STATEMENT OF WORK (SOW)

INERT WARHEAD

FOR THE

REDUCED RANGE PRACTICE ROCKET: M28A2

1.0 SCOPE

This Statement of Work (SOW) defines the work to be performed by the contractor, as authorized by and subject to the terms and conditions of the contract, to manufacture the inert warhead for the Reduced Range Practice Rocket (RRPR) M28A2.

Background. The United States (US) Army Field Artillery community has identified a training need for the Multiple Launch Rocket System (MLRS) practice rockets. The RRPR M28A2 is a cost-effective solution to that need. An inert warhead is mated to the same rocket motor assembly used on the M26 Tactical Rocket to provide MLRS batteries an opportunity to train with a rocket pod that has the same properties as the tactical pod and to experience the same effects of firing a tactical rocket, but at reduced ranges.

2.0 APPLICABLE DOCUMENTS

The applicable top-level documents are contained in the Document Summary List (DSL), Attachment 0002 of the contract, by number, title, date, contract reference and category. The document versions specified on the DSL take precedence over the generic references (those without the revision letters) cited in the SOW.

3.0 REQUIREMENTS

The contractor shall provide the materials, labor, and management to manufacture inert warheads for the M28A2 in accordance with (IAW) Warhead Assembly RRPR Drawing 13540611, Attachment 0003.

4.0 CONFIGURATION AND DATA MANAGEMENT

4.1 The contractor shall prepare Engineering Change Proposals IAW DI-SESS-

80639 (A001) with Notices of Revision prepared IAW DI-SESS-80642(A002).

4.2 When a variance from the design established by the Warhead Assembly

RRPR Technical Data package (TDP) is required, the contractor shall prepare and deliver a Request for Variance (RFV) against the TDP IAW DI-

SESS-80640 (A003).

4.3 Data Management (DM) - The contractor shall implement a DM program to control and track the delivery of data items required by the Contract Data Requirements List (CDRL), DD Form 1423.

4.3.1 Data Submission - The contractor shall submit all data items electronically according to the instructions stated on the CDRL, DD Form 1423. Content of these electronic data items shall be IAW the Data Item Description (DID), as tailored by the DSL.

4.3.2 Data Accession List (DAL) - The contractor shall prepare a DAL IAW DI-MGMT-81453(A004). The contractor’s Configuration Management office shall provide individual documents listed on the DAL at the Government’s request. Upon notification from the Procuring Contracting Officer, the contractor shall furnish a copy of any requested documentation contained in the DAL IAW DI-MISC- 80508(A005).

4.3.3 Distribution Statements and Export Control Warning - The contractor shall mark data items according to Government requirements, IAW DODI 5230.24. The contractor shall use the distribution statements identified in the CDRL, DD Form 1423.

5.0 QUALITY SYSTEM

The contractor shall establish a Quality System that meets the standards established by International Organization for Standardization (ISO) certification ISO 9001 or AS9100 and prepare and deliver a Quality Program Plan IAW DI- QCIC-81722(A009). The contractor shall provide controls of material, process, and product characteristics used to validate conformance to item requirements.

The contractor shall conduct a First Article Inspection (FAI) IAW AS9102 and a Production Line Validation (PLV) with a Government witness from the Strategic and Operational Rockets and Missiles (STORM) Project Office and the contractor’s facility, at production start-up on the first production article to verify the manufacturing and inspection processes are adequate to produce products that are compliant with the drawing requirements. For new designs or redesigns, changes in vendors or production processes, or a break in production of greater than 12 months, the contractor shall perform a PLV and FAI. The contractor shall notify the Government 14 days prior to the FAI or PLV to allow coordination of travel, if travel is required in performance of this SOW. Approval or disapproval of the PLV will be determined via a signed certificate. The contractor shall submit a first article inspection report using AS9102 as a guide IAW DI-MISC- 80508 (A008).

5.1 CERTIFICATION TESTING

The contractor shall demonstrate ability to meet AWS D17.1 Class C Fusion Welding, to include personnel certification and training status.

6.0 ENVIRONMENTAL

All contractor and subcontractor activities shall be in compliance with applicable federal, state and local environmental laws and regulations.

The contractor shall develop and deliver a Hazardous Materials Management Program (HMMP) Plan IAW DI-MGMT-81398(A007). In addition, the contractor shall prepare an HMMP Report IAW DI-MISC-81397(A006). The HMMP Reports shall identify via graphic or drawing of the specific location of each hazardous material contained in the final end item(s).

coolant, hydraulic fluid, lubricants, etc.), radionuclides (40 CFR 302.4, Appendix B) and energetics/solid rocket motor components (including Explosives Class Number) with the same 108.2.4 a, b, and d data elements. The contractor shall provide Material Safety Data Sheets or Safety Data Sheets for all reported materials.

The contractor shall report any HAZMAT, as defined in NAS 411-1, to be used for the maintenance, sustainment, and demilitarization of the end item under this contract. The HAZMAT shall be properly identified and include any applicable identification number, such as National Stock Number or Special Item Number.

The contractor HAZMAT list shall be updated during performance of the contract whenever the contractor determines that any other material to be used in the maintenance, sustainment, and demilitarization of the end item under this contract is hazardous.

The contractor shall not use any Class I or Class II Ozone Depleting Chemical/Ozone Depleting Substance (ODC/ODS), identified by the lists at http://www.epa.gov/ozone-layer-protection/ozone-depleting-substances, in the manufacture or support of items required by this SOW unless approved IAW Army ODS policy and/or Title 10 United States Code section 2302.
