to connect to a one (1) inch male receiving fitting. Telemetry monitory of the two (2) tank levels by the Contractor is not required.
3.0 Policies and Regulations
3.1 Compliance with Local Regulations, Instructions, Directives
Contractor personnel shall comply with all local base regulations, instructions, directives, orders and special procedures as promulgated by the Commanding Officer, USCG Base Support Unit
(BSU) (and all tenet commands), Elizabeth City, NC.
3.2 Tobacco Policy
The USCG prohibits the use of smoking tobacco and smokeless tobacco in the workplace to protect the health of all its workers. The workplace includes any area inside or outside of a building or facility over which the USCG has custody and control where work is performed by active duty personnel, civilian employees, or personnel under contract to the USCG. The use of tobacco is prohibited in all USCG Government vehicles (including Cushman type), in all USCG aircraft, floating unit, or any other aircraft contracted for use in the USCG. The use of tobacco products (smoking and smokeless) is permitted only in designated areas as defined in USCG
ALC Instruction 6280.1 (series). Contractors may only use tobacco products in designated smoking areas during authorized break and lunch periods and are accountable for appropriately discarding their smoking material and/or spit tobacco. Tobacco spit and residue shall be held in containers with sealing lids to prevent odor and accidental spills and disposed of in a sanitary manner which prevents public exposure. Employees caught violating the tobacco policy may be subject to immediate removal.
4.0 Security Requirements
4.1 Contractor personnel will work on a USCG installation and will be required to meet the security requirements for access onto the base complex. RAPIDGate Program: US Coast Guard
Base Elizabeth City has implemented the RAPIDGate Program for their security protocol. The
Contractor shall register with RAPIDGate within five (5) days of award and obtain security passes prior to commencing any on site work. The RAPIDGate enrollment forms can be found at https://eform.rapidgate.com. Additional information can be obtained at 1-877- RAPIDGate
(1-877-727-4341). Contractor personnel shall comply with all local base regulations, instructions, directives, orders, and special procedures.
4.2 The Contractor’s employees shall be restricted to those areas necessary to perform work under the contract, as well as direct routes to and from the work site. The contractor’s employees shall take a flight line training in order to make deliveries located on the flight line.
